BEIJING, July 29 -- The securities watchdog is mulling further measures to plug the loopholes that showed up in the latest round of initial public offerings (IPO), according to Shang Fulin, chairman, China Securities Regulatory Commission (CSRC).     The CSRC is generally satisfied with the results of the recent reforms, but also identified a number of areas that need to be improved. One of these areas is the lack of a provision to block institutional investors from taking advantage of the new allotment system by masquerading as personal investors in their IPO applications.     "Some institutional investors were known to have circumvented the subscription limits on their accounts by making applications through personal investor accounts opened with borrowed ID cards," said Lu Junlong, analyst, China Finance Online. BEIJING, Oct. 15 (Xinhua) -- China's power consumption in September continued to rise with a faster increasing rate, according to China's National Energy Administration (NEA) on Thursday.     Power consumption in September rose 10.24 percent from the same month last year to 322.41 billion kilowatt hours last month. The increasing rate was 2 percentage points up from that of August.     Accumulative power consumption in the first nine months topped 2.66 trillion kilowatt hours, an increase of 1.4 percent over the same period last year.     In the first three quarters, power consumption of the primary industry which covers agriculture, animal husbandry and fishery, added 6.35 percent from a year earlier to 72.5 billion kilowatt hours.     The second industry, including mining, manufactural, building and construction sectors, consumed 1.95 trillion kilowatt hours, representing a decrease of 1.67 percent over the same period last year.     Power consumption in the service sector climbed 11.26 percent year on year to 293.5 billion kilowatt hours in the first three quarters.

BEIJING, July 31 -- China can expect to be a major target of rising trade protectionism - particularly from the United States and India - as the world struggles to recover from the global financial crisis, the Ministry of Commerce (MOFCOM) said Thursday.    The crisis has pushed trade protectionist cases to a historical high.     "The US is abusing trade protectionist tools to help its own industries tide over the economic slowdown. The cases cover a wide range of products, including textile, steel and chemicals.     "As newly emerging nations are being brought directly into competing against China, the upward trend will continue," Zhou said.     Despite falling exports, China still holds the largest share of labor-intensive products in the American and European markets, which threatens Indian businesses.     "Compared with the US, India is far from reasonable," said Fu Donghui, managing director of the Beijing Allbright Law Firm, which deals with anti-dumping and anti-subsidy cases.     "The Indians find any opportunity to challenge the Chinese. As long as there is any call from an Indian enterprise, the Indian government will launch an investigation, even without research."     The MOFCOM plans to focus on cases involving the US and India. "We expect to find out the reasons behind that growth and learn how to avoid them in the future," Zhou said.     For years, the Chinese government shied away from appealing to the WTO for help in battling trade protectionist measures.     "The government should have actively appealed to the WTO to prevent foreign nations from abusing its rights," Fu said.     China will now use the WTO tools to prevent its businesses from being hurt by foreign counterparts, but, nonetheless, it will be prudent, Zhou said.

ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north.
