China will cooperate more with the European Union (EU) to develop safety and security criteria for products, a leading official from the top product quality supervision authority said Wednesday.To increase joint efforts to establish a product safety control system, the two sides have agreed to establish a joint information platform for industrial products, Wei Chuanzhong, vice-minister of General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), said."We will assess what it will take to set up a database for the platform by the end of this year," Wei said."The information platform will help solve problems arising from bilateral trade, providing a more effective way to push forward win-win trade development," Wei said.Wei made the remarks after the sixth annual meeting of the Negotiating Mechanism on Sino-EU Industrial Product and WTO/TBT (World Trade Organization/technical bar-riers to trade), which took place in Beijing Wednesday.Under the negotiating mechanism, which was launched early in 2002, China and the EU have set up 10 working groups covering trade issues in several industrial sectors, such as textiles, medical devices, electrical and mechanical devices, chemicals and cosmetics.He said a four-month product-safety inspection campaign launched by the AQSIQ is currently underway nationwide.Prior to yesterday's meeting, the EU also signed the first agreement for cooperation on pharmaceuticals and related products with the Chinese State Food and Drug Administration, according to the delegation of the European Commission to China."We will not impose any discriminative supervision regulations on Chinese products exported to the EU market. Instead, we are willing to offer technological support to Chinese enterprises to ensure an effective control over product safety," Heinz Zourek, director general for Enterprise and Industry of the European Commission, said.

Yichang - Construction of a tunnel under the Yangtze River that will form part of a gas pipeline project running from Sichuan Province to Shanghai was completed Monday.The 1.4-km, 3.08-m diameter tunnel sits 20 m beneath the riverbed and connects two wells on either side of the river in Yichang city, Hubei Province, Liu Juzheng, head of the Hubei section of the pipeline, said.With a total length of 2,203 km, the pipeline will serve as an "energy artery" as part of the West-East gas project, Liu said.The pipeline is expected to channel 12.1 billion cu m of natural gas a year from the Puguang field in Sichuan to central and eastern regions of the country, including Chongqing Municipality, the provinces of Hubei, Anhui, Jiangxi, Jiangsu and Zhejiang, and Shanghai Municipality.The tunnel, which took 325 days to complete, is the first of five to be built under the Yangtze.Industry experts say the new pipeline, which will cost 62.7 billion yuan (.4 billion) to build, will provide an opportunity to develop western regions based on their rich natural resources.Chen Deming, vice-minister of the National Development and Reform Commission (NDRC), said the pipeline will be completed in late 2010 and the gas it transports will help reduce carbon dioxide emissions by tens of millions of tons a year.Figures from the China Petrochemical Corporation (Sinopec) put Puguang's proven reserves at 356.1 billion cu m. The country has total proven natural gas reserves of about 2.66 trillion cu m.The government has been promoting the use of natural gas to improve energy efficiency and reduce air pollution.Under an NDRC proposal on natural gas development, the government plans to increase the natural gas pipeline network to 44,000 km by 2010 to meet demand.Although China's natural gas output will reach 94 billion cu m in 2010, up from 58.6 billion in 2006, an additional 16 billion cu m a year will still have to be imported to meet demand, Sinopec said.In Shanghai, demand for natural gas soared from 4 million cu m in 2003 to 1.9 billion in 2005.In 2004, China National Petroleum Corp (CNPC) opened its West-East gas pipeline, which runs more than 4,000 km and channels 1.2 billion cu m of gas a year to Shanghai from the Tarim Basin in the country's westernmost region of Xinjiang.CNPC is to build a second West-East pipeline to carry gas imported from central Asia to the Pearl and Yangtze river deltas. SHANGHAI: In a fresh sign of China¡¯s financial strength, a leap in the shares of Industrial & Commercial Bank of China Monday made it the world¡¯s biggest bank by market capitalisation, overtaking US giant Citigroup. ICBC¡¯s Shanghai-listed A shares surged 2.68% to 5.75 yuan, giving it a market capitalisation of 4bn, according to Reuters calculations. The website of the National Bureau of Corruption Prevention (NBCP) crashed on Tuesday, just hours after its launch, as droves of people logged on to complain about corruption among officials.The website (yfj.mos.gov.cn) was closed for most of the afternoon, Beijing Youth Daily reported.An NBCP official, who did not want to be named, confirmed the breakdown had occurred."Repairs were carried out soon after the website broke down and normal service has now been resumed, he told the Xinhua News Agency."The number of visitors was very large and beyond our expectations," he said.As of 4 pm yesterday, visitors had left 22 pages of messages in the website's guest book.While many of them referred to report specific cases of official corruption, these were redirected by the webmaster to other sites, such as that of the Ministry of Supervision.Other visitors made calls for the strengthening of the government's anti-corruption efforts, and comments about the need for special attention to be given to cases involving institutes of higher education and grassroots governments."The corruption problem in China is a fatal illness. The Ministry of Agriculture on Monday confirmed a bird flu outbreak in South China's Guangzhou, which began with the mass deaths of ducks on September 5.The outbreak was confirmed as a sub-type of H5N1 bird flu by the National Avian Influenza Reference Laboratory, according to the ministry.It said 36,130 ducks had been culled as of September 17, after farmers in Sixian Village and Xinzao Township in the Panyu district of Guangzhou reported the deaths of their ducks on September 5.The agriculture ministry and the Guangdong provincial government immediately implemented an emergency plan to deal with the outbreak and the ministry said the outbreak has been brought under control.It also said no further deaths of fowl have been reported in the Panyu district or nearby areas.The last reported case of H5N1 bird flu in China occurred on May 19 at Shijiping Village in Yiyang City of Hunan Province, which killed more than 11,000 poultry with another 52,800 birds culled.China has reported a total of 25 human cases of bird flu since 2003, which have resulted in 16 deaths.

China will gradually sell its planned 1.55 trillion yuan (3.6 billion) in special domestic bonds to finance its overseas investment agency, a senior central bank official was quoted on Monday as saying. The country's stock market has been hit by the bond issue plan, approved by China's parliament on Friday, as investors feared such a move would suck funds from the market. "The plan will be carried out gradually according to its monetary policy," Yi Gang, assistant governor of the People's Bank of China, told the Shanghai Securities News. Yi reiterated the Finance Ministry's view that the bond issue would have only a neutral impact on the domestic economy, the newspaper said. The Finance Ministry indicated on its Web site on Friday that it would issue the bonds directly to the central bank in exchange for part of the .2 trillion in foreign currency reserves under the central bank's control. No specific timetable was given for the sale of the bonds, but the increase in this year's debt ceiling suggests they will all be issued this year.

CHENGDU: Halfway up the Longquan Mountain sits a tiny village where Fu Qing used to live with her parents.Each morning, the young girl would get up at 6:30 am and after breakfast, walk for 40 minutes along a winding mountain path to the nearest primary school.In winter, she would often become anxious toward the end of the school day, concerned she might not make it home before sunset.But these days, the 14-year-old no longer has to worry about long lonely walks on dark mountain paths.Along with 3,164 other children from Longquan Mountain, Fu now attends a boarding school in Chengdu's Longquanyi district. Exempt from tuition and lodging fees, each student also receives 130 yuan a month for meals and bus fares, and two new uniforms each year.The youngsters are all part of the Golden Phoenix Project, a pilot program that aims to provide better schooling for children from Chengdu's rural areas. It had just six classrooms and on rainy days, the roof leaked.Once the rain had stopped the students would have to repaint the blackboards with ink, which would get washed off in the downpour. And at the start of every semester, Fu and her classmates had to carry their desks and chairs to school, because there was no money to buy new ones.In the evening, Fu would make dinner for herself and her mother, who spent her days growing beans and fruit on the mountain. Fu's father worked at a construction site in Chengdu.The local government launched the Golden Phoenix Project in 2005 in a bid to bring youngsters like Fu down from the mountain and into middle schools in the towns.As well as providing them with financial support, the authorities allocated 160 million yuan for the construction of a boarding school, which, on its completion next year, will be able to accommodate 5,000 students.Fu is one of 1,840 students from mountain villages currently living and studying at the almost-complete school, which boasts 121 teachers, including 20 who act in loco parentis.And rather than having to repaint the blackboard after each downpour, Fu now enjoys computer studies and physical education classes when she gets to run on the rubberized athletics track, something she had never even seen before.The new school is helping provide Fu not only with an education, but also a real insight into urban living.Since she has been there, she has learned how to use a flush toilet, for example, and understand traffic lights.Her biggest dream is to finish her education and become an office worker in the city.Thanks to the Golden Phoenix Project, all middle-school-aged children from Longquanyi's mountainous areas attend boarding schools in nearby towns.The district government is now planning to spend a further 40 million yuan to establish similar schools for primary students.Zhou Jiping, head of Chengdu's education bureau, said: "The Golden Phoenix Project is just one of the efforts being made here to ensure the balanced development of urban and rural education."Children studying under the project often perform better than their peers from urban areas, he said.Over the past four years, local authorities have spent 1 billion yuan on the construction and renovation of 400 schools in rural areas. BEIJING, March 21 (Xinhua)-- Personal computer giant Dell Inc. said Thursday that it will raise parts purchases from China by 27.8 percent this year, increasing its presence in the booming market.     Dell is to buy 23 billion U.S. dollars worth of computer components and other equipment from Chinese suppliers this year, compared with 18 billion U.S. dollars in 2007, said Michael Dell, chief executive officer of the PC giant, at a press conference.     However, Dell's Beijing representative office denied reports that the company was planning to buy 29 billion U.S. dollars of computer parts from China in 2009.     To secure a bigger share of the Chinese market, Dell broke with its Internet sales model and sealed a deal in September to sell PCs through the country's top electronics retailer, GOME Electrical Appliances.     Dell saw its PC shipments in China up 54 percent year-on-year in 2007.     The company plans to expand its retail outlets from 45 cities in 2007 to 1,200 by the end of the year.     China, where Dell ranks third in terms of market share, is one of the company's fastest growing markets, said Michael Dell.     Dell has two factories in Xiamen, a coastal city in southeastern Fujian Province, a design center in Shanghai and a customer contact center in Dalian, a northeast coastal city, with more than 6,000 employees in China.     Meanwhile, Dell estimates it will contribute more than 50 billion U.S. dollars to China's gross domestic product (GDP) this year, and provide about 2 million jobs.     Dell also said it would donate 1.7 million yuan (239,436 U.S. dollars) to build six education centers in China to teach computer skills to migrant workers' children.
