Social investment is welcomed at these projects, according to the meeting.

TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

UNITED NATIONS, Jan. 1 (Xinhua) -- China on Friday assumed the rotating presidency of the UN Security Council for the month of January.     China will perform its duty as the rotating Council president in an objective and fair way and work with other Council members to maintain international peace and security, said Zhang Yesui, China's permanent representative to the United Nations, in a recent interview.     China will do its utmost to make sure that the Security Council works in a smooth and efficient way, Zhang added.     The Security Council presidency rotates among the Council members in the English alphabetical order of their names. Each president holds office for one calendar month. China previously assumed the presidency in October 2008.     As a permanent member of the Security Council and the largest developing country in the world, China fully participates in the work of the United Nations and plays a constructive role, Zhang said.     Under the UN Charter, the Security Council has the primary responsibility for the maintenance of international peace and security in the world at large.     The Council has 15 members: five permanent members -- China, France, the Russian Federation, the United Kingdom and the United States -- and 10 non-permanent members elected by the UN General Assembly for two-year terms.     Also on Friday, Bosnia and Herzegovina, Brazil, Gabon, Lebanon and Nigeria began their two-year terms on the 15-nation Council.     The five new Security Council members were chosen after running uncontested races for the non-permanent seats, and they were duly elected by the 192-member General Assembly during a secret ballot at the United Nations Headquarters in New York in October 2009.     The five countries joined Austria, Japan, Mexico, Turkey and Uganda, whose terms on the Council end on Dec. 31, 2010.

BEIJING, Jan. 9 (Xinhua) -- China on Saturday again expressed strong dissatisfaction and firm opposition to the U.S. arms sales to Taiwan, urging the U.S. to respect China's core interests and withdraw related arms sales plan.     "The U.S. arms sales to Taiwan infringe upon China's security interest as well as peace and stability across the Taiwan Strait, and interfere with China's internal affairs," said Foreign Ministry spokeswoman Jiang Yu in a statement.     Jiang made the comments in response to a reporter's question on U.S. government approval for Raytheon Company to sell 1.1 billion U.S. dollars of Patriot antimissile system to Taiwan.     "We have raised solemn representations to the U.S. side," said Jiang. "We urge the U.S. to stop arms sales to Taiwan to avoid undermining China-U.S. cooperation."     Jiang said, "We urge the U.S. to clearly recognize the severe consequences of arms sales to Taiwan, reject the cold war mentality, and adhere to the three Sino-U.S. joint communiques, especially the principles established in the Joint Communique on Aug. 17, 1982."     The "Aug. 17 communique" stated that the U.S. would not seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales.     "We also persuade the Raytheon Company to stop pushing or participating in arms sales to Taiwan, and refrain from doing anything that harms China's sovereignty and security interest," Jiang said.

BEIJING, Dec. 30 (Xinhua) -- China is making concrete steps in pushing forward with its low-carbon economy by curbing overcapacity on one hand and boosting strategic emerging industries on the other.     CURBING OVERCAPACITY     At a press conference held here on Wednesday, Li Ningning, a senior official from the National Development and Reform Commission (NDRC), the country's top economic planner, said the overcapacity problem in a few industrial sectors such as coal chemical industry and vitamin C must be tackled.     China is the biggest producer of coal chemical industry. From January to November this year, China produced 314 million tons of coke, up 8.2 percent year on year, Li said.     In 2009, production capacity of coke expanded by 30 million tons while the export down 96 percent from a year earlier to 480,000 tons. Utilization rate of the capacity was 80 percent in 2008, he said.     "China is a country comparatively rich of coal while lack of oil and gas, the mature technology and low investment threshold in the coal chemical industry seems conducive to the investment," said Li.     Restructuring of the coal chemical industry involves in eliminating outdated coal chemical production capacity, supporting technological innovations and strengthening policy guidance, according to Yuan Longhua, an official from the Ministry of Industry and Information Technology.     Wang Jian, secretary general of China Society of Macroeconomics, had said in an article published by the Xinhua-run Outlook Weekly that 17 industries in China were faced with excessive capacity in 2008, rising from 11 in 2005. BEIJING, Nov. 6 (Xinhua) -- Chinese President Hu Jintao's upcoming state visits to Malaysia and Singapore would comprehensively push forward China's ties with the two nations and the Association of Southeast Asian Nations (ASEAN), said an official with the Foreign Ministry here Friday.     Hu will pay state visits to Malaysia and Singapore from Nov. 10to 13, at the invitations of Malaysian Supreme Head of State Mizan Zainal Abidin and Singaporean President S.
