BEIJING, Aug. 8 (Xinhua) -- East China is bracing for typhoon Morakot's approach after it slammed into Taiwan Friday night.     Weather forecasters said late Saturday Morakot was likely to land on the coast from Cangnan, Zhejiang province, to Xiapu, neighboring Fujian province, between 8 a.m. and 10 a.m. Sunday. Although the typhoon this year is expected to weaken to a tropical storm before it arrives in the Chinese mainland, it was packing winds of 137 kilometers an hour at 7 a.m. Saturday and churning northwestwards at a speed of 15 to 20 kilometers an hour. The urban area of Linbian Township in Pingtung County of southeast China's Taiwan, is flooded Aug. 8, 2009, because of heavy rainfall brought by typhoon "Morakot".     It has already unleashed torrential rain in Fujian where, at five sites, water levels have been recorded at 0.02 to 0.66 meters above warning levels. Fewer sellers appeared in the county's vegetable market. Fishing boats moor at a port to avoid the approaching Typhoon Morakot in Jinjiang, southeast China's Fujian Province, Aug. 8, 2009."The fields were flooded," said Li Sailian, a vegetable seller.     "Strong winds broke the ropes tying down the horsebeans, and the crown daisies (chrysanthemum greens) were destroyed," she said.     Li brought all her available stock to the market, fearing the storm would destroy it completely.     In downtown Fuzhou, where several big trees have already been toppled by gale-force winds, people were rushing to supermarkets for necessities before the typhoon arrived.     All flights from Saturday noon onwards at the airport in Fuzhou were cancelled, leaving more than 120 passengers stranded. Airport staff were helping with refunds.     Seventeen of the 312 flights to and from the airport in coastal Xiamen city were cancelled, most of which were heading to Anhui, Guangdong and Taiwan.     In Putian City, also in Fujian, all scenic sites and ports have been closed and school classes suspended. A team of 26,222 people has been formed and equipped with flood-control materials, said Huang Dongzhou, director of the city's flood control office.     All of the city's 7,168 fishing ships have returned to harbor, Huang said.     The province's Ningde city is strengthening its defences to bear the brunt of Morakot, local meteorological authorities said.     People there are also reinforcing reservoirs with bricks and stones. Water in the city's 20 major reservoirs is only at 54 percent of their combined capacity, so officials with the flood control office said they think the rainfall will help with drought relief, as long as proper measures are taken to ensure safety.     Residents are also busy reinforcing their own houses.     Chen Kongsheng, a 61-year-old man, has attached four large rocks to the girders of his house, so that the typhoon "won't tear off his roof".     About 118,000 people in the city have been evacuated, said Chen Rongkai, Communist Party chief of the city.     Ningde has readied 103 rescue boats, 15 rafts and 8,300 life jackets to help people affected by the typhoon.     EFFORTS AND TROUBLES ELSEWHERE     In adjacent Zhejiang Province, rainfall exceeded 50 millimetres on 6.8 percent of the province's land on Friday night. Morakot also overturned cars and cut power supplies.     WAVE ALERT LEVEL RAISED     On Saturday afternoon, the National Marine Environmental Forecasting Center upgraded its alert level for both stormy tide and sea wave from "orange" to "red", the highest level.     The center said as a result of Typhoon Morakot, the stormy tide along the coast of Zhejiang Province and northern part of Fujian Province would be 0.5 meters to 1.8 meters high until Sunday afternoon.     The sea in southern part of the East China Sea and Taiwan Strait will be very rough, with monster waves as high as eight meters, the center warned.     Other coastal areas from Shanghai to Guangdong Province will all experience abnormally high waves, from 2.5 meters to six meters high, it said.     China adopts a four-grade warning system for stormy tide, tsunami, sea ice and sea wave, which uses four colors (red, orange, yellow and blue) to indicate different levels of emergency.

SHANGHAI, Aug. 28 (Xinhua) -- Baosteel Group, China's largest steel maker, said Friday it has agreed to pay 285.6 million Australian dollars (240.7 million U.S. dollars) for a 15-percent stake in Australian miner Aquila Resources.     Baosteel will buy up to 43.95 million shares in Aquila at 6.5 Australian dollars a share.     The deal, which will make Baosteel the second-biggest shareholder in Aquila, is still to get approval from Australian and Chinese regulators.     The company executives valued the growth potential of Aquila's assets in the deal that is another major step in its overseas expansion, said a statement on Baosteel's website.     Baosteel established a joint venture with iron ore giant Rio Tinto in 2001 and Companhia Vale do Rio Doce (CVRD) in 2002 to secure iron ore imports.     In a press release, Aquila said the deal was "an important transaction in Baosteel's strategy to secure long-term supply of critical steel raw materials."     The strategic cooperation will "fast-track the development of Aquila's key steel raw materials projects including iron ore, coal, and manganese," said the statement.     Baosteel would possibly make further direct investment into a number of its projects and help it get low-cost financing from China for most of its major projects, including the strategic West Pilbara Iron Ore Project, said the Aquila statement.     It added that the state-owned Chinese steel mill had agreed not to hold more than 19.99 percent of Aquila before August 2010.     Shares in Aquila surged 9.16 percent, or 60 Australian cents, to 7.15 Australian dollars Friday.

BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). BEIJING, July 28 -- China expressed its hope that the U.S. government will be able to cut its budget deficit in order to prevent inflation that could jeopardize the value of China's dollar-denominated assets, as the two countries wrapped up the first of two days of high-level talks here.     "We sincerely hope the U.S. fiscal deficit would be reduced, year after year," Zhu Guangyao, assistant minister of finance, told reporters after the conclusion of the first day of talks, which have been dubbed the U.S.-China Strategic and Economic Dialogue.     "The Chinese government is responsible and first and foremost our responsibility is [for] the Chinese people, so of course we are concerned about the security of the Chinese [dollar] assets," Zhu said.     China holds a total of more than 800 billion U.S. dollars in U.S. treasury debt, making it America's largest foreign creditor.     As a result of recent American efforts to counter the financial crisis and stimulate the economy, U.S. government spending has soared, and is projected to reach 1.84 trillion U.S. dollars this year. That is more than four times the previous high.     Many investors and economists fear this deficit spending will lead to inflation, as the increase in the supply of dollars drives down their value, thereby also reducing the value all dollar-denominated assets, including U.S. Treasury bonds. As a result, some investors have started to buy shorter-term bonds, which they hope will not be impacted by any longer-term inflation driven by increased government spending.     U.S. Secretary of Treasury Timothy Geithner assured the Chinese delegation in his opening remark on Monday that U.S. has taken steps to overhaul its financial system, enhance regulation, and control the deficit.     "We are committed to taking measures to maintain greater savings and to reducing the federal deficit to a sustainable level by 2013," he said. However, Geithner did not reveal how, specifically, the United States planned to achieve its deficit-cutting goals during the dialogue.    Both American and Chinese officials, however, agreed that the economy has begun to slowly stabilize.     "We have agreed that green shoots have emerged in the international economy and financial markets," said Zhu. However, the economic foundation is far from being sound, and the current situation remains severe, Zhu warned.     China's economy has shown solid signs of recovery, with its GDP growth picking up to 7.1 percent in the first half of this year after dipping to as low as 6.1 percent in the first quarter. BEIJING, Sept. 12 (Xinhua) -- China's Minister of Commerce Chen Deming said Saturday the U.S. decision to impose special protectionist tariffs on tire imports from China was grave trade protectionism and sent a wrong signal to the world.Chen told Xinhua the U.S. government's decision, which was made Friday night, violated related rules, failed to honor its commitment made on the G-20 financial summit and was not based on the truth.     "It was a misuse of the special safeguard measures and sent a wrong signal to the world," Chen said, stressing China resolutely opposes the U.S. decision.     The decision came after the U.S. International Trade Commission determined that a surge of Chinese-made tires had disrupted the domestic market and cost thousands of jobs in the U.S.     The two sides didn't reach an agreement in spite of rounds of negotiations over the case, Chen said.     According to a Los Angeles Times report Saturday, within 15 days, the U.S. would add a duty of 35 percent in the first year, 30 percent in the second and 25 percent in the third on passenger vehicle and light-truck tires from China.     Chen said China reserves the right to bring the case to the World Trade Organization (WTO) while continuing to take necessary measures to support the tire industry and deal with the negative impact caused by the case.     Fan Rende, president of the China Rubber Industry Association, said the organization has sent a protest letter to U.S. President Barack Obama, calling the decision an "extremely unfair" one as it lacked objective bases.     The association also recommended the Chinese government to resort to the WTO Dispute Settlement Mechanism to handle the case, and appeal to the United States Court of International Trade to protect interests of the related enterprises.     Although President Obama's ruling on the tire case was said to be based on law by the U.S. government, it is seen as a resolution under political pressure at home.     Yao Jian, spokesman of the Ministry of Commerce, said the domestic political pressure pressed the U.S. government to not only impose the tariff and also propose other unreasonable demands involving many industries and push China to adjust fiscal and tax policies.     The U.S. decision was made regardless of opposition from many U.S. organizations.     The U.S. Tire Industry Association, the American Coalition for Free Trade in Tires, the American Automotive Trade Policy Council, and the Retail Industry Leaders Association have all expressed strong opposition after the U.S. International Trade Commission recommended the decision to the U.S. government .     NO GOOD TO ANYONE     The Ministry of Commerce (MOC) said on its web site Saturday that the U.S. lacked bases for the case because tire products exported to the U.S. from China actually declined 16 percent in the first half of this year, compared to the same period last year. China's tire exports to U.S. in 2008 only rose 2.2 percent from 2007.     It said the business situation of the U.S. tire producers has shown no apparent changes after the entry of Chinese products. There exists no direct competition between China's tire products and the U.S.-made ones as China's tires mainly go for the U.S. maintenance market.     Vice Commerce Minister Fu Ziying said in August that the slowdown in the U.S. tire industry is a result of the global downturn, not that of China's increasing tire exports to the U.S.     China's tire exports to the U.S. tripled between 2004 and 2007 while, during the same period, U.S. tire manufactures doubled profits.     "This means the increase of China's tire exports did not cause any substantial harm to the U.S. tire industry," Fu said.     According to Fan, about 40 percent of the tire output in China is exported, and one third of the exports go to the United States.     The 35 percent tariff means China would not export tires to the U.S. in the first year, which would affect employment of about 100,000 people and result in a loss of 1 billion U.S. dollars in export, he said.     He added the tariff would not solve problems faced by the U.S. tire industry, but would hurt interests of enterprises from both countries and hurt trade relationships.     Four U.S. companies have businesses in tire production in China and they account for two thirds of exports to the U.S., and the tariffs will have a direct impact on these companies, the MOC said.     The increased tariffs would also raise tire prices for U.S. consumers, which would further weaken the government efforts to revitalize the auto industry. Some consumers may even consider postponing replacing old tires, creating concern for safety, according to the MOC.     The move will also produce a chain reaction of trade protectionism and slow the current revival of the world economy, the ministry said in a statement on its website Saturday.     Leaders from around the globe have reached consensus to oppose trade protectionism since the outbreak of the financial crisis. But the tire case, lacking factual bases, is an abuse of protectionist measures. It not only hurts the interests of China, but also those of the U.S., the ministry said.     The Associated Press (AP) reported Saturday many of the nearly two dozen world leaders Obama is hosting at the upcoming G20 summit in Pittsburgh are critical of countries that protect their key industries.     The report said Obama has also spoken out strongly against protectionism and other countries will view his decision on tires as a test of that stance.     According to the MOC, China is the second-largest trading partner with the U.S. and vice versa. China believes the Sino-U.S. economic trade cooperation is significant. The country would not like to see damages to bilateral trade relations caused by protectionism.     Chinese Premier Wen Jiabao slashed protectionism at the opening ceremony of the Summer Davos Forum Thursday in Dalian, northeast China, saying it would only slow world economic recovery and ultimately hurt the interests of the businesses and people of all countries.     "We must resist and redress all forms of covert protectionist activities," Wen said, noting as an active participant in economic globalization, China will never engage in trade or investment protectionism.

BEIJING, Aug. 17 (Xinhua) -- State-run companies in China should stick to the leadership of the Communist Party of China (CPC), Vice President Xi Jinping said Monday.     Xi made the remarks at a meeting held here to promote Party building in China's state-run enterprises.     Party building lay at the core of the competitiveness of state-run enterprises, Xi said, adding that "the CPC's leadership over the enterprises should be upheld unswervingly... in order to help enterprises retain scientific development".     Li Yuanchao, head of the Organization Department of the CPC Central Committee, said at the meeting that bosses of the state-run companies headquartered in Beijing should increase the Party organs' involvement in the companies' decision-making process.     Party organs should participate in the process of the state-run companies' major decisions made by the companies' board meeting to ensure that they could play supervising functions, Li said.     Meanwhile, He Yong, deputy secretary of CPC Central Commission for Discipline Inspection (CCDI), urged the bosses of the country's state-run companies to be cleanhanded.     Restrictions and supervision over power should be intensified for the main leaders of the companies, He said, adding that the anti-corruption effort inside the state-run companies was an important part of the mechanism's construction.     The state-run companies' bosses should also enhance their discipline education and loyalty to the Party, the official said.     The anti-corruption effort in the state-run companies came after former chairman of Sinopec Chen Tonghai was sentenced to death last month with a two-year reprieve for taking huge bribes.     Chen took about 195.73 million yuan (28.66 million U.S. dollars) in bribes from 1999 to June 2007 by taking advantage of his positions in Sinopec, one of the country's major oil refiners.     Also present at Monday's meeting was Vice Premier Zhang Dejiang, who stressed that the top priority of state-run enterprises at the moment was to maintain steady and relatively fast development.
