BEIJING, Aug. 3 (Xinhua) -- China is likely to start monitoring ozone and particle pollution from next year as part of efforts to keep anti-pollution campaigns in force after the Olympics, an environmental official said on Sunday.     Fan Yuansheng, of the Ministry of Environmental Protection (MEP), said the two pollutants had caused great concern and the MEP was making technical preparations to monitor them.     "We should be able to start regular monitoring of ozone and PM2.5 (particle matter) next year, which would lead to measures to deal with them," Fan told a press conference.     He was speaking in response to reports that China's environmental authorities had failed to include fine particles and ozone into their pollution measurements, causing ignorance of health damage caused by the pollutants. Photo taken on August 2, 2008 shows a parterre featuring the logo of the Beijing 2008 Olympic Games on Tiananmen Square in Beijing, capital of China.     Fine particles, known as PM2.5, are tiny solid particles of 2.5 micrometers in diameter and smaller. Health experts believe they are unhealthy to breathe and have been associated with fatal illnesses and other serious health problems.     Colorless ozone is also believed to cause respiratory problems and to affect lung functions.     There have been worries that the air in Beijing, the Chinese capital that will host the summer Olympic Games in five days, may be unhealthy for some athletes competing outdoors to breathe.     China has taken drastic anti-pollution steps, such as closing factories surrounding Beijing and ordering half of 3.3 million cars in Beijing off the roads, to try to clean the sky during the Olympics.     "These measures have been effective so far," said Fan, Director General of the MEP's Department of Pollution Control.     Beijing basked under blue sky this weekend after being blanketed in a humid haze for a week. The Beijing Meteorological Bureau said on Sunday favorable weather conditions and a series of anti-pollution measures had combined to clear the normal smog above the city.     Fan Yuansheng refuted allegations that China's air pollution standards were more lenient than World Health Organization (WHO) guidelines.     Standards that China was using to control four major air pollutants - sulphur dioxide, nitrogen dioxide, carbon monoxide and particles - followed the WHO's "phase one" guideline issued in 2005, he said.     The WHO allows developing countries like China to begin from this guideline to eventually reach its stricter final goals, he said.     Fan said measures adopted to reduce pollution in Beijing for its hosting of the summer Olympics would stay in force after the event.     "Most of these measures are long-term ones and will remain after the Games. Not all the temporary measures will be retained after the Games, but they may provide clues for our future work," he said.     The Chinese government recently warned that more factories could be temporarily shut down and more cars could be restricted from the roads in Beijing if "extremely unfavorable weather condition" occur to deteriorate the air during the Games.     But many Beijing residents are more worried that air pollution could turn bad after the Olympics, with factories reopened, construction resumed and car no longer restricted.     Fan argued that the Olympics would leave environmental legacies to Beijing and China, which has spent billions to clean the environment polluted by rapid industrialization.     For example, the State Council, China's cabinet, has ordered all government cars to keep off the road for one day each week according the last figure of their plate number. This is a continuation of the temporary measures during the Olympic Games, Fan said.     The MEP has launched a research on how to further improve air quality in the entire northern China where Beijing is, since air pollution is not a problem of Beijing alone, he said.     Nearly 90 percent of coal-burning power plants in provinces neighboring Beijing have taken measures to reduce the emission of sulphur dioxide, and many vehicles have been upgraded to meet stricter emission requirements.     Lu Xinyuan, Director General of the MEP's Bureau of Environmental Supervision, said about 200 environmental inspectors have been sent to Beijing and five neighboring provinces to check enterprises on their anti-pollution work.     Meanwhile, 16 environmental groups based in Beijing on Sunday called on local motorists not to drive on Aug. 8, in order to help reduce pollution and road congestions when the Olympics open.     They further encouraged private car owners to use public transport as much as possible during the Olympics and the following Paralympics to "contribute a blue sky to Beijing."     The groups with over 200,000 members hoped the usage of private cars would be reduced by one million times if the campaign are well responded in the next two months, according to Yu Xinbin, member of the Global Village of Beijing, a non-governmental organization.

BEIJING, April 6 (Xinhua) -- Chinese Premier Wen Jiabao said during a spring planting inspection in the northern Hebei Province on Saturday and Sunday that the Chinese people were fully capable of feeding themselves.     Wen said the country's self-reliance in feeding its 1.3 billion people with its own grain production was a great contribution to the world.     "China has abundant grain reserves standing at 150 million to 200 million tonnes," said Wen. The government had already taken a series of measures to support farm and rural sectors.     The central government vowed this year to spend 562.5 billion yuan (80.1 billion U.S. dollars) to support farms and the rural sector, 130.7 billion yuan more than last year.     The State Council, or Cabinet, decided last month to spend another 25.25 billion yuan in addition to this year's rural budget, mainly to subsidize farmers' purchase of seed, diesel, fertilizers and other production materials. --Chinese Premier Wen Jiabao (front R) chats with a villager during his work trip in Shilipu Village, Shahe City, north China's Hebei Province, April 5, 2008.(    Wen told farmers in Renxian County, Hebei, "The government will not change its position in supporting farmers, and it will give more and better preferential policies to farmers.     "China's grain output grew four consecutive years to reach 500 billion kilograms in 2007, and we are confident the country can maintain a stable supply this year if there are no future severe natural disasters."Chinese Premier Wen Jiabao (C) visits the house of a villager during his work trip in Tianzhai Village, Yongnian County, north China's Hebei Province, April 6, 2008.

BEIJING, April 27 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday urged Hainan Province, China's largest special economic zone (SEZ), to further carry out reform and opening up as it embraces its 20th anniversary.     The province should "beef up reforms and make efforts to achieve breakthroughs in key fields", said Li during his inspection tour to the island province from Thursday to Sunday.     He suggested that the province should build itself into a shipping hub and center of logistics and export-oriented processing facing southeast Asia. Chinese Vice Premier Li Keqiang checks the drinking well in the local village during his inspection tour to Hainan Province on April 27. Local authorities were also told to "adjust and optimize the industrial structure from a high starting point" and place priority on protecting the environment and ecology.     Meanwhile, the results of reforms and opening up should be enjoyed by the masses, said Li, who called for more attention to solving problems concerning ordinary people's livelihood such as medical care and housing.     Li visited factories, ports, hospitals, schools and rural families in Hainan, which celebrated its 20th anniversary on Saturday. LHASA, Oct. 7 (Xinhua) -- At least nine people were killed in a strong earthquake that jolted a county near Lhasa, capital of southwest China's Tibet Autonomous Region, on Monday, the rescue headquarters confirmed early Tuesday morning.     The previous "at least 30" death toll was inaccurate due to unauthoritative sources and needs further check.     Rescuers arrived at Yangyi Village, the worst-hit site in Gedar Township of Damxung County, late Monday night after repairing the road once paralyzed in the 6.6-magnitude tremor.     At least 147 houses in Yangyi and villages in a neighboring county collapsed. Rescuers recovered nine bodies from the debris, and 11 people were seriously injured while eight others received light injuries, Hao Peng, deputy chairman of the autonomous regional government and head of the rescue command, told Xinhua.     More than 600 soldiers, police officers, firefighters, traffic, medical and geological experts were rushing to the quake zone.     Food, drinking water, tents and other materials had been transported to the area. Rescue operation was underway. The injured were being sent to local hospitals.     An earthquake measuring 6.6 on the Richter scale jolted Damxung,82 km from Lhasa, at 4:30 p.m. Monday. The epicenter was at 29.8 degrees north and 90.3 degrees east.     Tremors were felt in Lhasa, but no major damages were found in buildings or historical sites there, including the famed Potala Palace and the Jokhang Temple.     "We examined every palace and building right after the quake and no damages were found," said Jamba Gesang, head of the management department of the Potala Palace. At least nine people were killed in a 6.6-magnitude earthquake that jolted Damxung County near Lhasa at 4:30 p.m. Monday, the rescue headquarters confirmed early Tuesday morningThe famous Bargor Street was as bustling as usual.     The Qinghai-Tibet railway and Lhasa airport remained in normal services.     "The downtown area of Lhasa is relatively safe and there is no need to be panic," Zhu Quan, head of the local seismological bureau, told Xinhua.     More aftershocks may hit Damxung but would not cause damages to buildings in the downtown area, Zhu said.     The quake was measured at level VIII on the 12-level MMI (modified mercalli intensity) scale in the epicenter and it was felt at level V in Lhasa, Zhu said at a press conference.     The MMI scale measures the intensity of an earthquake from its perceptible effects with level V indicating it could be felt by everyone and could break windows. At level VIII, a quake can result in partial collapse of ordinary buildings.     "I was shaken for a few seconds, and lamps in the office swayed. Then everything returned to normal," Xinhua reporter Xue Wenxian said.     Classes ended early in some schools in Lhasa.     The national seismological network recorded another earthquake measuring 5.2 on the Richter Scale in the county at 8:10 p.m. Monday. The regional earthquake monitoring network said it had observed 15 aftershocks.     An emergency response scheme was launched across the region soon after the quake broke out. The local government has sent a working team to guide relief operation in the quake-hit areas.     The rescue headquarters asked relative authorities to release quake information to the public in time.     Another 6.8-magnitude earthquake shook Tibet's neighboring region of Xinjiang on Sunday, but no casualties have yet been reported.     The quake hit at 11:52 p.m., with its epicenter at 39.6 degrees north and 73.9 degrees east in a mountainous area about 100 km from the county seat of Wuqia, Kizilsu Kirgiz Autonomous Prefecture.     Xinjiang earthquake monitoring network said it had observed 196aftershocks as of 1:30 p.m. on Monday, including two above magnitude 5.The debris of collapsed buildings is seen in Gedar Township of Damxung County in southwest China's Tibet Autonomous Region, Oct. 6, 2008. BEIJING, Aug. 27 (Xinhua) -- The Chinese government will stick to an economic policy that focuses on curbing inflation for the rest of the year, a senior official on Wednesday told China's top legislature, as slowing output and rising prices loom over the post-Games economy.     Economic planners would exert themselves to increase supplies of necessities, closely track key prices and make price controls more effective, National Development and Reform Commission deputy chief Zhu Zhixin told the fourth session of the Standing Committee of the 11th National People's Congress.     "A lot of factors can drive prices up," said Zhu. "There is a strong demand for primary products, with prices hovering high on international markets, while more expensive land and labor at home will add to costs."     His statements came after China's main inflation indicator showed a deceleration in July and as the world wondered where the already slowing economy would head after the glitz of the Games.     The consumer price index was up 6.3 percent last month over July last year, lower than the 7.1 percent in June and 7.7 percent in May, as tighter monetary policies adopted last year seemed to bite.     Meanwhile, the country's economic output in the first half was 10.4 percent higher, compared with 10.6 percent in the first quarter and 12.2 percent in the first half last year.     Zhu said the output slowdown was "a moderate correction from a high level".     "The national economy is heading in the direction expected by the macro-control policy."     Zhu cited the pressures on some industries and enterprises as one of the major conflicts in the economy, saying it would take time for the latest supportive policies to show an effect and for companies to adjust.     He told the top legislature the government would continue to seek a balance between fighting inflation and maintaining growth.     Tasks for the rest of the year included improving the contribution of domestic consumption to economic growth, boosting agricultural output and increasing aid to small enterprises, he said.     The government had been focusing on preventing the economy from overheating before changing the goal to "keeping steady, rapid growth" in July.     Many analysts foresaw a loosening of the tight monetary policy to provide liquidity for enterprises, especially exporters, that were squeezed by weakening demand, credit controls and rising costs.     Earlier this month, administrators raised the export tax rebate rates for some textiles and garments, while the central bank allowed more credit to small and medium-sized enterprises.     "The fiscal and monetary policies are likely to be eased, if the current trend is a guide," said CITIC Securities analyst Zhu Jianfang. "The central bank is not expected to come up with any big tightening moves after the Olympics."

BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday.     The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao.     Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Chinese Premier Wen Jiabao (C) presides over a meeting of the members of the State Council's leading group on energy saving and emission reduction in Beijing, July 1, 2008    With performances in conserving energy and reducing pollutant emissions introduced into administrative evaluation, those who fail to meet the goals are to be put under public scrutiny.     Industries with high energy consumption and pollution should be resolutely curbed, and the land use, energy consumption and environment impact assessment should be considered in approving new projects, the State Council warned.     This year should see the closure of small thermal power plants with a generation capacity of 13 million kilowatts. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. Students of Jiefang Primary School donate money to the quake-hit region in Sichuan Province in southwest China, in Harbin, capital of northeast China's Heilongjiang Province, May 14, 2008    Victims who can't afford to pay the land use tax due to the quake can ask for the levy to be reduced or exempted from the tax.     People who buy new homes will be exempted from the deed tax on new home transactions or enjoy a cut in the tax rate. The rules are enforced by the provincial governments for the quake-hit area.     Companies and individuals who donated money to the earthquake area will be partly exempted from taxation, the tax authority reiterated.     Companies on the Chinese mainland have made a combined donation of more than 4.5 billion yuan (US5 million) in cash and goods as of yesterday afternoon, according to Chinese Web portal Sina.com.     Donation, which are within 12 percent of a company's total annual profit, can be claimed as tax deductible expenses, according to China's corporate income tax law. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

MIANYANG, Sichuan Province, June 7 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday visited with some earthquake survivors who had resettled in public camps in Sichuan Province's Mianyang City.     For refugees staying in low-lying lands in the southwest Chinese province, they were also at threat from the huge "quake lakes" bursting their banks.     The 8.0-magnitude tremor on May 12, which had claimed at least 69,134 lives to date, had created the threatening 200 million cubic meter Tangjiashan quake lake which overlooks Mianyang, about 70 meters above the city.     The local government is currently relocating more than 210,000 people to safer grounds.     In his third visit to the province since the quake, Wen said ina camp harboring hundreds of the quake homeless, "I hope you would understand our efforts to resettle you away from your home to a relatively safe place because the swelling quake lake is so dangerous."     "Yes, we understand," the locals replied. Chinese Premier Wen Jiabao (R Front) embraces Wang Shichen, a 12-year-old primary school pupil of grade six, when he inspects the resettlement at Meirui Textile Company in Mianyang, a city in quake-hit southwest China's Sichuan Province, June 6, 2008    "We are trying all out to drain the quake lake in accordance with our contingency plans but anything could happen under such complicated climatic, geologic and environmental conditions," Wen said.     "We appreciate all your efforts and cooperation with the government to defuse this time bomb."     "We are grateful to you, Mr Premier," 60-year-old villager Wu Xiaofeng said.     "The priority of our resettlement task is to make sure everyone will be safe," Wen replied.     "You visited Sichuan thrice, and you should take good care of yourself," a young man chimed in.     "It's my duty," Wen said. "I'm less unsettling after hearing your consideration. I'm afraid people suffering from so much might become jittery and impatient. Are you?" he asked.     "It's okay," one woman replied.     "This is a massive disaster to not only the nation, but also to everyone here," he said. Chinese Premier Wen Jiabao (2nd R) visits quake-affected people at the resettlement in the Mianyang Branch of Sichuan Conservatory of Music, in Mianyang, a city in quake-hit southwest China's Sichuan Province, June 6, 2008Wen then walked into a makeshift police station to ask the officers to be extra alert while patrolling the residence camps at this unusual time.     After shaking hands with an old woman who was sitting on the lower part of a bunk-bed in a big tent, Wen asked whether she felt uncomfortable staying with others.     Showing consideration for others, 87-year-old Mao Fengying said, "Rescue workers from the armed forces are really exhausted. They need better living conditions in the tents."     Touched by this request, Wen then passionately asked the armed forces commanders to improve the living conditions of soldiers.     He then bid farewell to Mao to leave for the next site.     Twelve-year-old Wang Shichen raised a question for Wen. "How long do we have to stay here and when shall we go back home?"     "I think you might go (home) after the drainage," he said.     "Could I hug you?" the boy said after his question. Wen hugged him immediately.     At a temporary retirement home in the camp, Wen greeted 100-year-old Chen Jiazhen. "You would work hard," the centurion told Wen. "Of course, I will," the premier responded with sincerity.     Seeing an old man writing a letter of gratitude to the armed forces rescuers and volunteers, Wen said he was also willing to write some words.     "Respect and strength," he wrote on the reverse side of the old man's letter.

BEIJING, Oct. 1 (Xinhua) -- China will give more efforts to strengthen quality supervision of dairy products in rural areas, said Chen Deming, the minister of commerce, on Wednesday.     "The Ministry of Commerce (MOC) always gives food product supervision in vast rural areas a priority, although it is not an easy job to carry out as in urban areas," said Chen.     Chen said the MOC has urged local authorities to take tangible measures to regulate and stabilize the dairy markets in such areas.     The local governments were asked to launch strict supervision and inspection over dairy products in rural shops, enterprises and wholesale markets. Tainted milk products should be removed from shelves in time.     "The MOC will continue to work together with local governmental organs to ensure a sound market order, and help farmers get more knowledge about dairy products," said Chen.     Meanwhile, Chen noted the country should adopt concrete measures to lift consumer's confidence. "The government should enhance inspection over product quality, while enterprises should take on more social responsibility."     China's food quality has been criticized recently, as 13,000 infants nationwide were hospitalized with kidney problems and at least three were killed after drinking baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is.     After the Sanlu formula's problem exposure, the General Administration of Quality Supervision, Inspection and Quarantine conducted a nationwide examination of baby milk powder to find 22 companies whose formulas were tainted.
