CHENGDU, May 26 (Xinhua) -- China's top legislator Wu Bangguo arrived in Chengdu, capital of quake-hit Sichuan province Monday, where he visited a hospital and a distribution center of relief materials.     Wu, chairman of the Standing Committee of the National People's Congress, immediately went to the General Hospital of the Chengdu Military Command Area upon his arrival. "You have created miracles of life. People across the country are thinking of you and hoping you to recover as early as possible. Let's believe no difficulty will stop us once we join hands," he said.     Wu thanked doctors and nurses at the hospital for working day and night to save lives.     He then went to the Chengdu Railway Station, which has become an important distribution center of relief materials from home and abroad.     Wu talked with volunteers working at the station. "Coming from every corner of the country, you are an important force in the quake relief efforts. I hope relief materials could be delivered to thousands of needy people through your hard work."

BEIJING, Oct. 8 (Xinhua) -- China's central bank on Wednesday announced cuts in both the interest rate and reserve-requirement ratio in the latest effort to boost the domestic economy amid worries over the deepening global financial crisis.     The deposit and lending rates would be lowered by 0.27 percentage points from Thursday and the reserve-requirement ratio would be down by 0.5 percentage points from Oct. 15, the People's Bank of China (PBOC) said.     "This was mainly out of concerns over an economic slowdown," said Ba Shusong, deputy chief of the Finance Research Institute under the Development Research Center of the State Council.     "The rate cut was expected as the world was faced with a cycle of interest rate cuts," he told Xinhua.     OUT OF SLOWDOWN CONCERNS     The loosening in monetary policy, the second such move in less than a month, highlighted the government's rising concern over the slowing economy and slumping capital market.     The PBOC cut the benchmark one-year lending rate by 0.27 percentage points on Sept. 16, the first rate cut in six years. It also lowered the reserve requirement at medium- and small-sized lenders by 1 percentage point as of Sept. 25.     Tang Min, China Development Research Foundation deputy secretary, echoed Ba's viewpoint.     Tang said the government made the move mainly out of concerns over domestic problems. "The deepening U.S.-originated credit crisis has impacted the psychology of Chinese and also the real economy," he told Xinhua.     Investors, gripped by lingering fears of global economic downturn, dumped equities to drive the stock market down 66 percent from its peak last October.     China's gross domestic product (GDP) expanded 10.1 percent in the second quarter of the year, marking a deceleration for four consecutive quarters.     Its exports, a major driver behind the economy, reported slowing growth this year as the credit crisis reduced overseas demand for its goods. This has led to the closures of tens of thousands of local exporters and also job losses.     Local businesses bore the brunt of higher borrowing costs and were even finding it difficult to get credit after last year's tightening measures aimed at curbing inflation and averting economic overheating.     The easing in inflation has given room for the authorities to loosen monetary policy. The consumer price index rose 4.9 percent in August, off from the 12-year-high of 8.7 percent in February.     "Inflation is no longer a threat with the declining commodities prices," Tang said.     The monetary policy has been starting to loosen and the trend would not change in the short term, said Zhuang Jian, an Asian Development Bank (ADB) economist. "The whole world doesn't have strong confidence in the economic outlook."     TAX CUT TO BOOST DEMAND     In another move to boost domestic demand, the State Council, China's Cabinet, said it would scrap the 5 percent individual income tax on savings interest earnings starting on Thursday.     China began levying a 20 percent individual income tax on interest earnings in 1999 to narrow the income gap and encourage consumption and investment. The tax rate was slashed to 5 percent on Aug. 15, 2007.     The income tax cut was a must as it would help alleviate the erosion on personal income by high prices, especially given the cut in the deposit rate, Li Yang, head of the Finance Research Institute under the Chinese Academy of Social Sciences.     The tax cut, together with lower borrowing costs, would boost domestic demand, an increasingly more important driver of economy in the global credit crisis, Zuo Xiaolei, China Galaxy Securities chief economist, said.     GLOBAL COORDINATED RESPONSE     The move was also a timely response to the rate cuts by other major central banks and part of a coordinated effort to stem the global crisis, Tang said.     Six other major central banks, including the U.S. Federal Reserve, slashed interest rates on the same day to cope with the current financial crisis.     The U.S. Federal Reserve lowered its target for the federal funds rate by 0.5 percentage points to 1.5 percent. The Bank of England cut its rate by half a point to 4.5 percent and the European Central Bank cut by the same margin to 3.75 percent.     Central banks of Canada, Sweden and Switzerland took similar actions. The Bank of Japan said it strongly supported these policy actions.     Australia's central bank on Tuesday slashed the interest rate by 1 percentage point, the largest cut since 1992.

BEIJING, July 25 (Xinhua) -- The Olympic Media Village opened on Friday for 21,600 domestic and foreign registered reporters, amid some foreign media's concerns about free reporting in China.     Friday's People's Daily, the mouthpiece of China's ruling party, ran a commentary appealing to administrations and common people to "befriend the media."     "To serve the media is to serve the Olympic Games," the article said. "To befriend the media is to befriend the audience."     About 30,000 reporters are expected to cover the Games, the most in Olympic history, which means the number in the audience could be the highest ever too.     "It is through the media that the audience across the world are learning about the Olympics, China and Beijing," the newspaper said. They no longer need approval from the local government's foreign affairs department but only agreement from the people or organizations to be interviewed. In April last year, the Chinese government issued a regulation asking administrations to publicize information that the public should learn about. Chinese news stories were publicized straight after the incident happened in the Tibetan city, including TV footage about violent attacks on the street. This surprised Chinese audiences who have become used to a diet of positive news.     As the International Olympic Committee said in its report when choosing Beijing to host the 2008 Olympic Games, the Games would leave a unique legacy to China and to sport. There are reasons to believe that part of the legacy will be a country opening wider to the world.

WASHINGTON, Oct. 13 (Xinhua) -- A senior Chinese official said on Monday that China will continue to cooperate with other countries to cope with the current financial crisis.     "For the international community, the most urgent task is to join efforts to stem further deterioration and spread of the crisis -- the major threat to global growth -- and restore global economic and financial stability," said Yi Gang, vice governor of the People's Bank of China     "China will continue to strengthen its cooperation with concerned countries and hopes that all governments will work together to overcome the current difficulties and restore international financial stability," he said in a statement at the annual meeting of the International Monetary Fund and World Bank.     He urged the two Bretton Woods Institutions to "fulfill their mandates to maintain global monetary and financial stability and facilitate sustainable, balanced growth."     The fund should give the surveillance priority to the ongoing financial turmoil, deepen its analysis, learn lessons, and listen to the opinions of member countries, said the senior official of China's central bank.     "From the medium- and long-term perspective, the fund must address the inherent deficiencies of the current international monetary system and foster an international financial architecture adaptive to the evolving global economy and financial markets," he noted.     As the largest multilateral development institution, the World Bank should re-assess the challenges confronting the developing countries -- soaring food and fuel prices, higher financing costs, deteriorating balance of payments positions, and mounting inflationary pressures, said Yi Gang.     "With the advantages of its financing capacity and expertise, the World Bank should urge the developed countries to shoulder their due responsibilities in stabilizing the global economy through targeted measures, carried out in an even-handed and professional fashion," he said.     Yi Gang also stressed the fundamentals of the Chinese economy are "solid and resilient."     "We are confident we can weather the financial turmoil," he said. "With the global economic slowdown, it is important that China maintains its stable and relatively rapid growth." 

PYONGYANG, April 21 (Xinhua) -- The torch relay in Pyongyang will enhance friendship between the Democratic People's Republic of Korea (DPRK) and China, the DPRK's Olympic chief said Monday.     The event will promote the cooperation and exchanges in sports between the two countries, and will show their traditional friendship to the world, said Park Hak Seon, chairman of the National Olympic Committee of the DPRK.     The official made the remarks at a reception held by the Chinese Embassy to welcome the Beijing Olympic Flame to Pyongyang.     The reception was attended by senior DPRK officials, including Yang Hyong Sop, vice president of the Presidium of the Supreme People's Assembly, and Park Kwan O, chairman of the People's Committee of Pyongyang, foreign diplomats in Pyongyang and famous DPRK athletes.     Liu Xiaoming, Chinese Ambassador to the DPRK, expressed thanks to various departments of the DPRK for their hard work in preparing for the torch relay in Pyongyang.     He said he sincerely appreciates the strong support from the people of the DPRK to the Chinese people.     The Olympic torch which will be used to carry the sacred flame in Pyongyang was displayed at the reception.     The torch relay will be held on April 28 in Pyongyang, the 18thleg of its global trip. BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. More than 1.58 million were affected as of Friday morning. BEIJING, Aug. 5 (Xinhua) -- As a 6.1-magnitude aftershock hit southwest China's Sichuan Province, the country's quake relief headquarters held its 24th meeting on reconstruction here on Tuesday, reiterating its dual focuses: livelihoods and the environment.     At the meeting presided over by Premier Wen Jiabao, the headquarters urged giving priority to the basic needs of the survivors of the May 12 earthquake in Sichuan Province. BEIJING, Oct. 10 (Xinhua) -- China's central bank on Friday said it will continue international cooperation to tackle the global financial crisis and maintain market stability.     The pledge came two days after the People's Bank of China (PBOC) announced an interest rate cut in a co-ordinated global move to revive solvency in the international financial system.     The PBOC on Wednesday cut the benchmark lending and deposit rates by 0.27 percentage points and the reserve requirement ratio by 0.5 percentage points amid growing fears of a slowing economy and falling equities market.     "The PBOC will continue close contacts and cooperation with counterparts and international financial organizations to jointly maintain stability of global financial market," PBOC spokesman Li Chao told Xinhua.     The PBOC would closely watch the developments and effects of the crisis and take timely and flexibly measures according to changes in the domestic and international situations to guard against financial risks, Li said.     The global economic slowdown reduced demand for Chinese exports and inevitably affected China's economy, he said.     The central bank was fully confident and capable of dealing with the crisis and maintaining stable and relatively fast economic growth.     "China has a huge domestic market and the liquidity is abundant," he said. "As long as we take strong measures to boost domestic demand, the economy has big potential for sustainable growth."     A PBOC statement on the third-quarter meeting of its monetary policy committee said it would take flexible and prudent macro-economic control measures to boost economic growth.     The PBOC was not optimistic in its global economic outlook as intensifying fluctuations in the financial markets had affected the real economy.     It said it would boost coordination between monetary policies and fiscal, industry, export and financial regulation policies to help transform economic growth mode and boost domestic demand to balance international payments.

BEIJING, April 2 -- China Everbright Bank, Everbright Group's banking unit, will go public in Shanghai in July or August, Everbright Group said Tuesday.     The bank will issue more than 820 million A shares, accounting for 10 percent of its enlarged share capital, said Everbright Group, a State-owned financial conglomerate.    The bank may float shares on the Hong Kong stock exchange if its Shanghai IPO is successfully completed before the 2008 Olympic Games.     "But the bank has no timetable for a Hong Kong listing yet," said its vice-president Xie Zhichun. "And the Shanghai listing plan will be further discussed by and is subject to approval from the board and shareholders."     Xie added: "The board may enlarge the A-share issue further to more than 10 percent of the enlarged share capital as we don't know whether we can realize a Hong Kong listing or not, but we expect to finish the Shanghai listing before the Olympic Games."     The bank has postponed inviting strategic investors as concerns are rising that the subprime crisis will worsen the finances of financial institutions, the bank said.     "We will restart the work after the strategic investors release their third-quarter report," said Li Jie, another vice-president of the bank.     The bank is a target for foreign investors given its low share price and large scale. It said earlier it will reserve a 20 percent stake for foreign strategic investors and would like to pick investors that can hold the bank's stakes for a long time.     The bank disclosed that Industrial Bank from France showed interest to invest in it, but the French banking scandal hindered talks.     It will restart inviting strategic investors after its Shanghai listing, the bank said.     The bank is 24.16-percent-owned by China Everbright Group and 21.4-percent-owned by Hong Kong-listed China Everbright Ltd.

LHASA, Oct. 7 (Xinhua) -- At least nine people were killed in a strong earthquake that jolted a county near Lhasa, capital of southwest China's Tibet Autonomous Region, on Monday, the rescue headquarters confirmed early Tuesday morning.     The previous "at least 30" death toll was inaccurate due to unauthoritative sources and needs further check.     Rescuers arrived at Yangyi Village, the worst-hit site in Gedar Township of Damxung County, late Monday night after repairing the road once paralyzed in the 6.6-magnitude tremor.     At least 147 houses in Yangyi and villages in a neighboring county collapsed. Rescuers recovered nine bodies from the debris, and 11 people were seriously injured while eight others received light injuries, Hao Peng, deputy chairman of the autonomous regional government and head of the rescue command, told Xinhua.     More than 600 soldiers, police officers, firefighters, traffic, medical and geological experts were rushing to the quake zone.     Food, drinking water, tents and other materials had been transported to the area. Rescue operation was underway. The injured were being sent to local hospitals.     An earthquake measuring 6.6 on the Richter scale jolted Damxung,82 km from Lhasa, at 4:30 p.m. Monday. At level VIII, a quake can result in partial collapse of ordinary buildings.     "I was shaken for a few seconds, and lamps in the office swayed. Then everything returned to normal," Xinhua reporter Xue Wenxian said.     Classes ended early in some schools in Lhasa.     The national seismological network recorded another earthquake measuring 5.2 on the Richter Scale in the county at 8:10 p.m. Monday. The regional earthquake monitoring network said it had observed 15 aftershocks.     An emergency response scheme was launched across the region soon after the quake broke out.
