MOSCOW, May 28 (Xinhua) -- Chinese State Councilor Dai Bingguo met with Russian Security Council Secretary Nikolai Patrushev on Thursday and the two sides pledged to enhance bilateral cooperation.     Dai said the China-Russia relations enjoy good momentum as the two countries celebrate the 60th anniversary of the establishment of diplomatic ties.     China, Dai said, is willing to work with Russia to boost mutual political trust, strengthen pragmatic cooperation and deepen strategic collaboration.     He said China will join hands with Russia in dealing with the global financial crisis and push for a more just and rational international order.     Patrushev, for his part, said the two countries now enjoy close strategic cooperation. He said Moscow is willing to work with Beijing to ensure the success of the visit and the summits.

BEIJING, May 18 (Xinhua) -- Chinese top leaders met Monday individual delegates from across the country who were awarded honors in Beijing for their dedication to public order.     President Hu Jintao, Premier Wen Jiabao, Vice President Xi Jinping, and Zhou Yongkang, chief of the Central Political and Legislative Affairs Committee of the Communist Party of China (CPC), attended the meeting held at the Great Hall of the People.     The leaders are all members of the Standing Committee of the Political Bureau of the CPC Central Committee.     Zhou said at an awarding ceremony after the meeting that local governments had put great endeavor to maintaining stable social order and public security.     He urged Party organs at all levels to take the initiative of blending comprehensive control of social public security with overall economic and social development.     The senior official asked local governments to improve their capability of handling public security emergencies and actively prevent potential social conflicts.     The Chinese government has carried out a strategy to maintain social order and public security by involving volunteers and Party members in enterprises, offices, universities and even the retirees to help the police authorities with information and supervision on minor conflicts and suspected crimes.     At the awarding ceremony which was also viewed nationally by a tele-conference system, outstanding individuals and organizations were given honors for their endeavor and dedication to the country's smooth social order.     Zhou encouraged the honored individuals and institutions to have more innovative ideas and methods to promote the overall control of social order. HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. BEIJING, June 11 (Xinhua) -- Chinese President Hu Jintao and U.S. President Barack Obama sent messages respectively to the United States' National Symphony Orchestra (NSO) Thursday, wishing its performance in China a success.     "I am pleased to extend my warm welcome to all the visiting artists from the United States," Hu said in the message. BEIJING, June 29 (Xinhua) -- China raised gasoline and diesel prices by 600 yuan (about 87.8 U.S. dollars) per tonne, starting zero o'clock Tuesday.     The increase raised the price for gasoline by about 0.45 yuan per liter, or 8.6 percent, and the price of diesel by about 0.51 yuan per liter, or 9.6 percent, said the National Development and Reform Commission (NDRC) in a statement on its Web site.     It was the third oil price adjustment this year. BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.
