BEIJING, March 3 (Xinhua) -- The Chinese antique collector who bid at a Christie's auction for two looted bronze animal heads, Tuesday told why he has refused to pay his winning bid.     The two looted pieces were not allowed to enter China according to a regulation issued a day after the auction by China's cultural relics administration, and as a result, the payment should not be made, Cai Mingchao said in a statement released by the National Treasure Funds of China (NTFC).     China has repeatedly demanded the return of the sculptures -- heads of a rat and a rabbit -- looted when the Old Summer Palace (Yuanmingyuan) was burned down by Anglo-French allied forces during the Second Opium War in 1860.     "The auction negated the history that the cultural relics were looted, defied the ethics of international society, and breached the rules of commercial auctions," Cai said in the statement, which was e-mailed to Xinhua.     Cai said that the sculptures would disappear forever and auctioning looted antiques could become a commercial practice had he not been the final bidder at the auction in Paris on Feb. 25.     "I got the chance and I was capable of buying the bronzes at the time of the auction. As a Chinese collector and art advisor, I'm willing to rescue looted artworks," Cai, NTFC's collection advisor, emphasized.     Cai won the auction by bidding 31.49 million euros (39.63 million U.S. dollars) by telephone, but he told a press conference Monday that no payment would be made.     So far, five of the 12 bronze animal heads have been returned, while the whereabouts of five others are unknown.     An online survey conducted by sina.com.cn showed more than 70 percent of the netizens support Cai's patriotic action for he had safeguarded China's interests. However, others said China's reputation would be affected and Christie's is still able to hold new auctions.     An attempt to contact Cai failed and employees of his company in Xiamen, Fujian Province, said they had lost contact with their boss since Monday.     The company was established in 2003 with a registered capital of 1.16 million yuan (nearly 170,000 U.S. dollars) and more than 10 employees. Cai owns 95 percent of the company's shares.     Chinese Foreign Ministry spokesman Qin Gang reiterated on Tuesday that the looted sculptures were originally owned by China and China opposed any auction of these cultural relics and demanded their return. Qin said he learned the bidder was Chinese on Monday after the news conference.     Christie's has not made any official comment over the issue so far.     NTFC was established in 2002 under the administration of China Foundation for the Development of Social Culture registered under the name of the Ministry of Culture for the purpose of repatriating looted Chinese artifacts.

The People's Liberation Army (PLA) and the armed police shall energetically speed up the modernization of defense, resolutely safeguard the country's sovereignty, security and territorial integrity, and provide a mighty support for national interests and social stability, Hu said.     Hu, also chairman of the Central Military Commission, made the remarks at a plenary meeting of PLA deputies to the National People's Congress (NPC), the top legislative body. BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought.

BEIJING, March 15 (Xinhua) -- China's advertisement sector generated 189.96 billion yuan (27.78 billion U.S. dollars) of revenue in 2008, up 9.11 percent over the previous year, China's State Administration for Industry and Commerce (SAIC) said Sunday.     The revenue from TV commercials reached 50.15 billion yuan, an increase of 13.22 percent over the previous year. It accounted for26.4 percent of the total, the largest share of the market.     Income from newspaper advertisements rose 6.36 percent from a year ago to 34.27 billion yuan in 2008.     The number of foreign-funded advertisement companies in China soared 27.73 percent from the previous year to 737 by the end of 2008, which accounted for 0.4 percent of the total advertisement firms across the country, according to the SAIC.

BEIJING, March 24 (Xinhua) -- Former Vice-Chairman of the Standing Committee of China's National People's Congress Raidi has said the democratic reform to abolish serfdom in Tibet was the people's own historical choice.     Raidi, a 71-year-old Tibetan who was once vice secretary of Tibet Autonomous Region's Party Committee, made the remark during an exclusive interview with Xinhua on Tuesday. BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. Zhang also declared to set up an investigation team to probe into the cause of the accident.     Leaders from the State Administration of Work Safety and Shanxi provincial officials have also arrived at the scene. BEIJING, March 7 (Xinhua) -- China should speed up reforming its financial system to make the yuan an international currency, said political advisors Saturday.     "A significant inspiration to draw from the global financial crisis is that we must play an active role in the reconstruction of the international financial order," said Peter Kwong Ching Woo, chairman of the Hong Kong-based Wharf (Holdings) Limited.     The key to financial reform is to make the yuan an international currency, said Woo in a speech to the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top political advisory body.     That means using the Chinese currency to settle international trade payments, allowing the yuan freely convertible on the capital account and making it an international reserve currency, he said.     China's yuan, or Renminbi, can be freely convertible on the current account but not on the capital account, preventing it from being a reserve currency or a choice in international trade settlement.     China has announced trial programs to settle trade in the yuan, a move analysts say will facilitate foreign trade as Chinese exporters might face losses if they continue to be paid in the U.S. dollar. The dollar's exchange rate has become more volatile since the global financial crisis.     Economists say the move will increase the acceptance of the currency in Asia, which will help it become an international currency in the long run.     The status of the yuan as an international currency will benefit China by giving it a bigger say in world financial issues and reducing the reliance of its huge foreign reserves on the U.S. dollar, some analysts say.     Other analysts argue a fully convertible yuan will hurt China as it would allow massive capital outflow during a financial crisis.     Meanwhile, Chinese authorities remain cautious.     It's possible that the global financial crisis will facilitate the process of making the yuan internationally accepted, but there's no need to push for that, Yi Gang, vice central bank governor, told Xinhua earlier this month.     That process should be conducive to all sides, he said.     Xu Shanda, former vice director of the State Administration of Taxation and a CPPCC National Committee member, urged for faster paces in making the yuan an international currency as a way of increasing national wealth.     He said the United States and the European Union have obtained hefty royalties from the international use of their currencies while China has become the biggest source of that income.     A royalty, or seignior age, results from the difference between the cost of printing currency and the face value of the money.     "China's loss due to royalty payment has far exceeded the benefit of not making the yuan an international currency," he said in a speech to the annual session of the CPPCC National Committee, without elaborating.     China's State Council, or Cabinet, said last December it would allow the yuan to be used for settlement between the country's two economic powerhouses -- Guangdong Province and the Yangtze River Delta -- and the special administrative regions of Hong Kong and Macao.     Meanwhile, exporters in Guangxi Zhuang Autonomous Region and Yunnan Province will be allowed to use Renminbi to settle trade payments with ASEAN (Association of Southeast Asian Nations) members.
