XIANYANG, Shaanxi, Oct. 5 (Xinhua) -- President Hu Jintao has written to the Tibet Nationalities Institute (TNI) to celebrate its 50th founding anniversary, which was the first institution of higher learning for ethnic Tibetans set up by the Central Government outside Tibet Autonomous Region.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, hailed the institute's "important contribution to the economic development and social progress" of Tibet, which has turned a great number of ethnic Tibetans into high-quality cadres and specialists.     Hu expressed the hope that the TNI would continuously improve its managerial level in teaching, play a better role as the training base for Tibetan cadres, and make greater contributions to improving the life of people of different ethnic groups in Tibet and promoting stability and unity in the region.     A ceremony was held on Sunday at the TNI in Xianyang City, Shaanxi Province, northwest China. BEIJING, Oct. 8 (Xinhua) -- An aftershock measuring 5.4 on the Richter scale jolted Damxung County in southwest China's Tibet Autonomous Region at 10:07 p.m. on Wednesday, the China Earthquake Administration said.     The epicenter was 29.8 degrees north and 90.4 degrees east, and was 9 km underground, according to the State Seismological Network.     There was no report of casualties at the epicenter but one house collapsed, according to the quake-relief headquarters.     Damxung, 82 km from Tibet's capital Lhasa, was hit by a 6.6-magnitude earthquake and a 5.2-magnitude aftershock on Monday. BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. NEW YORK, Sept. 23 (Xinhua) -- Chinese Premier Wen Jiabao said Tuesday that China and the United States are not rivals but partners in cooperation and they should work together to further strengthen bilateral relations.     In a speech delivered at a luncheon co-hosted by the National Committee on U.S.-China Relations and other friendly American organizations, Wen said China-U.S. relations have made significant progress since his first official visit to the United States in 2003.     High-level contacts between the two sides are more frequent than ever before, said Wen, who arrived here Tuesday to attend meetings at the headquarters of the United Nations.     "There are now over 60 dialogue and consultative mechanisms between our two countries.
