ISLAMABAD, April 18 (Xinhua) -- A 100-member-strong youth delegation of Pakistan is to leave for China on Sunday on a week-long visit as a program of boosting exchanges between the two friendly countries.     "The youths from all walks of life of Pakistan will have the chance to look at China and know more about China," said Charge d'Affairs Yao Jing of Chinese Embassy in Pakistan told youth delegation at a reception.     Chinese President Hu Jintao invited 500 young people from Pakistan to visit China within five years when he paid a state visit to Pakistan in November, 2006. The program was launched in 2007.     The program is aimed at "increasing mutual understanding" between the two countries and peoples, said Yao.     Ullah Saif Shervani, secretary of Pakistani Ministry of Youth Affairs, expressed the hope that the delegation members could take the opportunity to learn from "friendly China" and help enhance "time-tested friendship" between the two countries.     "I appreciate the Chinese government for the chance to visit," said Adil Taj, an university student in Islamabad. Every banker should do this," he said.     GOOD SYSTEM MATTERS MORE     Affectionately named "Baobao" (the Chinese for baby) by his fans, the 67-year-old has become one of the nation's most popular figures after making swift appearance at disaster sites when a devastating earthquake shocked the country last May.     During his visit to Tianjin on Feb. 16 this year, Wen came cross weeping mother Wang Zhihua who couldn't afford the treatment for his seriously ill son. Wen personally donated 10,000 yuan and arranged for the two-year-old suffering leukaemia from the rural area in Zhangjiakou of Hebei Province to get hospitalized in the Beijing Children's Hospital.     This philanthropic act however triggered public sighs over the country's inadequate medical system.     "I noticed the harsh criticism which says good system matters more than good Premier," Wen said, responding to a question on the treatment of seriously ill children.     "Being the Premier, I need to think about how to optimize our medical system and have seriously ill children treated....We have already started to work in this direction. But our efforts is far from enough."     China currently has more than four million leukemic children. Treatment for each would cost more than 100,000 yuan. But no medical insurance in China would allow reimbursement for such large medical bills, Wen acknowledged.     He mentioned five steps the government will take, including expanding the coverage of insurance and establishing a basic medicine system with price ceilings.     The State Council, or the Cabinet, has lately passed a medical reform plan involving a government input of 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     "Health care reform is not easy. BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. BEIJING, April 15 (Xinhua) -- Foreign direct investment (FDI) in China posted a 20.6 percent year-on-year decline in the first quarter to 21.78 billion U.S. dollars, the Ministry of Commerce announced Wednesday.     In March, FDI was 8.4 billion U.S. dollars, the biggest amount since October 2008 which was 8.35 billion U.S. dollars. However, the March figure was down 9.5 percent from a year earlier, ministry spokesman Yao Jian said at a news conference.     March was the sixth consecutive month that FDI fell. The good news is that the decline eased from the 15.81 percent drop in February and a 32.67 percent drop in January.     Zhang Hanya, an economist with the National Development and Reform Commission said a reduced decline indicated overseas investors growing confidence in the country's economic recovery.     Chinese Premier Wen Jiabao said Saturday that the Chinese economy showed signs of positive improvement in the first quarter as a result of the economic stimulus package adopted by China.     Yao added stable investment inflows were important for the country to stabilize exports, enhance employment and boost consumption as the government tries to make China more attractive to investors.     The ministry said in March it was shifting authority for approving certain foreign investments to provincial governments.

SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.
