BEIJING, Nov. 17 (Xinhua)-- According to the China-US Joint Statement issued here Tuesday, China and the United States recognize common interests in promoting the peaceful use of outer space and agree to enhance security in outer space.     The statement said the two sides believed that China-US cooperation on common global challenges would contribute to a more prosperous and secure world.     "China and the U.S. agree to discuss issues of strategic importance through such channels as the China-US Strategic and Economic Dialogues and the military-to-military exchanges," said the statement.     It said both leaders reaffirmed their commitment made on June 27, 1998 not to target at each other the strategic nuclear weapons under their respective control.     The two sides agreed to handle, through existing channels of consultations and dialogues, military security and maritime issues in keeping with norms of international law and on the basis of respecting each other's jurisdiction and interests, said the statement.     The statement was signed during President Obama' s first official visit to China between November 15 and 18.

His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. BEIJING, Nov. 25 (Xinhua) -- A Chinese diplomat told reporters Wednesday a substantial content is more important than the title of the outcome of the forthcoming climate talks in Copenhagen, Denmark.     The key to success of the conference is to uphold the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the principle of "common but differentiated responsibilities" and the Bali Road Map, said Yu Qingtai, special representative of the Foreign Ministry for the UN climate change talks.     "No matter what the title of the conference outcome will be, we must follow the principles of the UNFCCC and the Bali Road Map," Yu said.     He said China's determination in coping with climate change has never wavered and it has never relaxed efforts in this regard though the global financial crisis has posed a severe challenge for the country's economic growth.     However, it is unfair to make developing countries shoulder the same responsibilities as rich countries on emission reduction, Yu said.     "The principle of 'common but differentiated responsibilities' is the foundation for international cooperation, and denial of the principle undermines the basis for international partnership," Yu said.     "Common but differentiated responsibilities" was set up in the UNFCCC, which was signed by more than 150 countries in 1992.     In less than two weeks, the 15th Conference of the Parties of the UNFCCC will open in Copenhagen to renew greenhouse gas emissions reduction targets set by the UNFCCC Kyoto Protocol, the first stage of which expires in 2012.

BEIJING, Dec. 9 (Xinhua) -- The Chinese government reiterated Wednesday that to spur "sustainable and fast consumer spending" will be a priority next year, as the world's third-largest economy seeks to break from dependence on export and government pump-priming to drive post-crisis growth.     The government will continue to raise the earnings of the middle and low income groups to boost consumer spending, said a senior official with the nation's top economic planning body.     The government will step up research on optimization the income distribution mechanism to improve residents' purchasing power, Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), made the remarks at a national meeting charting the ministry's work in 2010.     The rare official stance on improving income distribution echoed the unanimous call from experts and the general public to bridge the yawning wealth gap between the rich and poor, which underlined the government's resolution to address the simmering social conflicts and the urgency to rebalance economic growth.     Zhang said the government will exert more efforts to sort out problems that have close bearing on public interests and ensure that all public members share the fruits of the development and reform, so as to safeguard social harmony and stability.     In concrete, the government will raise the pensions for enterprise retirees and improve treatment for those who enjoy special care. Morgan.     Also on Wednesday, the State Council, or cabinet, decided to renew the preferential policies introduced early this year to boost car and home appliance sales.     "While investment growth should be managed at a reasonable pace, consumer spending should maintain sustainable and relatively fast expansion," Zhang said.     As investment binge and runaway bank lending prompted fears for asset bubble, Zhang said the government will step up efforts to curb speculative property transaction, and provide more affordable housing to middle and low income families.
