BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. Staff members of a local hospital clear the ruins hit by the earthquake in Lixi Township, Huili County, southwest China's Sichuan Province, Aug. 31, 2008. An aftershock of 5.6 magnitude hit the juncture area of Renhe District in Panzhihua City and Huili County in Liangshan Yi Autonomous Prefecture on Sunday afternoon, one day after the 6.1 magnitude quake hitting the same area. The death toll of Saturday's quake has risen to 28, while no damage caused by the aftershock has been reported    Panzhihua City Quake Control and Relief Headquarters on Sunday confirmed more than 70,000 people in the city were affected by the quake. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

SHIJIAZHUANG, Sept. 23 (Xinhua) -- Babies were sick, hospitals crowded, consumers puzzled, senior officials sacked, farmers could not sell their milk, dairy firm employees had fears for future -- milk scandal affected the life of many Chinese but they were struggling through it.     Ten-month-old Wang Tianhao left hospital after six days of treatment. His mother relieved from scary and worry.     "I was so scared that I couldn't help crying on the first day he was taken into hospital," said the mother Jiang Aihua. The boy had drunk powdered milk containing banned chemical melamine made by Sanlu Group since he was born. Doctors found a stone of about 5mm in diameter in his kidney.     "He is getting better," said Lou Yan, a doctor in charge. "It will take some time to wash the stone out of his body. But he does not need to take any more drugs, just needs to drink a lot of water." She asked Jiang to take her son back home and have an examination next month.     In northern Hebei Province, center of the scandal, about 480 infant patients recovered and left for home by Monday noon while around 1,200 were still in hospital for observation. REBUILDING TRUST     Another mother named Wang Lifang was at a loss on what to feed her baby daughter.     Besides Sanlu, 22 other dairy firms were also found to produced tainted milk power later, including several domestic dairy giants.     Some mothers turned to foreign brands for they lost trust on domestic firms. But Wang could not afford it with an annual family income of around 6,000 yuan (882 U.S. dollars). The price of foreign-made baby formula is three to four times of that for domestic products.     Parents tried many substitutes such as fresh milk, soy milk or even rice soup for their babies. Some even stopped feeding any food with milk for their children.     "I don't know what to do. I hope the government can give us a list of safe milk," she said.     To set up trust among customers, many dairy firms involved in the scandal jointly signed a statement promising to produce safe milk and never let this happen again. Police arrested four suspects and had other 22 in custody while Tian Wenhua, former board chairwoman and general manager of Sanlu, was arrested as well.     Several senior officials were dismissed from their posts including Wu Xianguo, the Communist Party chief of Shijiazhuang City, where Sanlu was based. On Monday, China's chief quality supervisor Li Changjiang resigned over milk scandal.     SEARCHING BUYERS FOR SPLIT MILK     On the wall of a milk station at Nantongye village, a slogan read, "Want to become rich? Raise fewer kids but more cows."     But villager Li Jufeng was planning to sell all the 13 cows his father raised.     "My dad was hit in a traffic accident two days ago. We need money to pay for his medical cost," said the 32-year-old. "If we keep the cattle, we can sell the milk to nobody and we have to feed them."     Dairy farmers at Nantongye village have long been suppliers of Sanlu, the biggest dairy producer in Hebei and nationwide. The company built five stations in the village to collect fresh milk. Since last Sunday it has stopped buying any milk from farmers as its plants were suspended from production.     Villager Li Zhidong's 18 cows produce about 160 kg of milk a day. In the past week, she had a loss of 330 yuan (48.5 U.S. dollars) per day.     It is now a good news for her that four dairy firms in Hebei have signed agreements with the provincial government to buy 2,500to 3,000 tonnes of milk formerly supplied of Sanlu, a government source told Xinhua.     The local government is also negotiating with Beijing-based Sanyuan Group and Shanghai-based Bright Dairy for milk purchase.     STAND TOGETHER THROUGH CRISIS     Sanlu elected its new board chairman and general manager Zhang Zhenling on Sept. 18. He has apologized to the public on behalf of the company and promised to deal with the incident properly and lead the group through the crisis.     Employees at the lowest level like Tian, a lady in her mid-thirties, were worried about their uncertain futures.     "I have no idea what will happen," she said. She had worked for Sanlu for 12 years and it was her first job. "What if the company shuts down and I lose this job? I am not young and it will be hard to find a new one. I have aged parents to support and a son in primary school," she said.     But most employees have stood with the company. Tian worked at the company from morning till night including weekends, helping set up booths, hand out notices and answer questions from customers.     "What I can do now is to do my best," she said. "I hope Sanlu could pull through it. "

NEW YORK, Sept. 23 (Xinhua) -- Chinese Premier Wen Jiabao said Tuesday that China and the United States are not rivals but partners in cooperation and they should work together to further strengthen bilateral relations.     In a speech delivered at a luncheon co-hosted by the National Committee on U.S.-China Relations and other friendly American organizations, Wen said China-U.S. relations have made significant progress since his first official visit to the United States in 2003.     High-level contacts between the two sides are more frequent than ever before, said Wen, who arrived here Tuesday to attend meetings at the headquarters of the United Nations.     "There are now over 60 dialogue and consultative mechanisms between our two countries. The Strategic Economic Dialogue and the Strategic Dialogue have in particular played an important part in increasing strategic mutual trust between the two sides."     On economic cooperation, Wen noted that China and the United States are now each other's second largest trading partners.     Dialogue and cooperation have also extended to a number of new areas, such as energy resources and climate change, he added.     In addition, China and the United States have maintained communication and coordination on global security issues such as counter-terrorism and non-proliferation and on regional and international hot-spot issues, the Chinese premier said.     The ever-deepening friendship between the two peoples is an integral part of growing relations between the two countries, Wen said.     He also expressed sincere appreciation to the American people from all walks of life for their abiding commitment to China-U.S. friendship and extended heartfelt gratitude to the U.S. government and people for their strong support for China's earthquake relief and efforts in hosting the 2008 Beijing Olympic Games.     As to the China-U.S. relations after the upcoming U.S. presidential election, Wen said China hopes to maintain and develop the constructive and cooperative relations with the United States whoever becomes the next U.S. president. Chinese Premier Wen Jiabao (R) shakes hands with former U.S. secretary of state Henry Kissinger in New York, the United States, Sept. 23, 2008. "We are confident that China-U.S. relations will continue to move forward, as the trend of history will not turn back," he added.     China and the United Stated have never enjoyed so extensive common interests as they do today and have worked together to uphold world peace and stability and tackle growing economic and financial challenges, Wen said.     However, "due to differences in social system development level, history and culture, China and the United States may not see eye to eye on certain issues," he said, adding that as long as the two sides engage in dialogue and consultation on the basis of equality and mutual respect, they will be able to gradually dispel misgivings and enhance mutual trust.     He said that both the Chinese people and the American people are open, innovative, and eager to learn.     "Two countries that appreciate each other and learn from each other can live together in amity and achieve common progress."     "China's development will not harm anyone, nor will it be a threat to anyone. China has taken an active part in the building of the international system and will not do anything to undermine it. China is a big responsible country," Wen reiterated.     Touching upon the Taiwan question, Wen said, "The question of Taiwan has always been the most sensitive question at the core of China-U.S. relations. History has shown that the smooth development of China-U.S. relations depends, to a great extent, on the proper handling of the Taiwan question.     "We hope the U.S. side will stick to its commitment, adhere to the one China principle and the three China-U.S. joint communiques, and oppose Taiwan independence," he emphasized.     "We hope the United States will support improvement of relations and the realization of common development between the two sides of the Taiwan Strait. This serves the interests of people on both sides of the Taiwan Strait and is conducive to China-U.S. relations and peace in the world."     Wen also took questions after delivering the speech. When asked about China's food safety, he said that the Chinese government has paid great attention to the country's recent infant formula milk power contamination incident and adopted a series of resolute measures to deal with it.     China will take vigorous measures to ensure the quality of products and food safety, Wen said, adding that China's exports will meet both international standards and requirements of importers and China is willing to enhance cooperation with the U.S. in this regard.     U.S. Secretary of Labor Elaine L. Chao, former Secretary of State Henry Kissinger, and Chair of the Board of Directors of the National Committee on U.S.-China Relations Carla A. Hills also made speeches during the luncheon.     They shared the view that enhancing China-U.S. cooperation is vital to the maintaining of world peace and stability and the resolution of many issues facing the world, and the U.S. should continue to maintain engagements and cooperation with China.     During his three-day stay in New York, Wen will attend a high-level UN meeting for the Millennium Development Goals (MDGs) Thursday and the general debate of the 63rd UN General Assembly Wednesday. He will address the two meetings to further outline China's development objectives.

NANNING, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao said here Sunday that China's financial institutions have generally increased their strength, profitability and risk-resisting ability, and the financial system as a whole is sound and safe in face of the international financial crisis.     Wen made the remarks during an inspection tour to Guangxi Zhuang Autonomous Region in southwest China. Chinese Premier Wen Jiabao greets workers as he visits an oil refinery under construction in Qinzhou City, southwest China's Guangxi Zhuang Autonomous Region, Oct. 4, 2008. He said that the world economic situation has had dramatic changes this year, the United States' subprime crisis has been deteriorating and is having an increasingly serious negative impact on the world's financial market and the world economy as a whole.     Under multiple negative factors, both international and domestic, China has reacted actively and properly, made efforts to improve the predictability, pertinence and flexibility of macro-economic control policies, and timely solved outstanding problems in economic development. As a result, the country's economy has maintained its momentum of smooth and rapid development, Wen said.     Generally speaking, China's economic foundations have not changed and the economy is developing towards the preset macro control targets, said the Premier.     "We have full confidence in China's economic development and financial stability," Wen said, stressing that the most important thing is to do our own business well, maintain the stability of the economy and the financial and capital markets.     "It is the biggest contribution to the world when a big country with a population of 1.3 billion is able to maintain a lasting, smooth and fast economic development," he said.     On Saturday and Sunday, Wen inspected villages and factories in the cities of Beihai, Qinzhou and Fangchenggang, and talked with local people of different nationalities and from all walks of life.     He said that the development of Beibu Gulf should focus on technological innovation and environmental protection to build into an important zone for international and regional economic cooperation.     In Gaosha Village of Qinzhou, Wen inspected rice paddy and visited farmers' homes. ROME, June 4 (Xinhua) -- Food security in China is guaranteed despite the recent major earthquake and heavy snowfalls earlier this year, China's Agriculture Minister Sun Zhengcai said in an interview with Xinhua.     "The earthquake will not change the nation-wide situation of agricultural production this year since local output of the affected area is quite small compared to that of the whole country," Sun said, who was attending a world summit here on soaring food prices, hosted by the United Nations Food and Agriculture Organization (FAO).     An 8.0-magnitude earthquake hit southwestern China in May, with its epicenter in Wenchuan County, a mountainous area of Sichuan province, with the death toll currently at over 70,000 people and causing massive economic loss.     Sun acknowledged local agricultural production was in no way immune from damage. A farmer harvests wheat in the Hailing District of Taizhou, east China's Jiangsu Province, June 3, 2008. The harvest season for nearly 19,000 hectares of wheat in Taizhou started on June 3.    "The damage was mainly to planted crops and livestock," he said, adding an urgent harvesting and planting effort has helped minimize the impact and which had no national implications.     The devastating earthquake struck following severe snow and ice storms that swept southern China early this year, giving rise to concerns about food shortages in the world's most populous country.     However, Sun said food security remains guaranteed because of sufficient stockpiles and a big harvest ahead.     "This year, China's agriculture has prevailed over disasters of snow and ice storms and the extremely severe earthquake, and our summer grains and oilseeds are set to harvest good crops," he said.     Since 2004, food production in China has increased for four consecutive years and the total grain output exceeded 500 million tons last year.     Sun said China's grain reserves are currently abundant and there is enough supply of major farm products to offset the effects of the two natural disasters.     If there are no more major disasters, China is expected to have a big summer harvest this year, with grain output set to rise for the fifth consecutive year. Even in southern China, oilseeds, which had been feared to drop due to the snowfalls, would reverse the declining trend in the previous three years.     Sun said as a huge, developing country with 1.3 billion people, China has always paid great attention to food and agricultural development.     The Chinese government will continue to adhere to the food security policy of basic self-sufficiency, complemented by imports and exports to readjust surplus and shortfalls, he said.

YINCHUAN, Aug. 17 (Xinhua) -- Premier Wen Jiabao encouraged local workers and farmers to work harder to boost industrial and agricultural development of the landlocked Ningxia Hui Autonomous Region in northwest China.     During a recent inspection tour to this largest Muslim region of the country, the premier visited major industrial projects and enterprises, commodity grain, vegetable production and other farming bases. Wen Jiabao (C) talks with Muslim children in the house of Huang Shengxiu, a villager of Wanya village, Xiji county, northwest China's Ningxia Hui Autonomous Region, Aug. 16, 2008Wen told workers during his visit to a methanol and alkene production project Friday to work hard to build up an industrial base that meets the standards of scientific development.     He urged workers to promote renovation and strengthen management to achieve the goal of top quality and technological standard based on resources conservation.     During his visit to a grain production base in northern Ningxia, Wen praised a cooperation mechanism among local farmers that helped them to increase grain output and their income. Wen Jiabao (front 3rd L) applauses as he talks with representatives from religious circles and local muslims at the Najiahu Mosque in Yinchuan, capital of northwest China's Ningxia Hui Autonomous Region, Aug. 17, 2008. In Xihaigu, one of the most poverty-stricken regions in China, Wen urged local people to continue the forestation campaign and improve the ecological environment for sustainable development.     On Sunday, Wen visited Wanya Village, home to 70 Muslim households. He promised that the government will work along with the villagers to fight chronic drought and increase drinking water supply.     He also congratulated villagers on the village's first student to be enrolled by a university in northeast Jilin Province, expressing the hope that more youths will get the opportunity of higher education.     The premier also visited an age-old mosque in the regional capital Yinchuan on Sunday, and talked with representatives from religious circles and local people.
