BEIJING, Jan. 25 (Xinhua) -- In December 2008, China's light industry enjoyed an output growth of 8.1 percent year-on-year, which sharply outpaced the 4.7 percent growth of heavy industry.     The latest statistics from the National Bureau of Statistics show that the output of state-owned enterprises suffered a decline. In December, state-owned and state-controlled enterprises witnessed an output drop of 0.6 percent, while that of private enterprises went up 16.3 percent, overseas-funded enterprises was up 0.3 percent.     According to the statistics, in December the country produced 219.9 million tonnes of coal, down 1.3 percent year-on-year; the output of crude oil was 15.7 million tonnes, up 0.4 percent; crude steel fell 10.5 percent to 37.79 million tonnes; and motor vehicles dropped 18.9 percent to 685,700 sets.     In December, China's industrial output grew 5.7 percent, or 0.3percentage points faster than the previous month.

Among the 1,280 elected delegates, 1,020 of them are newly elected. Each of China's 55 ethnic minorities has at least one delegate to the congress.     Officials in charge of women affairs from Beijing and other provinces, autonomous regions and municipalities, ACWF former leaders and representatives from Hong Kong and Macao, also attended the congress.

KUNMING, Jan. 3 (Xinhua) -- The Yunnan section of the Sino-Vietnam land boundary demarcation project has ended with 665 boundary tablets erected, an official with the foreign affairs office of southwest China's Yunnan Province said here on Saturday.     During the past eight years, six Chinese teams cooperated with their Vietnamese counterparts and demarcated the borders of Jiangcheng, Jinping, Hekou, Maguan, Malipo and Funing.     All the land border demarcation work in the Yunnan area was completed on Dec. 20, in accordance with the "Vietnam-China Land Border Treaty."     Large boundary tablets were established on Hekou's roads, rail terminal and harbor along the Yunnan section of the border.     The completion of the task represents a major step in Sino-Vietnamese relations.     China and Vietnam exchanged views on Wednesday on solving the remaining issues connected to border demarcation and erecting border markers, reached an agreement and issued a joint statement.

TAIPEI, Jan. 2 (Xinhua) -- The United Daily News, one of the biggest newspapers in Taiwan, said in an editorial on Friday that the six proposals put forward by Hu Jintao on the cross-Straits relationship are "positive" and "explicit".     The editorial said that people in Taiwan mostly hold positive opinions about the six proposals, made by General Secretary of the Communist Party of China Central Committee Hu Jintao on New Year's Eve, and see goodwill and understanding in them.     It noted that in Hu's address, he shows understanding that "Taiwan consciousness" does not equal to "Taiwan independence consciousness". YICHANG, Hubei, Nov. 7 (Xinhua) -- The Three Gorges Project has completed trial water storage operations for the year, with the water level in the reservoir exceeding 172 meters.     As of Tuesday, the water level had risen 27.3 m since Sept. 28,when this year's storage plan began, said the developer of the massive water conservancy project, the China Three Gorges Project Corp. (CTGPC) on Friday.     The water-raising measures ended on Tuesday when the water behind the dam reached 172.3 m and the reservoir held more than 19.3 billion cubic meters of water. The reservoir then began to discharge water.     Generally speaking, the trial operation, which is a test of quality, went well. The structure, generators and shipping locks were all in normal condition and the water quality was not affected, said a CTGPC statement.     The water level is expected to reach 175 m in 2009 when the Three Gorges project is completed.     At 156 m, the target level for the second phase, the reservoir could be fully functional in terms of flood control, power generation and navigation control.     Launched in 1993, construction of the gigantic concrete structure of the dam was completed and began to store water in May2006.     Previously, the reservoir's temporary cofferdams held water at a depth of 135 to 139 m.     The Three Gorges Project, with a budget equivalent to 22.5 billion U.S. dollars, is a multi-functional water control system built at the upper and middle reaches of the Yangtze River.     Its main works are a dam, a five-tier ship lock and 26 hydropower turbo-generators.     The dam will have 14 turbo-generators on the left bank and 12 on the right. Combined, they will produce 84.7 billion kw of electricity annually.     There are plans to add six more turbines by 2012.     As of June, 1.24 million residents had been relocated to make way for the dam construction.

BEIJING, Jan. 1 (Xinhua) -- China Dairy Industry Association (CDIA) on Thursday told Xinhua more information on setting up a medical compensation fund for victim babies in the tainted milk powder scandal.     "The scandal caused great harm to infants and the society, so firms involved in the scandal feel very regretful for this. To be responsible for their wrongdoing and rebuild the dairy industry's reputation, these companies offer to shoulder social responsibilities," said the association.     Sanlu, the dairy producer at the center of the tainted milk powder scandal, and other 21 firms blamed in the scandal had decided to set up a compensation fund for the victim infants.     "The money from these companies for this fund has been in place now. The fund will cover the charge on acute disease medical treatment and the one-time cash payment for victims," said the Beijing-based association.     But no specific amount of the fund or compensation for each victim baby was revealed.     "The fund is big enough to cover all the medical care charge for the victim infants and the compensation work is now underway," according to the association.     "After the acute disease medical treatment, if those infants develop related diseases before they are 18 years old, they can also get full reimbursement for their medical expenses from the fund," the CDIA added.     The fund will be entrusted to China Life Insurance Co., Ltd., the country's leading life insurer, to manage. To make it easier for the victim families to get compensation, they can get the medical charge reimbursement through China Life's outlets nationwide.     China's tainted dairy scandal was exposed in September after babies who had milk powder produced by the northern Hebei Province-based Sanlu Group developed kidney stones.     Other leading dairy firms were also involved. The contamination killed six babies and more than 290,000 infants suffered from urinary problems such as kidney stones.
