BEIJING, Feb. 23 (Xinhua) -- "Livelihood issues" are Chinese people's top concerns as shown in on-line polls ahead of the annual parliamentary and political advisory sessions.Chinese netizens have voiced their complaints on-line and hope their voices could be heard by top leaders, national lawmakers and political advisors, who will soon gather in Beijing for the two sessions.Pension, housing and health care are among the top concerns, according to polls conducted by people.com.cn of Party's flagship newspaper People's Daily, xinhuanet.com of Xinhua News Agency and cctv.com of the state-run TV network."Pension" has earned 25,508 votes at people.com.cn, followed by anti-corruption, housing price, the income gap, employment and health care, among others. "Pension" also ranked among the top five concerns at cctv.com.Netizens called for the scraping of the long-time "dual pension scheme," in which civil servants and other public employees were entitled to pensions several times the amount of citizens employed by non-public entities."The current pension scheme widens the wealth gap," a person posted at xinhuanet.com.The amount of pension given to ordinary citizens was determined by one's monthly payment dedicated to their social security account before they retired, and is fixed to the average social income.Retirees of non-public entities get much less than their salary before retirement. But the amount of pension government employees get is almost the same as they got before retirement, sometimes two or three times higher than a factory worker. The government raised the pension for ordinary citizens by 10 percent, or 120 yuan monthly per person, starting from Jan. 1, 2010. This is the sixth time the pension has been raised since 2005. But the amount still cannot match that of civil servants'.HOUSING PRICE"Housing" is the top concern in the survey hosted by xinhuanet.com and has attracted a huge amount of comments on-line.Traditionally in China, an apartment of one's own is a must-have for marriage, although the government has tried to encourage young people to rent rooms before they buy one.As housing price in large Chinese cities have kept soaring over the past years, the government has been working on plans to increase public rental housing and build more government subsidized affordable houses. But a report from the Standing Committee of the National People's Congress, the top legislature, said construction of low-income houses was behind target, with only about 23 percent of investment realized by the end of last August.According to the Beijing Municipal Statistics Bureau, the city's average annual income in 2008 was 44,715 yuan, while urban apartments were selling for an average 15,581 yuan per square meter. An apartment of 80 square meters costs almost 1.25 million yuan, which would require a family of two wage-earners to repay with half their salaries for 30 years. The past year saw a 24 percent increase in housing prices nationwide, according to a report from the real estate association of the All-China Federation of Industry and Commerce earlier this month."Hi, Premier Wen, we hope you can help us. Houses are for the rich but not for ordinary people like us. Even in my hometown, a small city as Shandong's Zibo, houses are too expensive for us. We hope the central government can address this problem," a post said at xinhuanet.com.

CHANGSHA/HARBIN, Feb. 12 (Xinhua) -- As Chinese people are embracing the arrival of the Year of Tiger on Saturday, zoologists are worried about the survival of South China Tigers as the endangered species are facing a serious problem of inbreeding. No traces of the tigers have been found in the last decade, they said. The number of captive South China tigers (Panthera tigris amoyenesis) rose to 92 in 2009 from 60 in 2007 but all the tigers were the offsprings of six wild South China tigers which were caught more than 40 years ago, said Deng Xuejian, a professor with the Department of Biology of Hunan Normal University, based in Changsha, capital of central China's Hunan Province."The inbreeding may lead to genetic freaks, low survival rates and poor physical makeup," Deng said. All the genes have come from two male and four female tigers, which had lead to highly identical genes in the offspring, Deng said."The situation may reduce the genetic diversity and cause degradation or even the extinction of the species," he said. The tigers would lose genetic diversity if their genes were too similar, said Ma Zaiyu, president of veterinary hospital of Changsha Zoo."The number of the members of a species should be at least 1,000 to maintain the stability of the species," Ma said.Zoologists estimated the number of wild South China tigers could have been less than 30 in the 1990s. The remaining wild tigers are presumed to live in the remote areas of Guangdong, Hunan, Fujian and Jiangxi provinces, Deng Xuejian said.Based on analysis of relevant date combining field investigation, Deng estimated the number of wild South China tigers could be less than 10.No traces of wild South China tigers were reported in Hunan in the last two years, said Zhou Shuhuai, director of wildlife protection section of the Hunan provincial forestry bureau."The number is limited and the tigers scatter in different areas, which make it difficult for natural breeding between wild tigers," said Huang Gongqing, a tiger expert at South China Tiger Breeding Base in Suzhou, a city of east China's Jiangsu Province."The extinction of the wild tigers will happen sooner or later," Huang warned. Some experts have said that there may be already no wild South China tigers. "However, we cannot know as the animal is very difficult to trace," Deng said.Ma Zaiyu said to avoid extinction of the species, more captive tigers should be bred, and some genes might be recovered when the population reaches 1,000, while Deng suggested continuous search for wild tigers to enrich the captive tigers' genes. The situation is much better for the Siberian tigers (panthera tigris altaica) in northeast China as the number of the wild ones is quite stable, experts said. The number maintains at around 20 in China, among which 10 to 14 are in Heilongjiang Province and eight to ten are in Jilin Province, said Sun Haiyi, deputy director of Heilongjiang Wildlife Institute"But no more young tigers under one year old have been discovered in the past two years. The reason might be the number of female tigers are less than the males and the animals are relatively isolated by the mountains," Sun said.China established a breeding base for the Siberian tigers in Heilongjiang in 1986 and the number of captive tigers has increased from eight to current more than 800, Sun said.Experts called for more efforts to protect the habitats of the tigers for the purpose of protection and re-wilding of the tigers.

BEIJING, Jan. 28 (Xinhua) -- The Chinese government has decided to cut the number of local government liaison offices in Beijing and strengthen supervision to cut cost and root up corruption, a senior official from the Government Offices Administration of the State Council said Thursday.Counties, local government departments, and development zones were ordered to close liaison offices in the capital within six months, the unnamed official quoted a circular issued by the State Council's General Office on Jan. 19 as saying. As of 2006, Beijing has 50 liaison offices representing China's provinces and special economic zones, 295 representing major cities, 146 representing local government departments and 436 representing counties, figures from the administration showed.Liaison offices of provinces, municipalities and autonomous regions and special economic zones could retain their offices in Beijing, while established city-level liaison offices could be kept only after being approved by provincial governments, according to the circular. The official warned local government to guard against loss of state assets when liaison offices were closed saying the assets should be dealt with according to relevant regulations.Liaison offices usually have assets that include apartments, guest houses and hotels, and restaurants. The circular also clarified major functions of retained liaison offices, which should offer "high-quality, frugal and efficient" service for the economic and social development of their localities. The liaison offices should shoulder tasks entrusted by their localities' Communist Party of China (CPC) committees and government, as well as by the central Party and government organs, the official said. They should also cooperate with the Beijing municipal government in maintaining the capital's stability, offer service for institutions and people from their localities, and help to administer and provide training and service for migrant CPC members from their localities who came to work in Beijing, the official said.To enhance supervision and fight corruption, local government should conduct audit on its liaison office each year, and the Government Offices Administration is empowered to conduct spot-check on local government's audit results when necessary, according to the circular. The official said members of the retained liaison offices should be strict with themselves, shun from extravagant receptions and strictly control expenses. The official said "local government liaison offices s played positive role in coordinating work among regions, handling some emergency incidents, and maintaining the capital's stability."However, lax supervision, a swelling number, shoddy quality, vague definition of their functions were problems plaguing these offices, the official said. Some local government liaison officials were even implicated in serious corruption cases and resulted in serious negative social impact, he said. The measures outlined in the circular could "enhance the building of a clean government, building up a good image of the CPC and the government, cutting administrative cost and expenses, and pushing forward the transformation of the liaison offices' functions," the official said.

SANYA, Hainan, March 21 (Xinhua) -- A senior Chinese official said here Sunday more efforts should be made to further integrate tourism and culture so as to achieve greater development of the industries.Liu Yunshan, a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the 2010 Boao International Tourism Forum in Sanya, a tourist resort in south China's Hainan Province.Global tourism was experiencing drastic adjustment along with the world economy's profound changes, while connections between tourism and culture had been increasing, he said.Integrated development of the two industries was an inevitable demand of the times when economic development came to a certain level, which offered huge potential for the tourism industry, said Liu.It was important to stick to opening-up and cooperation in promoting the tourism and culture industries, Liu said."The Chinese government has made the decision to build Hainan into an international tourism island, which demands more efforts to further expand opening-up and explore integration of tourism and culture, making Hainan a key platform for economic cooperation and cultural exchanges between China and foreign countries," Liu said. The two-day forum, under the theme of "transformation of tourism and cultural industries in the aftermath of the global economic crisis," attracted delegates from more than 50 countries and regions, as well as executives of world tourism organizations such as the United Nations World Tourism Organization and the World Travel and Tourism Council.

BEIJING, March 5 (Xinhua) -- Chinese Premier Wen Jiabao on Friday reiterated determination to curb the excessive growth of home prices in major cities and satisfy people's basic need for housing. He made the pledge while delivering a government work report to the Third Session of the 11th National People's Congress(NPC), China's top legislature, which is the latest demonstration of the government's determination to tame the runaway home prices.Driven by record bank lending and favorable tax breaks, China saw a sharp residential property price hike nationwide in the past year, triggering heated public complaints and fears of possible assets bubble.China's home prices in 70 large- and medium-sized cities, a housing price trend barometer, climbed 9.5 percent in January 2010 from a year earlier, the fastest growth in 19 months. Chinese Premier Wen Jiabao delivers a government work report during the opening meeting of the Third Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 5, 2010Wen promised an increased supply of low-cost housing and common residential houses, restraining of speculative purchase, tighter land use management and stricter control of bank credit.A total of 63.2 billion yuan (9.25 billion U.S.dollars) will be spent by the central government in low-income housing in 2010, an increase of 8.1 billion yuan, or 14.7 percent over last year, Wen said. The government will also build 3 million housing units for low-income families and renovate 2.8 million shanty units, he said.Wen's remarks indicate the government's regulation target in the real estate sector this year, which will emphasize on satisfying demand of mid- and low-income families while ensuring a healthy development of the market, said Gu Yunchang, vice president of China Real Estate Research Association."To curb the excessive growth of home prices is a must for the healthy development, or else the foaming market would bring destructive consequences to the industry," said Gu.China's central and local governments has begun to take moves to deflate the housing bubble since late last year, including reimposing a sales tax on homes sold within five years of their purchase and raising down payment requirement for families buying a second or more houses with bank loans. In another move to cool the property market, the People's Bank of China, the central bank, announced twice within a month to raise the deposit reserve requirement ratio earlier this year.During an online chat with the Chinese Internet users last week, Wen expressed his confidence in the government measures in response to complaints over soaring home prices."It is the government's responsibility to guide the property market. I am confident that the government will ensure the healthy development of the property market," he said.

BEIJING, Feb. 22 -- The Chinese central government plans to implement a new policy in the first half of this year to encourage auto industry consolidation and further the development of Chinese-brand passenger vehicles, an official from the Ministry of Industry and Information Technology said at a recent news conference.According to sources with knowledge of the new policy, it intends that Chinese-brand passenger vehicles will comprise at least half of vehicle sales by 2015 and sedans made by entirely domestic automakers will have about 40 percent of the nation's car market.Statistics from the China Association of Automobile Manufacturers (CAAM) show that 4.58 million Chinese-brand passenger vehicles were sold last year, some 44.3 percent of the total. Through an acquisition deal with Aviation Industry Corp last year, Chang'an Auto closed the biggest asset deal between State-owned auto enterprisesSales of domestic sedans hit 2.22 million units, almost 30 percent of the segment. The new policy will also focus on accelerating consolidation between automakers and could lead to a new round of reshuffling, industry insiders said.China became the world's largest auto producer and market last year with both production and sales surpassing 13.5 million vehicles due in part to government incentives. There are now more than 130 carmakers across the country, but most of them are small enterprises with annual production and sales of fewer than 10,000 units.Only five had sales of more than 1 million units last year as the country's top 10 carmakers moved a total of 11.89 million vehicles to account for 87 percent of overall sales, according to market data.Consolidation movesLast year, Chang'an Motor Corp acquired two minivan makers - Hafei and Changhe - as well as engine producer Dong'an Auto from the Aviation Industry Corp of China (AVIC), marking the biggest asset deal ever between State-owned auto companies.Chang'an is the fourth-largest motor group in China and the local partner of US carmaker Ford Motor and Japan's Mazda and Suzuki. After the acquisition, Chang'an's 2009 sales were only 30,000 units behind Dongfeng, the country's third-largest motor group.Guangzhou Automobile Group Corp, the country's sixth-biggest automaker, bought a 29 percent stake of Shanghai-listed SUV maker Changfeng Motor Co Ltd for 1 billion yuan in May last year.Beijing Automobile Industry Holding Corp, China's fifth-largest carmaker, reportedly finalized a deal last month to buy a 40 percent stake in Daimler AG's van joint venture with Fujian Motor Industry Corp.By 2012 policymakers hope consolidation will result in two to three large-scale auto groups, each with annual production capacity surpassing 2 million units, and four to five companies with annual output of more than 1 million vehicles, according to the national auto industry revitalization plan released in March last year. The current top-four Chinese motor groups are SAIC Motor Corp, FAW Group, Dongfeng Motor and Chang'an Motor. Carmakers including Beijing Automobile, Guangzhou Automobile, Chery, Geely and Sinotruk form the second tier in the country's auto industry.Going globalLi Yizhong, minister of Industry and Information Technology, said recently that in addition to fueling industry consolidation, the government will also implement measures to encourage domestic automakers in reaching overseas this year through investment, acquisition of foreign brands, building research and development facilities and developing sales networks.Industry sources said that the new policy calls for 20 percent of overall sales by major auto groups to be generated overseas in the next few years. In the wake of the financial crisis, China's vehicle exports fell sharply by 45.7 percent to 369,600 units last year, according to statistics from the General Administration of Customs. Industry analysts generally expect a rebound in car shipments this year as the foreign markets begin to recover.Despite the poor export performance, Chinese companies were aggressive in acquiring overseas assets in 2009.Homegrown carmaker Geely's bid for Swedish luxury brand Volvo received a lot of media exposure in 2009. The Zhejiang-based company will reportedly close the deal soon.Beijing Automotive bought some of Swedish carmaker Saab's core assets and technologies for 0 million last year.Li noted that along with encouraging acquisitions and consolidation, the government will restrain overcapacity in the auto industry.Li also said that the ministry will accelerate the development of new energy vehicles, including hybrid, pure electric and fuel battery models. The new policy will reportedly stipulate that Chinese partners hold at least a 50 percent share in newly built Sino-foreign joint ventures that produce core parts for alternative-energy vehicles.
