The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

BEIJING, Aug. 8 (Xinhua) -- East China is bracing for typhoon Morakot's approach after it slammed into Taiwan Friday night.     Weather forecasters said late Saturday Morakot was likely to land on the coast from Cangnan, Zhejiang province, to Xiapu, neighboring Fujian province, between 8 a.m. and 10 a.m. Sunday. Although the typhoon this year is expected to weaken to a tropical storm before it arrives in the Chinese mainland, it was packing winds of 137 kilometers an hour at 7 a.m. Saturday and churning northwestwards at a speed of 15 to 20 kilometers an hour. The urban area of Linbian Township in Pingtung County of southeast China's Taiwan, is flooded Aug. 8, 2009, because of heavy rainfall brought by typhoon "Morakot".     It has already unleashed torrential rain in Fujian where, at five sites, water levels have been recorded at 0.02 to 0.66 meters above warning levels. Morakot also overturned cars and cut power supplies.     WAVE ALERT LEVEL RAISED     On Saturday afternoon, the National Marine Environmental Forecasting Center upgraded its alert level for both stormy tide and sea wave from "orange" to "red", the highest level.     The center said as a result of Typhoon Morakot, the stormy tide along the coast of Zhejiang Province and northern part of Fujian Province would be 0.5 meters to 1.8 meters high until Sunday afternoon.     The sea in southern part of the East China Sea and Taiwan Strait will be very rough, with monster waves as high as eight meters, the center warned.     Other coastal areas from Shanghai to Guangdong Province will all experience abnormally high waves, from 2.5 meters to six meters high, it said.     China adopts a four-grade warning system for stormy tide, tsunami, sea ice and sea wave, which uses four colors (red, orange, yellow and blue) to indicate different levels of emergency.

The most high-profile cut was conducted by late CMC Chairman Deng Xiaoping who made a surprising decision in 1985 to reduce ranks by 1,000,000, mostly from the army and military schools.     After the latest cut in 2005, the PLA now has 2.3 million servicemen, although it remains the world's most populous armed force.     Gen. Liang said that after consistent efforts by scientists and researchers as well as China's improving industrial capacities, the PLA's arsenal has been equipped with all major weapon systems on the land, in the sea and air just like other major military powers.     "We now have military satellites, advanced jets, new main battle tanks, sophisticated warships and subs," Liang said, adding that some of the weaponry have caught up with world-leading standards.     After nearly 60 years of construction and development, China has set a strategic target to realize basic defense and military modernization, he said.     Achieving this objective, the Army's mobility level will be upgraded to give greater regional capabilities, and the Navy will be capable of both a strong coastal defense and certain measures for blue water combat, Liang said.     The Air Force will be transformed from a fleet that could only provide homeland air defense to an aerial power capable of a combination of offensive and defensive operations, and the Second Artillery Corps, China's strategic missile troops, will become a truly efficient force with both nuclear and conventional striking power, he said.     The military parade on Chang'an Avenue in front of the Tian'anmen Square on Oct. 1 will probably be the best footnote to Liang's remarks.     According to Lt. QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas.
