BEIJING, Feb. 2 (Xinhua) -- China promulgated a regulation Monday requiring meteorological authorities to conduct research on meteorological disasters, in an effort to reduce the damage from natural disasters like sand storms, blizzards, droughts, typhoons and icy weather.The Legislative Affairs Office of the State Council, the Cabinet, said Tuesday in a statement the regulation is designed to better protect people's lives and properties.The regulation, which takes effect April 1, requires meteorological authorities above the county level to conduct research on the frequency, intensity, and impact of meteorological disasters, and to set up a database to better evaluate risks.Schools are asked to teach students how to protect themselves and rescue others during natural disasters under the guidance of educational or meteorological authorities.The regulation also specifies the media's role in the event of meteorological disasters.Media organizations are responsible for the release of disaster warnings and alerts given by the local meteorological centers, the regulation says.Media organizations that fail in their responsibilities, release false information, or release alerts without authorization face fines of up to 50,000 yuan (about 7,322 U.S. dollars), according to the regulation.Media groups must cover the occurrence and development of disasters and emergency situations "timely and correctly", it reads.China is one of the countries most susceptible to natural disasters and 70 percent of disasters occurring in China are meteorological ones, according to the statement.

SHANGHAI, Jan. 27 (Xinhua) -- The government must mobilize the public to safeguard security, which is the priority of the Shanghai World Expo, the top Shanghai official said Wednesday.The measures to ensure a secure Expo need understanding and support from the public, said Yu Zhengsheng, secretary of the Communist Party of China Shanghai Municipal Committee. SEOUL, Jan. 25 (Xinhua) -- A trilateral meeting among three Northeast Asian countries is slated for Tuesday in Seoul as the three countries seek to launch a joint research on a free trade pact, Seoul's trade ministry said Monday.According to the Ministry of Foreign Affairs and Trade, the three Northeastern countries are set to discuss on terms of reference on the joint research, as well as the schedule for holding next rounds of dialogue, the ministry said.China, South Korea, and Japan decided at their summit talks on Oct. 10, 2009 to terminate private studies on the issue and to push for a joint research at an administrative level.In addition, the ministry said, the three nations as a follow- up measure agreed to launch the research in the first half of 2010 and to hold a preliminary meeting in Seoul.The private studies on the trilateral free trade pact started in 2003 when the first research was conducted on the macroeconomic impact of the deal, according to the ministry.

XI'AN, Feb. 6 (Xinhua) -- A high-speed railway linking central China city Zhengzhou and northwestern city Xi'an, went into operation Saturday.The 505-km Zhengzhou-Xi'an high-speed railway, the first of its kind in central and western China, cut the travel time between the two cities from former more than six hours to less than two hours, said local railway authorities Saturday.The first train left Xi'an, capital of Shaanxi Province, at 10:50 a.m. and arrived at Zhengzhou, capital of Henan Province, at 1:15 p.m., said Long Jing, head of the Xi'an Railway Bureau. With a speed of 350 kilometers per hour, the high-speed Electric Multiple Unit (EMU) train coded G2004 is about to leave Xi'an for Zhengzhou in Xi'an Railway Station, northwest China's Shaanxi Province, on Feb. 6, 2010.The train traveled at 350 kilometers per hour, said Long. GUIYANG, March 14 (Xinhua) -- The death toll from a partial collapse of an unfinished building Sunday in southwest China's Guizhou Province has risen to seven, the rescue headquarters said.A mold supporting structure in the corridor between two halls at the International Conference and Exhibition Center under construction in Guiyang, capital of Guizhou, collapsed at around 11:30 a.m., burying workers working at the area, said a spokesman for the rescue headquarters.Rescuers found 26 workers who were rushed to hospital. Seven of the workers were proclaimed dead shortly upon arrival at hospital, one more seriously injured.Altogether seven remained hospitalized, and another 12 were discharged from hospital after some treatment.The police were investigating the cause of the accident.

BEIJING, March 9 (Xinhua) -- Nearly 42.5 million Chinese rural workers received professional training in 2009, up 7.6 percent from the previous year and 42 percent higher than the yearly target, the Chinese Ministry of Education said Tuesday.About 7.91 million workers were trained in cities they work in after migrating from rural areas, accounting for 18.8 percent of the total, while the rest were schooled in their hometown provinces, the Ministry said.After the outbreak of the global financial crisis in 2008 when exports contracted and jobs vanished overnight, the Chinese government has increasingly emphasized the importance of rural worker training in a bid to improve worker's job skills and to prepare the country for industry upgrading, the ministry said.In southwest China's Tibet, training covered housekeeping services, traditional painting, solar energy applications and TV set maintenance which are closely linked with the local economy.In east China's Zhejiang Province, rural young people not enrolled at senior high schools have access to a 6 to 12-month training course to give them horticultural and general farming skills.

BEIJING, Jan. 12 (Xinhua) -- China's National Marine Forecasting Station on Tuesday issued an alarm on sea ice as it was developing fast off the country's eastern coast.     In the following week, the floating chunks of ice could extend up to 90 nautical miles off the coast of Baohai Sea and 25 nautical miles in the northern Yellow Sea. The ice thickness could measure up to 40 cm, the station said.     The station warned of threats to port infrastructure, transportation and maritime operations. URUMQI, March 1 (Xinhua) -- Twenty-two women and children in China's far-western Xinjiang Uygur Autonomous Region were rescued on Sunday, one week after they were trapped by avalanches, the region's disaster response authorities said.Bad weather hindered rescue efforts Saturday, but on Sunday two military helicopters managed to take off and reach a coal mining area in Nilka County, Kazak Autonomous Prefecture of Ili, where 135 people were trapped.The helicopters brought the women and children to safe areas, while the rest were left with enough food, vegetables and medicines. They will wait until the road is reopened.Rescuers also airdropped food and medicine for 29 people trapped in an iron mining area in Nilka County.
