BEIJING, Feb. 12 (Xinhua) -- Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin held in-depth exchanges of views over the phone on Thursday on bilateral relations and issues of common concern.     Wen said the ongoing unprecedented financial crisis has inflicted a severe impact on the world's economic and political structure, and brought difficulties to the development of China and Russia.     As strategic partners for cooperation, China and Russia should enhance coordination and cooperation, which has important significance not only for the two countries but the world at large, Wen said.     He said China and Russia enjoy firm mutual trust and have huge potential for cooperation in such fields as the economy, trade, energy, science, and technology. BEICHUAN, Sichuan province, April 4 (Xinhua) -- Tears fell down her cheeks, like the rain dropping on her umbrella.     "I dreamed of my granddaughter several times," Tan Yunlan said while sobbing.     Supported by her daughter, the elderly woman gazed at a pile of rubble which used to be an apartment building in the former Beichuan county seat.     Tan's son-in-law arranged several bricks to burn incense, while her daughter took out a folded handkerchief from her bag. She opened it and placed the photo of a four-year-old girl inside, then gently placed it on the ground.     Behind the family, people walked slowly in twos and threes, holding candles or white chrysanthemums. Firecrackers would sound sporadically.     As Saturday was China's traditional Tomb Sweeping Day, survivors of the quake-leveled county returned to what's left of their homes to mourn loved ones.     GRIEF IN QUAKE ZONES     More than 80,000 people were confirmed dead or missing after the May 12, 2008 earthquake in southwest China's Sichuan province.     One of the worst-hit areas, 15,645 people were killed in Beichuan. Another 4,311 others remain missing. Because of the destruction, the county has been closed-off since May 20 last year. For the first time since then, former residents were allowed to return for four days of mourning starting Wednesday.     Life forever changed for Zhu Xiuhua after her husband was buried under the county's vegetable market.     "He was considerate and diligent, earning 3,000 yuan a month to support the family," she murmured, eyes swollen.     After the quake, Zhu became the family provider, taking care of her parents-in-law and two sons. Although the local government gave her some subsidy, she now has to work at construction sites like a man.     Facing the debris of the market, she drew a circle on the ground with a stick and wrote the name of her husband.     "There were too many people who died in the quake. I am afraid he can't find the money I gave him," she wept.     Zhu then lit a candle and placed it alongside the pork she had cooked and set by the debris. Pork, was her husband's favorite food. She then burned ghost money- one sheet after another, as an offering to help the dead in afterlife.     "Don't worry about us. We can manage it," she whispered to him.     In Qingchuan county, flower seller He Xiantong brought a bunch of chrysanthemums to an earthquake memorial park in Donghekou.     "Somewhere in the county, 40 meters underground, lies my wife," he said. "I feel that we are so close."     At the same time, their son, He Kaiyuan, who is in Chengdu, less than 300 kilometers away, stands facing Qingchuan. He also bought flowers for his mother and placed them on the ground.     "Dad visits mom every day," he said. "Mom, dad is with you. You must be happy in heaven."     In front of the tomb of Tan Qianqiu in Deyang city, just north of Chengdu, many strangers stopped to mourn.     The teacher, from the Dongqi middle school, sheltered four students with his arms when the quake jolted the building. When rescuers arrived, they discovered Tan had died, but the students all survived.     Huang Jing, a girl who was from Hunan province, dedicated a bouquet to Tan.     "He is also a native of Hunan," she said. "Although he didn't know me, I brought him greetings from his hometown."     MOURNING FROM ELSEWHERE     In Fuzhou, capital of east China's Fujian province- some 2,000 kilometers away from the quake's epicenter- a ceremony was held for people to mourn victims.     In front of more than 100 people, two girls tied letters they had written to deceased relatives, to the legs of pigeons, then let them go.     "Dear little sister, how are you in heaven?" wrote 16-year-old Dong Yu.     "Does it still hurt? How are uncle and aunt?" her letter went on to say. Her cousin was just eight months younger than her.     "Mom still weeps sometimes, but there are so many people from Sichuan in heaven, you won't be lonely."     Together with 33 other students from Sichuan, Dong was sent to a vocational school in Fuzhou after the disaster.     "I am doing well here," she read, smiling, with tears.     People also chose to mourn the dead on the Internet.     "Chen Jian, I'm Xiaofeng. How are you in heaven?" This message was from Chen's wife Tan Xiaofeng on the website cq.qq.com.     After the earthquake, Chen, worried about his pregnant wife. He survived 73 hours under crushed concrete and twisted steel rods. He passed away after he was pulled out of the debris.     Netizens on the portal website Sohu, list his story as among the ten most touching from the earthquake.     "I miscarried," Tan Xiaofeng wrote.     After the earthquake she moved away from her hometown and went to work in eastern Jiangsu Province.     "I will be back to sweep tombs for him later this month," she said.     The website claims to be the first online platform for visitors to mourn quake victims on Tomb Sweeping day. So far, more than 7,000 messages were left by netizens. Photos showing touching moments during the quake and its aftermath were also posted.     On Sina.com, the page for mourning showed candles forming "5.12" and a white chrysanthemum. More than 2,373,000 people had visited the site as of Saturday afternoon. Some posted their own messages for victims: "There is no disaster in heaven," and "Hope the survivors can be strong and live a better life."     LOOKING INTO THE FUTURE     Outside the barbed wire fence around the collapsed Beichuan middle school, 15-year-old Lu Chunqiao closed her eyes and held burning incense.     Four other students nearby burned a letter. In Chinese, there is a superstition that if you burn a letter, you are sending it to the dead.     The ninth grade students then knelt down, keeping their foreheads close to the ground.     They survived the quake, but more than 1,000 of their classmates were dead or missing.     "We want to tell them (the dead) the changes during this past year," Lu said. "Construction of the new school building is to start next month."     About one kilometer away from the Beichuan county seat, work rebuilding Qushan township just began.     Amid roaring machines, Liu Chunyi, an engineer from eastern Shandong province said, "it is the greatest comfort to the dead tohave those alive live a better life."     In Wenxian county of northwestern Gansu province where 114 people succumbed in the quake, Liu Wencheng placed fruit and tea for his dead wife in a graveyard.     He told her that their two daughters were doing well at school.     Liu had 0.2 hectares of land, where he planted wheat, corn and potatoes.     "Life has to go on," he said.     After the quake, the local government sent him a quilt, food and electric blankets. Each affected family was also given 20,000 yuan (almost 3,000 U.S. dollars) for reconstruction. It was not enough to build a house which is why Liu still lives in a tent. He is not sure how long he will be there.     In Sichuan, however, there is a timetable.     The province vowed to rebuild all damaged houses in rural areas by the end of this year and those in cities or townships before next May.     More than 90 percent of roads and 98 percent of the power supply system would be restored by Sept. 2010.     But it will take longer than that for wounds in people's hearts to heal.     Many people suggested Tan Xiaofeng, who is just 26, should re-marry.     The idea just makes Tan cry.     "I can't accept another man," she said while shaking her head. "Not now."

SHENZHEN, Feb. 7 (Xinhua) -- China started construction of the eastern segment of the country's second West-East natural gas pipeline in Shenzhen City, Guangdong Province on Saturday.     Chinese Vice Premier Li Keqiang attended the kick-off ceremony announced the start of the construction.     The pipeline, the second after the first West-East natural gas transfer project, will cross 15 regions and carry 30 billion cubic meters of natural gas every year to Zhejiang, Shanghai, Guangdong and Hong Kong, among others.     When visiting the construction site, Li said the pipeline under construction is the country's most expensive energy project in decades and the world's longest natural gas pipeline. It is of great importance to ensuring China's energy security, coordinating regional economic development, deepening the ties between Hong Kong and inland provinces and promoting economic growth.     The 8,704 km pipeline will be made up of one trunk line and eight sub-lines. Construction of the west segment of the pipeline was started in February 2008 and is expected to be completed by the end of the year. The whole line will be operational by the end of 2011.     As China battles the financial crisis and expands its domestic demand, the second West-East gas pipeline project is a landmark project that will boost people's confidence to overcome the crisis, said an official with the National Development and Reform Commission.     The total investment of the second West-East gas pipeline was 142.2 billion yuan (20.82 billion U.S. dollars). The eastern segment stretches 2,472 km, with an investment of 93 billion yuan.     The government approved the east segment project during an executive meeting of the State Council or the Cabinet last November, in a hope to ease natural gas shortage, boost economic development and popularize utilization of clear energy.     Zhou Dadi, a researcher with the Energy Research Institute of National Development and Reform Commission said the construction of the gas pipe is essential for China to increase gas resources and ensure energy security.     It is hoped that construction will boost consumption and increase investment amid a world economic downturn, Zhou added.     It is estimated that investment will top 300 billion yuan in other relevant industries, including machinery production, electric technology, and construction material sectors.     Dong Xiucheng, professor with China University of Petroleum said this project will help China increase clean energy consumption.     In China, coal makes up 70 percent of the total energy consumption, 40 percentage points higher than the world average. Natural gas consumption only accounts for three percent of the total.     The completion of the second pipeline is expected to save 11.06million tonnes of coal every year.     The first West-East gas pipeline was finished in 2004. It has provided 42 billion cubic meters of gas to 3,000 factories and nearly 200 million people over the past five years     Wang Yang, secretary of the Guangdong Provincial Committee of the Communist Party of China, and Donald Tsang, chief executive of the Hong Kong Special Administrative Region, also attended Saturday's ceremony.

BEIJING, March 18 (Xinhua) -- China's State Council (Cabinet) called Wednesday for thorough implementation of this year's government work report in face of the worsening global downturn.     Since the 2nd Session of the 11th National People's Congress (NPC), the top legislature, endorsed the report delivered by Premier Wen Jiabao on March 5, it was now the task of the State Council and its subordinate bodies to implement the report, said the meeting chaired by Wen.     Government work this year should follow the main themes of coping with the financial crisis, promoting steady, relatively fast economic development, and fully implementing the stimulus plan to shore up the economy, it said.     Ministries should perform their duties, draw up and execute their implementation plans and coordinate with each other, it said.     The meeting said the global downturn was still worsening, and although some regions and trades in China had shown signs of recovery, difficulties still lay ahead.     It called for the establishment of surveillance and early warning system and immediate actions if problems were detected.     The meeting also approved in principle a medium- and long-term plan for forest fire prevention and a draft law on the armed police.     After further revision, the draft law goes to the NPC Standing Committee for deliberation

BEIJING, Feb. 26 (Xinhua) -- Chinese share prices registered a dramatic 3.87 percent drop Thursday as investor confidence collapsed ahead of the wary market performance and caused panic selling, analysts said.     The decline on overseas markets also had a negative effect.     The benchmark Shanghai Composite Index, which covers both A and B shares, opened higher after the government announced stimulus plans, but dipped 85.05 points, or 3.87 percent, to 2,121.52 points in the afternoon session.     The Shenzhen Component Index on the smaller Shenzhen bourse dropped to 7,777.90 points, down 463.76 points, or 5.63 percent.     Total turnover was 198.52 billion yuan (29.07 billion U.S. dollars), down from 209.05 billion yuan on Wednesday.     Losers led gainers by 841 to 34 in Shanghai and 719 to 36 in Shenzhen.     The weak performance of both the Wall Street and Hong Kong shares had cast a shadow over the mainland market, said analysts.     The financial sector, which led a market rebound Wednesday, failed to support the market in afternoon trading as it dipped 4.76 percent.     Shenzhen Development Bank, which almost fell by the 10-percent daily limit, ended up with an 8.91 percent drop to 13.8 yuan.     China Merchants Bank, which rose by 9.57 percent Wednesday, slipped4.36 percent to 14.27 yuan.     Machinery, automobiles, media and semiconductor sectors led the retreat, dropping 7.88 percent, 7.54 percent, 7.68 percent and 7.79 percent, respectively.     Non-ferrous metals also fell by 7.54 percent though the government announced a stimulus package for the industry Wednesday.     Chenzhou Mining, Corun New Energy, Tibet Mining, Advanced Technology and Materials, Western Metal Material, Sichuan Hongda and Xiamen Tungsten fell by the 10-percent daily limit.     Yongan Forestry bucked the trend, rising by the 10-percent daily limit. The forestry sector managed to close at no more than a 2 percent decline, as domestic media reported a government stimulus plan for forestry was under discussion.     China Eastern Airlines, one of the country's top three airlines, announced Thursday that its shareholders had passed a share placement plan which intended to raise 7 billion yuan from its parent company, China Eastern Group.     The company will issue 1.44 billion Shanghai-listed A shares at a price of 3.87 yuan per share, as well as 1.44 billion Hong Kong-listed H shares at 1.00 yuan each, according to the announcement.     The fund would reduce the company's asset liability ratio and improve its financial situation, said the company.     China Eastern Airlines shares were suspended Thursday.     Hong Kong shares dipped 0.85 percent to 12,894.94 points Thursday, while U.S. stocks fell Wednesday. The Dow Jones industrial average was down 80.05 points, or 1.09 percent, at 7,270.89. The Standard & Poor's 500 Index dropped 8.24 points, or 1.07 percent, to 764.90. The Nasdaq Composite Index dropped 16.40 points, or 1.14 percent, to 1,425.43.

BEIJING, March 8 (Xinhua) -- The Chinese government has announced a massive plan to rebuild and renovate dilapidated houses in rural areas, aiming to improve people's life, create jobs and boost domestic demand amid the global financial meltdown.     Qi Ji, vice minister of Housing and Urban-Rural Development, said on the sidelines of the ongoing annual parliament session that the country will rebuild and renovate 800,000 rural houses this year, which was expected to create 1.5 million jobs.     It was not available at the moment how much the government plans to spend in this program, which was announced at a time when the country's real economy is severely hurt by the financial crisis, resulting in export decline, factories shutdown and job losses.     Premier Wen Jiabao told the annual session of the National People's Congress (NPC) Thursday that the country will this year "expand the pilot program for renovating dilapidated houses in rural areas."     The pilot program started last year in the southwestern poverty-stricken Guizhou Province. A villager named Liu Yonggao inZunyi County, Guizhou, told Xinhua that he got a 10,000 yuan (1,460 U.S. dollars) subsidy from the government and the reconstruction cost him 80,000 yuan.     "I also spend 20,000 yuan to buy home appliances including a color TV and a hi-fi system," he said.     Officials from the government of Zunyi City that administers the Zunyi County said every one yuan that the government subsidizes for the rural housing program would drive a 10 yuan investment from farmers.     It also brought about plenty of jobs. In Tongzhi County alone, more than 6,000 people, including 1,000 farmers who returned home after losing jobs in the cities, were working to rebuild or renovate rural houses.     More than 20,000 houses in Guizhou collapsed amid a rare snow and sleet disaster at the beginning of last year and 138,000 others were damaged.     The pilot program started after the government earmarked 260 million yuan and as of the end of the year more than 20,000 rural families have move to their new homes. Another 34,000-strong families in Guizhou are expected to benefit from the program this year.     "Farmers became enthusiastic to rebuilding or renovating their homes after knowing that they would receive money from the government," said Liao Guoxun, a Guizhou-based NPC deputy.     Guizhou Provincial Governor Lin Shusen, also an NPC deputy, said the central and provincial governments would set aside 10 billion yuan for the program this year.     Meanwhile, east China's Shandong Province last month kicked off a program to renovate 800,000 dilapidated houses in the coming five years. It also plans to build 750,000-1,000,000 new houses annually in the countryside in the coming three years.     Shandong Provincial Governor Jiang Daming said 270,000 new houses had been built annually over the past few years, with an average investment of 100,000 yuan for each house built or newly decorated.     Three million new houses would then mean an investment of 300 billion yuan, which would at least create 800,000 jobs, Jiang said.     China's consumer spending against economy size has been declining over the past ten years, experts said.     Premier Wen Jiabao said China is facing "unprecedented difficulties and challenges" as economic growth slows, employment pressure mounts and social uncertainties increase in 2009, the most difficult year since the new millennium.     China's economy cooled to a seven-year low of 9 percent last year, and broke a five-year streak of double-digit expansion, as the global financial crisis took its toll on the world's fastest growing economy.     In addition to a 4-trillion yuan stimulus package that was announced in November, the premier also proposed a budgeted fiscal deficit of 950 billion yuan for 2009, a record high in six decades and nearly three times over the last record of 319.8 billion yuan set in 2003.     Among the 4-trillion yuan stimulus package, 370 billion yuan will be used to improve people's life in rural areas.     When delivering a government work report at the NPC session, Wen said China must boost domestic demand to sustain economic growth. "We need to...make boosting domestic demand a long-term strategic principle and a starting point in stimulating economic growth."  

JINAN, March 17 (Xinhua) -- The Premier of the Democratic People's Republic of Korea (DPRK), Kim Yong Il, has vowed closer cooperation with east China's Shandong Province.     Kim arrived in Beijing Tuesday before traveling to Jinan, capital of Shandong, on his first China trip as premier. The visit, made at the invitation of Chinese Premier Wen Jiabao, is scheduled to end March 21.     In a meeting with Shandong officials, Kim said the traditional bilateral friendship nurtured by leaders of the elder generations had witnessed sound development over the years.     Calling his China tour an important part of the China-DPRK Friendship Year, an annual bilateral exchange program, Kim said the DPRK is willing to further strengthen cooperation with Shandong in various areas including politics, economics and culture.     Shandong's Communist Party chief, Jiang Yikang, told Kim the province hopes to use the opportunity of the China-DPRK Friendship Year to carry out substantial cooperation with the DPRK.     Kim will conclude his visit to Shandong on Wednesday and return to Beijing for activities marking the 60th anniversary of the China-DPRK diplomatic ties.
