BEIJING, Jan. 12 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday hailed China's achievements in promoting cultural and ethical progress in 2008 after some major events, including the May 12 earthquake and the Beijing Olympic Games.     In both events, China displayed its "national spirit and the spirit of the times", Li Changchun, member of the Standing Committee of the CPC Central Committee Political Bureau, told a plenary conference of the Central Commission for Guiding Ethic and Cultural Progress.     Li, who presided over the conference as the head of the commission, attributed the achievements to the staunch leadership of the CPC Central Committee with Hu Jintao as general secretary.     Li called for efforts to build up the system of socialist core values and strengthen cultural and ethical progress so as to create a sound environment for "continuing ideological emancipation, persisting in the reform and opening up, promoting scientific development, and making new victories over building a well-off society in an all-round way."     In 2009, the development of ethical and cultural progress would focus on the celebration of the 60th anniversary of the founding of the People's Republic of China, he said.     He called for efforts to deal with moral, cultural and Internet-related problems and try to help youth to grow in a healthy way.     Li said the important role of boosting cultural and ethical progress was a common responsibility for the whole society.     Present at the conference were Liu Yunshan, member of both of the Political Bureau and Secretariat of the CPC Central Committee, and Liu Yandong, a Political Bureau member and state councilor. Both are deputy chairpersons of the central commission.

BEIJING, Oct. 15 (Xinhua) -- China's senior political advisors convened here on Wednesday to discuss the new Party decision on rural reform and advice on the issue.     During the four-day third meeting of the Standing Committee of Chinese People's Political Consultative Conference (CPPCC) National Committee, political advisors were expected to carefully review the decision made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee that closed on Sunday, said Jia Qinglin, the CPPCC National Committee chairman who presided over the meeting.     The CPPCC had made great efforts to study the issues of agriculture, rural development and improving farmers' life, he said. "We hope political advisors can present their findings, put forward proposals and contribute to the rural reform and development." WASHINGTON, Dec. 8 (Xinhua) -- The Pentagon said Monday that five detainees at U.S. Naval base in Guantanamo Bay, Cuba, want to confess to conspiracy charges for planning the 9/11 attacks.     Khalid Sheikh Mohammed, the "architect" of the attacks, and four co-conspirators asked a military judge if they could withdraw all pending motions and plead guilty, Pentagon spokesman Gail Crawford told reporters.     The judge accepted the request but ruled that "competency hearings" are first needed for two of the five, Mustafa al Hawsawi and Ramzi bin al Shibh, because "questions exist as to their competency to stand trial," he said.     Meanwhile, Denis McDonough, a senior adviser to President-elect Barack Obama, told media that no decisions have been made by Obama about what to do with the 255 inmates presently held at Guantanamo.     "There is no process in place to make that decision until Obama's national security and legal teams are assembled," he said.     Sources close to Obama team said the incoming administration is considering putting some of the inmates on trial in existing federal courts, setting up a special national security court to deal with cases involving sensitive intelligence, and releasing other inmates.

BEIJING, Jan. 28 (Xinhua) -- China's railways carried 75.05 million passengers between Jan. 11-27, or in the first 17 days of the 40-day Spring Festival travel rush.     The figure represents a 17 percent increase from a year earlier, the Ministry of Railways (MOR) said Wednesday.     The ministry has ordered to add more transport capacity to provinces and municipalities including Sichuan, Chongqing, and Jiangxi to brace for the post-holiday traffic rush. The regions are homes to the largest number of migrant rural workers.     Hundreds of millions of Chinese went home for family gatherings in the lunar new year holiday, the most important traditional one in China, creating the world's largest population migration.     In addition, 114.7 million passengers have traveled by road between Jan. 25-28, up 5.4 percent from the same period last year. Short trips account for 80 percent of the total in the first four days of the seven-day Spring Festival holiday.

BEIJING, Oct. 17 (Xinhua) -- Chinese Premier Wen Jiabao expounded on "The Scientific Outlook on Development" for Bruce Alberts, editor-in-chief of the Science Magazine of the United States on Sept. 30.     In the two-hour exclusive interview at the Zhongnanhai leadership compound, Wen said the first and foremost principle of the concept of scientific development is to put people first, to make every person attain full and harmonious development in an equal and free environment.     He said the comprehensive development came to the second, which means the integration of economic development with social development, the integration of economic reform with political reform, the integration of an opening-up and inclusive approach with independent innovation, and the integration of advanced civilization with traditional Chinese culture.     "Thirdly, we need to resolve the disparities, including rich-poor disparity, regional disparity and urban-rural disparity in our country's developmental process. " He added.     Sustainable development is also an important part of the concept, which aims at meeting the challenges of population, resources, and environmental protection faced by the 1.3 billion Chinese people in the modernization process. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. Yan'an served as the capital for the CPC-led revolutionary base during the 1930s-40s, before the Party took over the power in 1949.     During his stay in Hougoumen this Oct., Hu learned about new progress made by the leadership of the village's Party branch. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. The officials told him that local villagers mainly cared lawsuits, land confiscation, reclamation of cultivated land to forests and contracting rights for farmland.     In meeting with the leader, local officials and villagers informed Hu of current reform of the managerial rights in the tree-planting sector. Now with the new policy, local people are working diligently to manage the forest while protecting the environment and ecology.     Hu urged local people to plant more trees in Ansai as it is located on the Loess Plateau, which is vulnerable to ecological damage.     At the end of his study trip, the top leader hosted a gathering to hear reports by some local officials who pledged to promote economic development by relying on science and technological progress.     In a key-note speech, Hu called for deepening awareness of the ideological drive, correctly understanding the general demands of the Party Central Committee and further promoting the implementation of the Scientific Concept of Development.

TAIPEI, Nov. 4 (Xinhua) -- Taiwan's ruling Kuomintang (KMT) honorary chairman Lien Chan said Tuesday that the new agreements between the Chinese mainland and Taiwan "earn a real applause" and could benefit both sides.     Lien held a banquet in Taipei to welcome the mainland's Association for Relations Across the Taiwan Straits (ARATS) president Chen Yunlin and his delegation.     "From a historical perspective, Chen's visit realizes a decade-old wish of President Wang Daohan and Chairman Koo Chen-fu, announces the establishment of an institutionalized consultation channel, and strengthens the base of cross-Straits mutual development and mutual benefits, " Lien said in his address.     In April 1993, late ARATS President Wang and Koo, late chairman of Taiwan-based Straits Exchange Foundation (SEF), held a historic "Wang-Koo meeting" in Singapore. It was the first public meeting between leaders of the two organizations.     Lien said Chen's current visit also symbolized a great step toward establishing mutual trust and achieving a win-win situation.     Chen and SEF chairman Chiang Pin-kung signed agreements on direct shipping and flights, postal services and food safety during their first summit in Taipei on Tuesday.     The agreements were expected to end a situation that has prevailed since 1949, which required air and sea movements between the Chinese mainland and Taiwan to go through a third place. The Taiwan side has made positive efforts," he said.     Three of the four deals signed on Tuesday concerned cross-Straits issues of "three direct links" of shipping, flights and postal services, which was "good news" for compatriots on both sides, Chen said.     "The future will tell that it is a right decision which would bring benefits to people on both sides," he said, adding the result would also comfort Wang and Koo who had passed away.     The ARATS and SEF would "bravely move on with steadier steps" so as to open a new era of peaceful development across the Straits, Chen said.     Taiwan's mainland affairs department chief Lai Shin-yuan said when meeting with Chen that "the mainland and Taiwan could solve misunderstandings step by step so long as the two sides could tolerate and understand each other".     She said the two high-level meetings between the two organizations in less than five months showed their strong willingness in shelving disputes, facing reality and vigorously improving ties.

BEIJING, Nov. 15 (Xinhua) -- Chen Jian, Chinese vice Commerce Minister said here on Saturday that the country would provide better development conditions for foreign multinational corporations (MNCs).     "China would ramp up efforts to create better legal protection, policy support, market environment and growth opportunities for them," Chen said at the 2nd International CEO Roundtable of Chinese and Foreign MNCs.     He said global investors' confidence would not recover in a short period of time amid the financial turmoil and predicted the combined foreign direct investment (FDI) globally could possibly decrease by 10 to 30 percent.     Figures revealed that FDI in China expanded by 35.06 percent in the first 10 months year on year to 81.1 billion U.S. dollars.     However, FDI in China stood at 6.72 billion U.S. dollars last month, down by 2.02 percent year on year. BEIJING, Jan. 8 (Xinhua) -- China has called on state enterprises and academic institutions to step up efforts to attract more leading Chinese scientists studying overseas, a move that would enable the country to stay globally competitive.     According to a guideline issued by the General Office of the Communist Party of China (CPC) Central Committee, high-quality Chinese talent in foreign countries, especially those at the frontier fields of science and technology, is needed for China to embrace global competition and forge ahead with its opening up.     Priority should be given to the recruitment of leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new discipline areas, said the guideline.     It urged key laboratories, state-owned commercial and financial institutions, high-tech zones, and higher institutions to create favorable conditions to attract more overseas Chinese experts to serve their motherland.     Efforts should be made to make sure they are well-treated, have good career prospects and enjoy convenient service, the guideline stated.     "(We should) further emancipate our mind, break away out-of-date rules and regulations, improve relevant policies, and fully understand, trust and use them." it said.     Chinese scientists who have studied abroad have long played a crucial role in developing the country's industry, education and national defense programs. Among them were Qian Xuesen, China's father of space technology, Li Siguang, founder of China's geomechanics and Deng Jiaxian, nuclear physics expert.     An official with the Organizational Department of the CPC Central Committee has said that a large portion of scientists from the country's two top academies studied abroad.     More than 80 percent of the academicians from the Chinese Academy of Sciences have studied abroad. The figure for the Chinese Academy of Engineering is 54 percent.
