CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. The new base will also develop software and sell 3C digital products as wells.

BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.

QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006.     The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.

BEIJING, Oct. 3 (Xinhua) -- Former Chinese ambassador to Brazil Chen Duqing said Saturday China may play a significant role in Riode Janeiro's preparations for the 2016 Olympic Games.     "Compared with the other applicants, currently Rio de Janeiro still has a lot to do to improve its sports facilities and other infrastructure, which indicates a special opportunity for Chinese companies," Chen told Xinhua Saturday in an exclusive interview.     The costs of preparing for the event in 2016 are estimated at roughly 12 billion U.S. dollars. However, the event is expected to generate 250 billion.     Zhou Zhiwei, an expert in Brazil studies with the Chinese Academy of Social Sciences, noted that for Rio de Janeiro, traffic and infrastructure are the city's weak points.     Beating rivals Chicago, Tokyo and Madrid, Rio de Janeiro won the right to host the world's largest stage of sporting events after three failed attempts.     Rio de Janeiro's win also marks the first time that an Olympic Games will be held in South America.     Chen said as big third world countries, both China and Brazil have cooperated closely in applying for host cities, making preparations and organizing the Games in the past few years.     In 2007, China's General Administration of Sports sent teams to Brazil to draw experiences from the Pan American Games. BEIJING, Oct. 1 (Xinhua) -- A grand evening gala to celebrate New China's 60th founding anniversary started Thursday evening at the Tian'anmen Square when 60 birthday-candle-shaped fireworks exploded into the sky and lit up the vast square. Red, pink, white and orange fireworks shot up into the night sky, lighting up the Tian'anmen Rostrum and 56 giant decorative columns, which were set up on the square to represent China's 56 ethnic groups. Fireworks are seen in the celebrations for the 60th anniversary of the founding of the People's Republic of China, on the Tian'anmen Square in Beijing, capital of China, Oct. 1, 2009    That was the beginning of a 33-minute fireworks feast in the evening.
