BEIJING, Dec. 31 (Xinhua) -- Chinese State Councilor Liu Yandong said here on Thursday that the country will push forward educational reform to promote educational equity and quality.     Liu made the remarks while inspecting the Central University for Nationalities and the Beijing Language and Culture University.     Liu praised the Central University for Nationalities for their contribution to ethnic unity and the development of ethnic areas. She urged the university to help students find their jobs and help students from poor families.     During the visit to the Beijing Language and Culture University, Liu expressed the hope that students from foreign countries could deeply understand and feel China and promote friendship between China and people all over the world.     She also expressed New Year greetings to the country's teachers and students, including students from abroad.

HOHHOT, Dec. 6 (Xinhua) -- China has invested more than 6.5 billion yuan (959 million U.S. dollars) to preserve grasslands in northern Inner Mongolia Autonomous Region, said the regional government.     The money has been spent on returning grazing land to grassland, restoration of natural grassland and sand source control to prevent sandstorm. The efforts have helped reduce the area of degraded grasslands in Inner Mongolia to 500 million mu (33.5 million hectares) from 700 mu since 2000, it said in a statement.     Since the end of the 1990s, successive droughts, overgrazing and inadequate funding on grassland protection have led to deterioration and desertification of the grasslands in the region.     The region has set the goal of increasing the grasslands' vegetation coverage to 42 percent next year and 48 percent in 2015.     The vast autonomous region, which has a grassland area of 1.3 billion mu, plays a key role in maintaining the country's ecological security, especially in preventing desert threat to Beijing and neighboring Tianjin.

U.S. President Barack Obama has also stressed on several occasions that U.S.-China relations would shape the 21st century.     Compared to the past, the current China-U.S. relations have shown new characteristics.     Bilateral communication has been expanded geographically against the backdrop of globalization, and the contacts involving China and the United States occur everyday at almost every corner of the world, not just between the two countries.     Moreover, the content of the China-U.S. communication has been expanded to every area, including politics, economy, military, culture and environmental protection, which is not limited to a certain field.     It's worth noticing that after entering the 21st century, the relationship between China and the United States has been increasingly intertwined with global issues, and the two nations have to face various global challenges together, not just problems of their own.     "The major challenges of the 21st century, from climate change to nuclear proliferation to economic recovery, are challenges that touch both our nations and challenges that neither of our nations can solve by acting alone," Obama said in Beijing after meeting the Chinese president on Tuesday.     As the China-U.S. Joint Statement issued after the meeting of the two leaders pointed out, under the circumstance of the international situation undergoing profound and complex changes, China and the United States have common responsibilities on regional and global security issues.     China-U.S. relations, the relationship of the world's largest developing and developed countries, reflect a new character along the evolution of world structure in this new century, that is, developing countries have been gaining more say and influence in the world, with their status on the international political and economic stage becoming more important.     In a changing world, the trend of China-U.S. ties has impact on the well-being of the future world.     Through Obama's Asia tour and his first visit to China, it is easy to see that cooperation between China and the United States will not only benefit the two countries and the two peoples, but also conduce to peace, stability and prosperity of the Asia-Pacific region and the world as a whole. Such consensus has been reached by the leaders of the two countries.     Obama described China as both an important partner and a friendly competitor, saying the United States seeks cooperation, instead of confrontation, with China. He said the United States does not intend to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     It is on the basis of such consensus that Obama's China visit turned to be fruitful. The two countries reaffirmed the new definition of their ties -- a positive, cooperative and comprehensive relationship in the 21st century -- as established by their heads of state, and enriched their relations and cooperation with more strategic connotation.     The cooperation between China and the United States is indispensable for the world's development. It is presumable that the two countries' interests are to further intertwine and bilateral cooperation is to make continuous progress. However, the two sides must soberly deal with differences and contradictions at the same time.     Just as President Hu said, "it is normal for China and the United States to have some discrepancies since the conditions in the two countries are different, yet the most critical part lies in the respect of common interests and major concerns."     According to Hu, for an enhanced China-U.S. relationship, it is primarily necessary to establish strategic mutual trust, and politicians of the two countries are required to "have enough strategic insight and political wisdom" and to make joint efforts, improve understanding, expand cooperation and deal properly with discrepancies so as to push China-U.S. ties onto a new level.     "The Chinese side is willing to work with the U.S. side to push for the sustained, sound and stable development of China-U.S. ties so as to better benefit the peoples of the two countries and the world as well." These remarks by Hu conveyed not only the will of China, but also the expectation of the world. 

BUCHAREST, Oct. 20 (Xinhua) -- Chinese Vice President Xi Jinping said Tuesday that China values its ties with Romania and is willing to work with the Romanian people to enhance cooperation and cement friendship. BEIJING, Dec. 19 (Xinhua) -- Chinese Premier Wen Jiabao brought hope and confidence to the world in its fight against climate change by attending the summit of the UN Climate Change Conference in Copenhagen, Foreign Minister Yang Jiechi said Saturday.Yang, who had accompanied Wen during his visit on Thursday and Friday, said climate change profoundly affected mankind's existence and development, imposed a critical challenge to the world, and should be tackled by all countries jointly.     The Copenhagen conference was an important opportunity to boost international cooperation in combating climate change, Yang said.     Under the joint efforts of all parties, the conference yielded significant and positive fruits in three aspects, he said.     First, it firmly upheld the principle of "common but differentiated responsibilities" set by the UN Framework Convention on Climate Change and the Kyoto Protocol.     Second, it made a solid step forward in promoting developed countries' binding emissions cuts and developing countries' voluntary mitigation actions.     Third, it produced important consensus on the key issues of long-term global emissions cut targets, funding and technology support to developing countries, and transparency.     Yang said Premier Wen's attendance at the summit showed the Chinese government took a highly responsible attitude toward the Chinese people, all peoples in the world and mankind's future.     Over the last two days, Wen delivered an important speech to the summit, kept close contact with many parties, communicated and coordinated with them, overcame various difficulties, and guided action according to situation. He adopted a principled but flexible attitude, broke his back to move the climate talks forward on the right track, and played a pivotal role in the climate talks.     Wen's attendance contributed to the global fight against climate change mainly in three fields, Yang said.     FIRST, ABIDING BY PRINCIPLES, MAINTAINING A FOUNDATION FOR COOPERATION     Yang said developing and developed countries were very different in their historical emissions responsibilities and current emissions levels, and in their basic national characteristics and development stages, therefore they should shoulder different responsibilities and obligations in fighting climate change.     According to Yang, Wen told the conference the international community must adhere to the following four principles to combat climate change.     First, maintaining the consistency of outcomes:     The outcome of this conference must stick to rather than obscure the basic principles enshrined in the Convention and the Protocol. It must follow rather than deviate from the mandate of the "Bali Roadmap." It should lock up rather than deny the consensus and progress already achieved in the negotiations.     Second, upholding the fairness of rules:     The principle of "common but differentiated responsibilities" represents the core and bedrock of international cooperation on climate change and it must never be compromised. Developed countries must take the lead in making deep quantified emission cuts and provide financial and technological support to developing countries. Developing countries should, with the financial and technological support of developed countries, do what they can to mitigate greenhouse gas emissions and adapt to climate change in the light of their national conditions.     Third, paying attention to the practicality of the targets:     In tackling climate change, the world needed to take a long-term perspective, but more importantly, focus on the present. It was important to focus on achieving near-term and mid-term reduction targets, honoring the commitments already made and taking real action. One action was more useful than a dozen programs. The conference should give people hope by taking credible actions.     Fourth, ensure the effectiveness of institutions and mechanisms:     The international community should make concrete and effective institutional arrangements under the Convention to have developed countries honor their commitments, provide sustained and sufficient financial support to developing countries, speed up the transfer of climate-friendly technologies and effectively help developing countries strengthen their capacity in combating climate change.     Yang said Wen's propositions reflected developing countries' common stance. The propositions were reasonable and lawful, based on the present, faced the future, addressed all parties' interests, pointed out the direction for the climate conference when it was at the crossroads, effectively kept and boosted the talks, and won wide support and praise.
