BEIJING, May 22 -- The State Council yesterday ordered government departments to cut spending by 5 percent this year to free up money for quake reconstruction.    The money will help to finance a 70 billion yuan (10 billion U.S. dollars) fund for rebuilding after the May 12 quake, which killed tens of thousands, the Cabinet said on its website. State-owned and private companies suffered 67 billion yuan (9.5 billion U.S. dollars) in quake losses, according to the government's preliminary estimates.     Yesterday's Cabinet statement gave no details of how much money the spending cuts were expected to raise. BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June. UNITED NATIONS, Oct. 3 (Xinhua) -- The United Nations and China will co-organize a high-level meeting on climate change early next month, with a special focus on technology development and transfer, the world body announced Friday.     UN Undersecretary-General for Economic and Social Affairs Sha Zukang and China's Deputy Permanent Representative to the United Nations Liu Zhenmin briefed member states at the UN Headquarters on the Nov. 7-8 Beijing High-Level Conference on Climate Change: Technology Development and Technology.     "Technology transfer is of enormous importance in tackling climate change," Sha said. "Together with financing technology transfer, it is one of the means of achieving adaptation and mitigation action."     Effective international action on climate change will require progress on the question of technology transfer, which is addressed in the UN Framework Convention on Climate Change (UNFCCC)and also forms a core aspect of the Bali Action Plan, Sha noted.     "In this context, the conference will provide a forum for open, practical and pragmatic discussions on technology transfer and climate change," Sha said. NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.
