NANTONG, Dec. 13 (Xinhua) -- The first Sino-American Dialogue on Rule of Law and Human Rights ended Sunday in Nantong, a city in east China's Jiangsu Province.     The two-day symposium was jointly organized by the China Foundation for Human Rights Development (CFHRD) and National Committee on United States-China Relations (NCUSCR) of the United States.     Representatives from China and the United States exchanged views on topics of government transparency, pretrial detention, labor disputes and lawyers' role.     Prof. Jerome Cohen of the New York University School of Law said the symposium was "a good exchange" and the U.S. delegation learned more about China.     "We talked about some sensitive issues with people we didn't know before. URUMQI, Dec. 6 (Xinhua) -- A railway became operational Sunday in west China's Xinjiang Autonomous Region, which is expected to boost the transportation from China to central Asia and Europe, said local railway authorities.     The railway, called Second Urumqi-Jinghe Line, runs 381.5 km and links the region's capital Urumqi and Jinghe county. It has a designed transportation capacity of 67.1 million tonnes, which is expected to grow up to 91.7 million tonnes in the future. With a designed speed of 120 km per hour, the railway cost 2.77 billion yuan, according to a statement from Xinjiang Railway Bureau.     Jinghe is linked to Horgos and Alataw Pass, ports on the China-Kazakhstan border, by two other railways. HEGANG, Heilongjiang, Nov. 23 (Xinhua) -- The death toll from the deadly coal mine blast in northeast China's Heilongjiang Province has risen to 104, said local authorities early Monday morning.     Another four are still trapped in the shaft.
