BRATISLAVA, June 18 (Xinhua) -- Chinese President Hu Jintao and his Slovakian counterpart Ivan Gasparovic held talks here on Thursday and they agreed to take the 60th anniversary of diplomatic ties as an opportunity to consolidate their traditional friendship and enrich the contents of cooperation.     Speaking highly of the longstanding friendship between the two countries, Hu noted in particular the substantial development of bilateral relations since the Central European country gained independence 16 years ago.     Expressing satisfaction at the state of bilateral ties, Hu said there are no outstanding issues left over by history or conflict of interests between China and Slovakia, Hu said. It is the shared goal of the two countries to expand consensus and deepen cooperation, he added. He made a four-point proposal for the further development of bilateral ties.     Firstly, the traditional friendship should be consolidated and bilateral mutual political trust be enhanced, Hu said.     The frequent contacts between leaders of the two countries is important to the development of bilateral ties and the Chinese side welcomes President Gasparovic to visit China again. The two sides should also promote exchanges and cooperation between the two governments, legislative bodies and political parties so as to consolidate the political foundation of bilateral relations. BEIJING, July 14 (Xinhua) -- Chinese equities gained 2.1 percent to hit a 13-month high Tuesday after three days of losses, boosted by financial, real estate and steel shares.     The benchmark Shanghai Composite Index closed at 3,145.16 points, up 64.6 points, or 2.1 percent. The Shenzhen Component Index closed at 12,991.06 points, up 330.51 points, or 2.61 percent.     Total turnover expanded to 280.53 billion yuan (41.07 billion U.S. dollars) from 268.78 billion yuan on the previous trading day.     Winners outnumbered losers by 795 to 67 in Shanghai and 667 to 74 in Shenzhen. UNITED NATIONS, May 29 (Xinhua) -- The exponential growth in trade and strategic relations between China and the Arab world is highly valued at the League of Arab States and will not come at the expense of relations with the United States, the secretary-general of the League of Arab States said at a press conference here on Friday.     "We value very much our relationship with China," Secretary-General Amre Moussa, told Xinhua. "We can have good relations, growing trade and growing economic investments with China and America at the same time." This is encouraging because all of us have suffered from certain policies in the past."     "The hope is that the Obama administration will succeed in breaking this deadlock in order to allow the peace efforts to move on with the establishment of a viable Palestinian state ... which includes the immediate freeze of (Israeli) settlements," he said.     At the same time, despite the international community having "a window of opportunity," the Obama administration has yet to take concrete actions, added Moussa.     "What we expect is not only to hear a speech, but to act," he said.     Indeed, action on the Middle East crisis is rare. The UN Security Council has refused to follow up on recommendations made by a United Nations investigation into accusations of war crimes committed by Israel during the Gaza offensive in January.     Frustrated, the Arab League is "actively pursing" other avenues, including several independent fact finding and investigations, said Moussa.     "We are not going to let go of what happened in Gaza against the civilians," he said. "If you want to have justice, you have to have it across the board."     In a related development, the United Nations Human Rights Council investigation team will arrive in Gaza on Monday. Led by Justice Richard Goldstone, the team plans to meet with all concerned parties, including witness and victims of alleged violence, according to a press release issued on Friday.

BEIJING, May 14 (Xinhua) -- Two revised rules involving a planned Nasdaq-style stock market, the Growth Enterprise Market (GEM), will take effect on June 14, according to the China Securities Regulatory Commission (CSRC) Thursday.     The two rules involve establishing an independent committee to approve listings for the GEM and the management of sponsors of IPOs.     The two rules are taken as a key step closer toward introducing the much-anticipated GEM, a board intended to nurture innovation-driven start-ups as the government tries to help smaller companies get financing and encourage technological advances.     The rules are the same as the drafts issued on April 17 to solicit public opinions, said the CSRC.     Under the rules, the new panel will have 35 members. Five will come from the CSRC and the others from the accounting, law and other sectors. The panel won't include members of the review panel for IPO application on the main board.     Under the rules, the sponsors of IPOs on the GEM are required to monitor the companies' performance for three years, up from two for companies on the main board.

BEIJING, July 11 (Xinhua) -- Nearly a week after the deadly riot bruised Urumqi and sent residents fleeing its major streets, it was quite a relief to see people gradually return to normal life.     The first weekend after last Sunday's riot seemed peaceful in Urumqi, with residents strolling in downtown parks with their families, banks reopening after a five-day business suspension and business owners looking to the future. Some people began holding funeral rites for the dead, while soldiers in riot gear stood guard nearby.     A group of photos filed by my colleagues in Urumqi Saturday showed snow white pigeons, the symbol for peace, swaggering in a square near the city's major bazaar. On one of them, a woman was crouching, reaching out an arm to cuddle one of the birds while a baby rests in her other arm. From the looks in their eyes I read lust for life as it is.     Canadian teacher Josph Kaber said he sensed tension when some Uygur-run stores on the campus of Xinjiang University were closed after Sunday's riot. "The very next day, young couples were seen strolling by the artificial lake again, and I knew things were getting better."     But for those bereaved of their beloved ones in last Sunday's riot, the worst to have hit the Uygur autonomous region in six decades, the trauma would probably take a lifetime to heal.     Chinese people customarily think the seventh day after death is an important occasion for families and friends to mourn the deceased.     Now on the eve of this special mourning day, as shock and terror at the bloodshed give way to anguished quest for the cause of the tragedy, we all feel their grief and are ourselves eager to find out the black hand behind the terror.     It is not surprising that Rebiya Kadeer is in the spotlight. If not for what happened in Urumqi last Sunday, most Chinese people knew little of the former businesswoman who built a fortune in Urumqi and became a rising star on the country's political arena, got jailed for stealing national secret, and fled to the United States in 2005.     People continued to bombard Kadeer Saturday: some said the World Uygur Congress leader was seeking to become a ** Lama much needed by the East Turkestan, while others made a mockery of her photo with the exiled Tibetan monk.     In an interview with Xinhua Saturday, former chairman of Xinjiang's regional government Ismail Amat said the woman was "scum" of the Uygur community and was not entitled to represent the Uygur people.     For most people, the Uygur woman's profile was blurry, stuck in the dilemma of her rags-to-riches legend and her separatist, sometimes terrorist, attempts.     Kadeer took advantage of China's reform and opening up policy to build her fortune, but ended up building connections with East Turkestan terrorists and selling intelligence information to foreigners.     When the rioters in Urumqi's streets, in an outrageous demonstration of violence, slaughtered innocent civilians and left thousands fleeing or moaning in agony, the "spiritual mother of Uygur people" touted by East Turkestan terrorists insisted they were "peaceful protesters".     To illustrate her point Kadeer ironically showed a photo in a Tuesday interview with Al Jazeera, which later proved to have been cropped from a Chinese news website on an unrelated June 26 protest in Shishou of the central Hubei Province.     Until Friday, she was still spreading rumors in an interview with AP, most of which centered on what she called "Chinese brutality".     As I read this I recalled vividly a text message a friend sent me via cell phone from Urumqi shortly after the riot. "I feel like crying," wrote the man of 26, "to see the mobs beating up and killing the innocent, and setting fire to vehicles and stores... I hate myself for not being able to do anything to stop them. Even a police officer is crying."     I worry what Kadeer and her World Uygur Congress are doing will worsen the situation for folks in Xinjiang, already bruised by the deadly riot.

BEIJING, April 27 (Xinhua) -- In light of an outbreak of swine flu in Mexico, China's Ministry of Health issued a notice Sunday about disease prevention and detection, warning citizens to be careful.     The notice defines the symptoms of the disease and how it can be transmitted to humans.     Although there is no vaccine yet, the disease is preventable, controllable and treatable, it said.     As of Monday morning, no cases of the illness had been reported in China.     The ministry said so far, there is no evidence that this flu could be spread through food.     It also warned those who travel abroad to be alert for any signs of infection.     Swine influenza A/H1N1 is a respiratory disease that infects pigs and does not normally infect humans. But sporadic cases do occur, usually for people who have had close contact with pigs.     It has killed more than 60 people out of about 1,000 suspected cases in Mexico.     China's General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) issued an emergency notice Saturday requiring people to report flu-like symptoms at the point of entry when returning from affected regions.     According to the Health Ministry, the ministry is working with the Ministry of Agriculture and GAQSIQ to monitor the disease.     The ministry has contacted scientists who have done viral sequencing on swine flu. It has also stepped up cooperation with the World Health Organization and the U.S. and Mexican governments to obtain updated epidemic information and prepare for a possible outbreak.     China should establish an effective disease prevention and control system it it entry-exit inspection and quarantine process, the ministry added.

GENEVA, April 22 (Xinhua) -- Close international cooperation is needed to fight all forms of racism and racial discrimination, which is the enemy of the whole human society, a senior Chinese diplomat said here on Wednesday.     "China proposes that the international community work closely together to form a strong united front in the fight against racism," said Li Baodong, Chinese ambassador to the United Nations Office in Geneva, in an address to the ongoing Durban Review Conference.     Governments should fully recognize the huge damage that racism has caused to various human rights, international security and human development, and pursue actively the policy of "zero tolerance" at both the national and international level, Li told more than 100 delegations participating at the anti-racism conference.     The five-day conference, which opened on Monday, is a follow-up meeting to the World Conference against Racism held in Durban, South Africa in 2001.     Delegates adopted by consensus a final anti-racism declaration on Tuesday despite the boycott of the meeting by quite a few Western countries, including the United States, citing concerns that the meeting could be used as a forum to criticize Israel.     The atmosphere of the conference was also damaged on Monday after dozens of European delegates walked out of the conference room in protest to a speech made by Iranian President Mahmoud Ahmadinejad which likened Israel to a racist regime.     According to the Chinese ambassador, countries should enhance dialog and communications to resolve political differences and refrain from creating a breeding ground for hatred.     It's of great significance that countries have gathered once again to deliberate on the issue of racism eight years after the holding of the first UN anti-racism conference, he said.     Li also stressed the need to further enhance the effectiveness of various mechanisms established after the 2001 conference to address racism, racial discrimination, xenophobia and related intolerance, with a view to achieving better synergy, coordination, coherence and complementarity in their work.     In addition, he suggested a renewal or reinforcement of the international definition for racism, as many new forms of racism and racial discrimination are emerging along with the current global financial, food and energy crises as well as the threat of climate change.     "The Chinese government is against all forms of racism, and it has been actively engaged in various international anti-racist activities," Li said.     "With the opportunity provided by this conference, China is ready to work will all governments and the civil society to create a world free of discrimination, hatred, fear and prejudice," he added.

BEIJING, May 23 (Xinhua) -- China unveiled Saturday credit rating standards for the sovereignty entity of a central government, the first sovereign credit rating standards in China, aiming broader participation in global credit rating.     The standards were announced by Dagong Global Credit Rating Co., Ltd, one of the first domestic rating agencies in China.     The sovereign credit rating standards would be able to evaluate the willingness and ability of a central government to repay its commercial financial debts as stipulated in contracts, said the company.     The rating results could reflect the relative possibility of a central government to default as a debtor, and the rating is based on the country's overall credit value, according to Dagong.     Elements of credit risks will include the country's political environment, economic power, fiscal status, foreign debt and liquidity, said the company, adding that it judges the credit of a sovereign entity on the basis of a comprehensive evaluation of its fiscal strength and foreign reserves.     Compared with other rating agencies, Dagong pays more attention to the different economic stage of each country, and examines the features of its credit risks in a holistic and systematic view, according to Dagong.     Jiang Yong, director of the Center for Economic Security Studies under the China Institutes of Contemporary International Relations, said the financial crisis exposed a risk of the international society relying solely on the credit rating institutions of a single country, which is the largest risk of the world economy.     Luo Ping, head of the training center under China Banking Regulatory Commission, said the launch of the sovereign credit rating standards would help improve the transparency of credit rating information, and would strengthen China's position in the international financial arena.
