BEIJING, Nov. 28 (Xinhua) -- China has vowed to maintain its macroeconomic policy stance in 2010 despite worries that its stimulus is likely to risk fueling new bubbles and overcapacity.     A meeting of the Political Bureau of the Communist Party of China (CPC) Central Committee agreed Friday that the country will continue the proactive fiscal policy and moderately easy monetary policy next year.     "It is a must for the country to stick to the pro-growth policy stance," said Zhang Liqun, a researcher with the Development Research Center of the State Council, one of China's top think tanks.     "A guarantee to the 8-percent growth target this year does not mean the national economy has been on an independent and stable developing track," Zhang said.     Many uncertainties, both at home and abroad, still weighed on China's economy and it was quite necessary for the government to maintain its policy stance, said Feng Fei, a senior researcher at the Development Research Center of the State Council.     China's economic growth has approached its pre-crisis level a year after the adoption of the 4-trillion-yuan (585.6 billion U.S. dollars) economic stimulus package.     The country's economy grew 8.9 percent year on year in the third quarter this year, accelerating from 7.9 percent in the second quarter and 6.1 percent in the first quarter. In the third quarter last year, it increased 9 percent year on year.     However, the country's strategy has raised concern that loose money could inflate prices of stocks and housing, build up unneeded factories and saddle the economy with bad debts.     Although the current stimulus package had side effects, it was not the time for retreat, said Zhuang Jian, a senior economist with the Asian Development Bank.     The government should be aware of the hidden trauma in economic growth and be ready at all time for popping-up problems by improving the policy flexibility, he said.     It was important to enhance the flexibility and focus of macro regulation, considering the inflationary expectations, assets bubble risk and rapidly changing economic situation, Feng said.     The Political Bureau vowed to enhance the focus and flexibility of economic policy in the following year according to new situations. It would also further implement and enrich the economic stimulus package to make the economy grow in a more stable, balanced and sustainable way.     Bureau members agreed the government would maintain continuity and stability in its macroeconomic policies, according to a statement released after the meeting.     The barely-changed wording in the statement of the meeting, convened ahead of the annual Central Economic Work Conference, would set the tone for next year's economic work, said Wang Tongsan, a senior researcher with the Chinese Academy of Social Sciences.     He noted that the "five highlights" in the statement would be mid- and long-term strategy for economic and social development in China, which would enable the country to grab the opportunity during the crisis.     The country would step up efforts to improve the quality and efficiency of economic growth, to promote the transformation of the economic development pattern and structural adjustments and to promote innovation and reform and opening up to enhance the vigor and momentum of economic growth, the statement said.     It also urged more efforts to improve people's livelihood and maintain social stability, and to coordinate the domestic and international situation.

BEIJING, Nov. 25 (Xinhua) -- China's Ministry of Commerce (MOC) Wednesday voiced strong opposition against the United States' imposition of anti-subsidy tariffs on Chinese oil well pipes, saying the move was "discriminatory."     The United States made a decision Tuesday to impose duties ranging from 10.36 percent to 15.78 percent on Chinese oil well pipes for alleged unfair subsidies.     "China is strongly opposed to the U.S. move of continuing with its discriminatory measures and arbitrarily raising the anti-subsidy duty rates," said Yao Jian, spokesman of the MOC.     Yao reiterated that the United States should live up to its promise made at the G20 Summit and the consensus reached earlier by leaders of the two countries to fight trade protectionism.     Earlier this month, the U.S. Commerce Department also slapped preliminary anti-dumping tariffs on the pipe up to 99 percent based on the allegation that "Chinese producers/exporters have sold OCTG (oil country tubular goods) in the United States at prices ranging from zero to 99.14 percent less than normal value."     Customs data showed that pipes involved were worth 3.2 billion U.S. dollars in 2008, taking up 46 percent of the total amount of Chinese steel products exported to the United States (6.9 billion dollars).     More than 90 companies were affected, including major steel companies like Baosteel, Tianjin Pipe and Ansteel.

BEIJING, Nov. 18 (Xinhua) -- U.S. President Barack Obama had a taste of Chinese history on Wednesday by visiting the country's most iconic site, the Great Wall.     "It's magical," Obama said when walking along the Great Wall in chilly winter wind. "It reminds you of the sweep of history and our time here on earth is not that long. We better make the best of it."     Dressed in a dark winter jacket, a smiling Obama broke away from companions and walked alone along the ramp.     "I brought back the admiration for the Chinese civilization, I bring here the greetings of American People," Obama said when ascending a watchtower to enjoy a distant view at the Badaling section of the Great Wall.     Obama is the fifth U.S. president to visit the manmade wonder. Former U.S. President Richard Nixon visited the Great Wall in 1972,Ronald Reagan in 1984 and Bill Clinton in 1998. In 2002, former U.S. President George W. Bush and his wife Laura toured the same section as Obama did.     "I'm inspired by the majesty of the Great Wall and am grateful for the warmth of the Chinese people," Obama wrote on the visitor's book after his half-hour tour.     The Great Wall was the second sightseeing program for Obama during his visit to China. He toured the Imperial Palace Tuesday after nearly two hours of talks with President Hu Jintao.     Built originally as the biggest defense work in ancient China, the Great Wall today has become one of the must-see places for visiting foreign leaders to the country in the past six decades.     The Badaling section, which is in the northwestern suburb of Beijing, runs about 3,741 meters on a mountain of about 700 to 800 meters above sea level, dotted with 19 beacon towers.     The wall at the Badaling section averages seven to eight meters in height, six to seven meters in thickness, with a width of four to five meters on top.     Over the past six decades, more than 450 heads of state and government have visited the Badaling section.     The Great Wall is listed among the UNESCO's World Cultural Heritage sites given its historic status.     Separated sections of the Great Wall were built as early as 2,000 years ago by small kingdoms to defend against raids from nomadic tribes to the north.     When Emperor Qinshihuang, the country's first emperor, united China for the first time in 221 B.C., he ordered the separate sections linked together, forming a complete military defense system.     The Great Wall today was mostly rebuilt during the Ming Dynasty(1368-1644).     With its sections stretching from northeast to west China, the Great Wall now runs 6,700 kilometers long and its section at Badaling is the first part that opens to tourists.

He said expanding cultural cooperation is conducive to reinforcing the foundation of bilateral friendship and expanding mutually beneficial cooperation in all fields.     China is ready to work with Turkmenistan to strengthen exchanges and cooperation in culture, sports, education, press, health and tourism. Despite the changes in international situation, the Turkmen government and people will always firmly push forward cooperation with China, he said.     Berdymukhamedov spoke highly of the rapid growth of bilateral trade in recent years, saying China has become one of the biggest trade partners to Turkmenistan.     Despite the impacts of international financial crisis, trade between China and Turkmenistan increased 135.5 percent in 2008 and38.7 percent in the first 10 months of 2009.     Berdymukhamedov said Chinese companies have made investment in oil and gas, transportation and other sectors in Turkmenistan and won respect of Turkmen companies.     He said the China-Central Asia natural gas pipeline is an example of sincere cooperation under the strategic partnership of the two countries. He said the project is not only in the long-term interests of both countries and their peoples, but is also conducive to maintaining stability of the global energy market.     President Hu will fly to the border town of Turkmenabad Monday to attend a ceremony to inaugurate a natural gas pipeline linking China, Kazakstan, Uzbekistan and Turkmenistan.     Berdymukhamedov said that under the new circumstance the two countries share a broad prospect of cooperation in all areas. BEIJING, Nov. 24 -- Taxi passengers in Beijing will have an extra yuan added to their fares. The move is meant to offset the city's rising fuel prices, as they hit their highest levels in years.    The new taxi fare policy will begin this Wednesday on November 25, 2009. One yuan will be added to any trip exceeding 3 kilometers.     Beijing will continue to work on linking taxi fares with gasoline prices.     Meanwhile, most of local residents say they accept the surcharge.     A local resident of Beijing said, "A one yuan surcharge won't affect me too much. I'm OK with it." The new Beijing taxi fare policy will begin on Nov. 25, 2009. One yuan will be added to any trip exceeding 3 kilometers    Another said, "Some Chinese provinces have already taken similar measures, such as Yunnan and Shandong. I think it's fine. We should do it."     Taxi drivers have explained that the extra yuan will provide compensation for the increase in pump prices.     A taxi driver in Beijing said, "If I serve 40 passengers a day, it will create an additional 40 yuan. That can help me cope with the recent fuel price rises. I don't think passengers will give up taking taxi just because of one yuan. But if the per kilometer fare rises, many will think differently."     According to the new policy, the government, taxi companies, and passengers will share the cost of gasoline price fluctuations.     Beijing last saw an increase in taxi fares three years ago.
