BEIJING, May 19 (Xinhua) -- The 11th China-European Union (EU) summit, after being postponed from December in France due to well-known reasons, will be held on Wednesday in the Czech capital of Prague.     The resumption within half a year shows that China and the EU can endure all kinds of difficulties and tests, and shows the common desire of both sides to consolidate and develop the bilateral relationship, and indicates that the China-EU comprehensive strategic partnership is at a new historical threshold.     At the beginning of China's Lunar New Year, Chinese Premier Wen Jiabao made a "journey of confidence" to the EU headquarters and four European countries, which hugely promoted the two sides' confidence of cooperation.     During his visit, Wen agreed with European Commission President Jose Manuel Barroso that enhanced China-EU cooperation bears significance for the world and the China-EU summit would be held as soon as possible in 2009.     Besides, as the relationship between China and France gradually improved, conditions for the summit were ripe.     The upcoming summit will take place when the international situation is much different from earlier in the year. The EU remains China's biggest trade partner and largest export market. Recently, the EU became China's largest source of imports while China remains the EU's second largest trade partner. Wang Donghai, the ultimate owner of the mine, and Wang Hongliang, legal representative, were sentenced to life in prison. Miao Yuanli, former vice mayor of Linfen, received a 14-year sentence.     The other 39 received internal disciplinary penalties. Wang Guozheng, director of Shanxi Provincial Construction Department, and Jin Shanzhong, then vice governor of Shanxi Province, were given severe inner party warnings. Li Tiantai, deputy party chief and mayor of Linfen, was given a severe inner party warning and demoted.     Ruizhiyuan Coal Mining Co. Losses were estimated at 41.92 million yuan.     An investigation showed the train was running at 131 kilometers per hour at the time of the accident, while the speed limit of that section was 80 km/hr.     Authorities determined that 37 people bore responsibility for the accident. Six people, including Guo Jiguang, vice executive director of the Jinan Railway Bureau, were referred to judicial departments for criminal prosecution.     Thirty-one people received inner party disciplinary punishment or administrative punishment. Losses totaled 12.91 million yuan.     Illegal homemade explosives concealed in the colliery tunnel ignited on their own and triggered the blast, according to investigators.     Fifty people were held responsible for the accident, and 26, including Tian Yun, head of the mine and legal representative of Anxin company, were referred to judicial departments for criminal prosecution.     Twenty-four people, including Zhang Zhongsheng, vice mayor of Luliang City, and Zhang Xuguang, mayor of Xiaoyi City, received inner party disciplinary or administrative punishment.     The company was fined 38.46 million yuan and all its illegal gains were confiscated. The company's business license was revoked and it was ordered to close.     LANDSLIDE, SHANXI PROVINCE, 2008     The collapse of an unlicensed iron ore tailing pond triggered a massive landslide on Sept. 8, 2008 in Xiangfen county of the coal-rich Shanxi Province. The landslide buried an outdoor market near a village of more than 1,000 residents, killing 277 people and injuring 33. Four people were never found. Losses were put at 96.19 million yuan.     Authorities said 113 people had responsibility for the accident. Among those, 51 faced criminal charges and 62 received inner party disciplinary or administrative punishments.     Among those facing charges were Zhang Peiliang, board chairman of the Xinta Mining Ltd. Co., or the owner of the mine; Kang Haiyin, Communist Party chief of Xiangfen County; Li Xuejun, head of Xiangfen County; Liu Shuyong, chief engineer of Shanxi Provincial Land and Resources Bureau, and Su Baosheng, deputy head of Shanxi Provincial Work Safety Supervision Administration.     Xia Zhengui, secretary of Linfen city's Party committee, was given an inner-party penalty. Liu Zhijie, Linfen's then mayor, and Zhou Jie, then vice mayor of Linfen, were dismissed. Prammer said Wu's visit reflects the closeness of relations between the two countries.     Reviewing the regular contact between the governments, parliaments, political parties and local governments of the two countries, Wu said greater political trust, rapidly growing trade and increasing cultural exchanges helped enhance popular mandate to the expansion of bilateral relations.     Prammer said as bilateral links and cooperation in various fields grow smoothly, more and more Austrian people are now willing to learn about China. She said the social basis and popular mandate for expanding Austria-China relations are growing, which will cast a bright future for bilateral cooperation.     Wu expressed appreciation that the new government and newly-elected parliament of Austria have given priority to developing relations with China. In order to lift bilateral links to a new level, Wu suggested that the two sides should maintain the current momentum of high-level contact and further deepen political trust.     Wu said the parliaments of the two countries should strengthen friendly relations by carrying out exchanges at all levels and in all forms. He welcomes more and more Austrian parliamentarians to visit China.     The top Chinese lawmaker suggested that the two countries should further expand trade, investment and economic cooperation by utilizing their specific advantages. Under the circumstances of the spreading world financial crisis, it is of greater significance to strengthen such cooperation, he said.     China welcomes Austrian companies to explore business opportunities in the country and participate in the 2010 Shanghai World Expo, said Wu.     He also suggested that the two sides should enhance cooperation in such areas as culture, tourism, local governance and education.     He said the two countries should also have even closer cooperation on international affairs. They should join hands to oppose any forms of trade protectionism and push for the establishment of a fair, just, inclusive and orderly financial system in the world.     Wu said both countries can make contribution to maintaining stability of the international financial market and promoting recovery of the world economy.     In response, Prammer said Austria places its relations with China on an important position in its foreign policy. She said Austria is ready to expand the flow of people traveling between the two countries so as to enhance mutual understanding and trust. She also expressed the willingness to further deepen bilateral links in such areas as local contact and cultural exchanges.     She said the parliament of Austria will have closer cooperation with the NPC to promote the development of Austria-China relations.     Wu is in Vienna for an official goodwill visit. He is the first NPC chairman to visit the country in 15 years.
