They have made significant contribution," Zhou said.     Zhou visited officials and workers from the eastern Shandong Province, who were there to help with the reconstruction at the new seat of Beichuan County, and urged them to build a new county with ethnic characteristics and modern elements.     While visiting Yingxiu Town in the Wenchuan County, Zhou told local officials to focus on the livelihood of local residents during reconstruction.     The quake on May 12 in 2008, measuring 8.0 on the Richter Scale and up to 11 in terms of intensity, left nearly 80,000 people dead or missing and millions homeless.

PARIS, Oct. 21 (Xinhua) -- French Prime Minister Francois Fillon Tuesday met with visiting Chinese State Councillor Dai Bingguo on bilateral ties at the Matignon Palace in Paris.     French President Nicolas Sarkozy and his Chinese counterpart Hu Jintao had reached consensus on the development of the comprehensive strategic partnership between the two nations during their meeting in New York last month, which charted the orientation for further development of their bilateral ties, Fillon said.     France would make joint efforts with China to implement the consensus reached by the two leaders, deepen the strategic cooperation and boost cooperation in fields of nuclear power, aviation, environmental protection, new energy and small and medium-sized enterprises, Fillon said.     For his part, Dai said China-France relations had developed smoothly on the whole since the two nations forged diplomatic ties45 years ago.     China has treasured its ties with France and is ready to work with France to ensure that bilateral ties will further develop on the right direction, he said.     He urged the two countries to handle their bilateral ties from a strategic and long-term perspective, work hard to create and maintain a favorable atmosphere and environment for the development of China-France relations, and ensure the steady and sound development of their bilateral ties on the right track, he said.     Dai left Beijing last Friday to visit Britain and France at the invitation of the two governments. WASHINGTON, Dec. 29 (Xinhua) --The U.S. Commerce Department said on Tuesday that it has set preliminary antidumping duties (AD)on imports of steel grating from China, a move that might escalate trade disputes between the two countries.     The department said it "preliminarily determined that Chinese producers/exporters have sold steel grating in the United States at 14.36 to 145.18 percent less than normal value."     As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.     The product covered by this investigation is a downstream steel product typically comprised of bearing and cross bars used for walkways, platforms and flooring.     From 2006 to 2008, imports of steel grating from China increased 538.44 percent by volume and were valued at an estimated90.7 million dollars in 2008, according to the U.S. Commerce Department.     Commerce said that it is currently scheduled to make its final determination in April 2010.     If Commerce makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of steel grating from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The new case followed U.S. President Barack Obama's recent decision to impose punitive tariffs on all car and light truck tires from China for three years, a move quickly denounced by China as a "serious act of trade protectionism."     The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.

BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. BEIJING, Nov. 26 (Xinhua) -- China will never swerve from its carbon emission cut target despite all pressure and difficulties, said a senior official Thursday evening. Xie Zhenhua, vice minister in charge of the National Development and Reform Commission (NDRC), China's top economic planner, made the remarks at a press conference.     China's State Council, the Cabinet, announced Thursday that the country is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     This is a "voluntary action" taken by the Chinese government "based on our own national conditions" and "is a major contribution to the global effort in tackling climate change," the State Council said.     Vice Foreign Minister He Yafei also attended the press conference. "China made the emission cut target without financial and technological support from developed countries.
