CAIRO, Dec. 24 (Xinhua) -- At the invitation of Egyptian Prime Minister Ahmed Mahmoud Mohamed Nazef, Chinese Vice Premier Li Keqiang arrived here on Wednesday afternoon for an official visit to Egypt.     "I believe my visit will promote the China-Egypt strategic partnership of cooperation to a higher level," Li said in a written speech upon arrival at the airport.     He noted that China attaches great importance to developing relations with Egypt and is ready to make joint efforts with the Egyptian side to consolidate the traditional friendship, deepen the strategic partnership of cooperation and enhance coordination in international and regional issues with Egypt. Visiting Chinese Vice-Premier Li Keqiang is greeted by Chinese people on his arrival at an airport in Cairo, capital of Egypt, Dec. 24, 2008.    During his four-day visit, Li is expected to meet Egyptian President Hosni Mubarak and hold talks with Nazef on bilateral relations with the Arab world and Africa, and regional, international issues.     Egypt is the second leg of Li's first overseas trip since he took office as vice premier in March. BEIJING, Dec. 6 (Xinhua) -- China on Saturday gave further explanation on the proposed reform of fuel tax and pricing in a bid to dispel misunderstanding that a higher consumption tax will mean higher pump prices.     The authorities on Friday released a draft reform plan to solicit public opinions till Dec. 12. It had been long advocated by experts as key for energy saving and economic structure transform.     The plan, scheduled to take effect on Jan. 1, will abolish six fees now charged for road or waterway maintenance and management.     But drivers will pay higher fuel consumption taxes. Gasoline taxes will be raised from 0.2 yuan (about 3 U.S. cents) per liter to 1 yuan and diesel taxes from 0.1 yuan per liter to 0.8 yuan.     The government reiterated its Friday's statement that the pump prices, which include the higher tax, won't be raised and the reform won't increase costs for fuel consumers.     The tax is reflected in the pump prices and isn't an additional increase to the retail prices, said a joint statement by the National Development and Reform Commission (NDRC), Ministry of Finance, Ministry of Transport and State Administration of Taxation.     The proposed tax is lower than the level in the European Union and also in the neighboring countries and regions, it said.     The draft said China's domestic crude oil prices should be set directly in line with world prices, but the link should be controlled and indirect for refined petroleum prices.     There will be a ceiling on pump prices as part of the plan. The government said it will continue to properly regulate domestic pump prices to prevent the negative impacts of huge fluctuations in the international oil prices on the domestic market.     The reform helps to promote a healthy development of the oil sector and energy saving, and to ensure domestic fuel supply and a stable economic growth, said the statement.     But it said the government will increase subsidies to farmers, taxi drivers, and sectors of fishing, forestry, and public transport.     The reform will be a significant step towards liberalizing retail fuel prices, said researcher Zhou Dadi from the Energy Research Institute of the NDRC.     China has been pushing for fuel tax reform for many years, and the idea of a fuel tax was raised as early as 1994. Both officials and economists said the plunge in global oil price presents a window of opportunity for this reform.     The world crude oil price has plunged almost 70 percent from a peak of 147 U.S. dollars per barrel in mid-July.     Even with oil prices tumbling so much, Chinese drivers are paying much more than those in many other countries because domestic fuel prices have been unchanged since June. Government-set prices are changed only infrequently.     The pump prices are higher than the levels in the United States, but lower than that in some European and Asian nations, said the statement. But it noted this is because of oil resource shortages in the European and Asian countries and their intention to use higher prices to encourage energy saving.

BEIJING, Dec. 26 (Xinhua) -- The three warships forming the small fleet that set sail from Sanya in south China's Hainan Province for escort mission off Somali are among the most sophisticated vessels of the Chinese navy.     The flagship of the fleet, DDG-169 Wuhan, is a multi-purpose missile destroyer of Type 052B of the People's Liberation Army Navy. It was built by Jiangnan Shipyard of Shanghai in 2002. A ceremony is held before a Chinese naval fleet sets sail from a port in Sanya city of China's southernmost island province of Hainan on Dec. 26, 2008. The Chinese naval fleet including two destroyers and a supply ship from the South China Sea Fleet set off on Friday for waters off Somalia for an escort mission against piracy.    With a displacement of 7,000 tonnes, DDG-169 Wuhan is equipped with 16 anti-ship missiles, 48 surface-to-air missiles, close-in weapons system and a helicopter.     DDG-171 Haikou, the Navy's latest destroyer model, is one of the two Type 052C destroyers. It was built by Jiangnan Shipyard in2003. Photo taken on Dec. 25, 2008 shows the Chinese Navy's supply ship Weishanhu in Sanya, capital of South China's Hainan Province. The Chinese Navy's three-ship fleet awaiting sail to waters off Somalia has finished its preparations for the overseas deployment, the fleet commander said Thursday.     DDG-171 Haikou is equipped with China's first generation of phased-array radar and a vertically launched long-range air defence missile system. It will provide air defense the fleet. The ship displaces nearly 7,000 tonnes.     Type 052C destroyers provide the Navy with China's first true aerial defense capability. Both the Wuhan and Haikou have a maximum speed of 30 knots.     The supply ship, Weishanhu (pennant number 887) of the Navy's Qiandaohu class, was launched by Huangpu Shipyard in Guangzhou in 2003. It was commissioned in 2004. Weishanhu is the Navy's first model designed to have round-the-clock supply capacity.     Having a displacement of 23,000 tonnes and maximum speed of 19 knots, Weishanhu is the biggest homemade multi-product replenishment ship. Although its primary role is supply, it can also defend itself and take part in offensive operations using its eight 37mm guns.     All three warships belong to the South China Sea Fleet, headquartered in Zhanjiang of Guangdong Province.     The task force commander is Real-Admiral Du Jingchen, who serves as chief of staff of the South China Sea Fleet.     En route to the Gulf of Aden and waters off Somalia, the commander told Xinhua that the expedition has not been given any landing plans and Chinese warships will not accept assignment from other countries or regional organizations.     "But we will exchange information with other country's escort ships and provide humanitarian help in our power to foreign vessels in danger," Du said. BEIJING, Jan. 19 -- Air China Ltd, the nation's largest international carrier, expects to report its first annual loss in at least eight years on waning travel demand and wrong-way bets on fuel prices.     The carrier made paper losses of 6.8 billion yuan (994.5 million U.S. dollars) on fuel-hedging in 2008, it said on Friday in a Hong Kong stock exchange statement. The airline made a 3.88-billion-yuan annual profit in 2007.     Air China joins China Southern Airlines Co and China Eastern Airlines Corp in forecasting a 2008 loss after the nation's cooling economy damped business and leisure travel. The Beijing-based carrier also reported hedging losses after jet-fuel prices tumbled 70 percent in less than six months.     "Air China is more exposed to the global crisis" than China Southern and China Eastern, said Li Jun, an Everbright Securities Co analyst in Shanghai. "As such, most of its advantages turned into disadvantages last year."     The carrier has been profitable since at least 2000, data complied by Bloomberg News showed, helped by having a wider overseas network than domestic rivals.     "The aviation market experienced a general shrinking demand in 2008 and traffic revenue was significantly lower than expected," the Beijing-based company said in the statement. The hedging contracts "will have a considerable effect on the financial results for the year."     The airline is also able to hedge a greater proportion of its fuel needs than rivals, as Chinese carriers are barred from hedging purchases of fuels for domestic flights. That has previously enabled Air China to limit the effect of increasing fuel prices.     The airline's passenger numbers fell 1.7 percent in 2008 to 34.2 million, the first decline in five years. Its cargo and mail volume dropped 3.8 percent to 898,962 tons.     The shares have dived 80 percent in the past year and closed 3.9 percent higher at 1.88 Hong Kong dollars (24 U.S. cents) a share on Friday in Hong Kong trading.

Taiwanese breeder You Xueyin feeds giant pandas Tuantuan and Yuanyuan, a couple of pandas the mainland has promised to send to Taiwan, at a panda breeding base in Ya'an City in southeast China's Sichuan Province on Dec. 22, 2008, one day ahead of their scheduled departure. The panda pair will take a chater flight to go to Taiwan on Tuesday if the weather condition is ok.     YA'AN, Sichuan, Dec. 23 (Xinhua) -- A pair of giant pandas offered by the Chinese mainland left here Tuesday for Taiwan.     The pandas left Ya'an, Sichuan, at around 8:20 a.m. in an enclosed truck. They would first be transported to Sichuan's provincial capital of Chengdu, about 120 km from Ya'an, and then be flown to Taiwan.     Before their departure, the pandas had their breakfast – carrot and steamed corn buns.     A brief ceremony was held at the Bifeng Gorge Base in Ya'an before the pair's departure.     Zhang Hemin, director of the giant panda protection center, said at the ceremony he hoped the pair would bring happiness to Taiwan compatriots.     The 4-year-old pandas, Tuan Tuan and Yuan Yuan, have been living at a breeding base in Ya'an, Sichuan Province, since the May 12 strong earthquake which damaged their former home in Wolong.     Qu Chunmao, the pair's keeper in Ya'an, spoke in tears, "I wish them a happy life in Taiwan."     A Taiwan keeper, who would accompany the pair to the island, said the pandas were in good condition.     "They had a good breakfast to sustain them on the long journey," she said.

The 10th National Women's Congress opens at the Great Hall of the People in Beijing, China, on Oct. 28, 2008. China's maternal mortality rate has reduced to 36.6 per 100,000 from 51.3 per 100,000 in 2003, and the infant mortality rate has dropped to 15.3 per 1,000 from 25.5 per 1,000 in 2003, according to Huang.     She said more and more women bought various social securities and women's life expectancy reached 75.25 years.     Statistics show more than 27,000 women and children rights protection agencies had been set up to handle cases involving rights infringement. The 10th National Women's Congress opens at the Great Hall of the People in Beijing, capital of China, on Oct. 28, 2008Women of ethnic minority groups and those who were religious believers were also greatly motivated to contribute to the social development, Huang said, adding mainland women groups had conduced various exchanges with their counterparts in Hong Kong, Macao and Taiwan.     International exchanges such as bilateral and multilateral visits were well under way, with the ACWF having established friendship with 697 women and children groups in 164 countries and regions.     The five-day congress will hear and discuss a work report by the Nineth Executive Committee of the ACWF, deliberate and adopt amendments to the federation's constitution, and elect the 10th ACWF Executive Committee.     ACWF Chairwoman Gu Xiulian said 1,407 delegates from across the country were present at the once-every-five-year congress. Among the 1,280 elected delegates, 1,020 of them are newly elected. Each of China's 55 ethnic minorities has at least one delegate to the congress.     Officials in charge of women affairs from Beijing and other provinces, autonomous regions and municipalities, ACWF former leaders and representatives from Hong Kong and Macao, also attended the congress.

BEIJING, Jan. 12 (Xinhua) -- China and the United States on Monday agreed that Sino-U.S. relations had become one of the most dynamic and important bilateral relations in the world. Chinese Vice President Xi Jinping (R) shakes hands with former U.S. President Jimmy Carter, who is here to attend the commemorative events of the 30th anniversary of the establishment of diplomatic relations between China and the United States, in Beijing, capital of China, Jan. 12, 2009.     Chinese Vice President Xi Jinping and visiting former U.S. President Jimmy Carter made the consensus when addressing a reception in the Great Hall of the People to mark the 30th anniversary of diplomatic ties between the two countries. Chinese Vice President Xi Jinping addresses the commemorative reception of the 30th anniversary of the establishment of diplomatic relations between China and the United States in the Great Hall of the People in Beijing, capital of China, Jan. 12, 2009. Xi hosted about 500 guests from the two countries during the reception on Monday evening.     "As one of the most dynamic and important bilateral relations in the world, Sino-U.S. relations not only benefit the two peoples, but also help world peace and development," Xi said.     Xi said that at this crucial time, during the international financial crisis, China and the United States should deal with bilateral relations from a broader global perspective and from the attitude of keeping pace with the times.     He called for the two nations to constantly review bilateral relations from a strategic and overall perspective and firmly pursue constructive and cooperative relations. Former U.S. President Jimmy Carter addresses the commemorative reception of the 30th anniversary of the establishment of diplomatic relations between China and the United States in the Great Hall of the People in Beijing, capital of China, Jan. 12, 2009.     The two countries should maintain exchanges and improve all dialogue and cooperation mechanisms, so as to increase mutual understanding and trust, Xi said.     China and the United States should increase cooperation to jointly respond to global challenges, and expand common interests to contribute more to world peace and development, he added.     Xi also called for the two countries to abide by the three Sino-U.S. joint communiques and respect each other's core interests in a bid to safeguard and promote their relations. Chinese Vice President Xi Jinping (front, 2nd R) talks to former U.S. President Jimmy Carter (front, C), who is here to attend the commemorative events of the 30th anniversary of the establishment of diplomatic relations between China and the United States, while they are taking a group photo in Beijing, capital of China, Jan. 12, 2009.     The two nations should strengthen friendly exchanges between their peoples to cement the social basis for friendship, he said.     The two countries saw trade exceed 300 billion U.S. dollars in 2007, about 120 times of that 30 years ago.     So far, the two governments have signed more than 30 agreements of cooperation, and set up more than 60 dialogue mechanisms. Chinese Vice President Xi Jinping (C) toasts to former U.S. President Jimmy Carter (L) and former Secretary of State Henry Kissinger (R) during the commemorative reception of the 30th anniversary of the establishment of diplomatic relations between China and the United States in the Great Hall of the People in Beijing, capital of China, Jan. 12, 2009.     China and the United States, as cooperative partners, not strategic opponent, enjoyed mutually beneficial relations, not zero-sum competitive ties, Xi said. The cooperation was conducive for both countries, for the Asia-Pacific region, and for the world at large.     Former U.S. President Jimmy Carter said in his address that the relationship "is the most important diplomatic relationship in the world today."     Carter, who, in office, made the decision to normalize relations with China, said, "History has shown that normalization brought greater security and prosperity to more people, not only to the U.S. and Chinese peoples, but also to the rest of the world." Former U.S. President Jimmy Carter (2nd L), who is here to attend the commemorative events of the 30th anniversary of the establishment of diplomatic relations between China and the United States, presents his new book to Chinese Vice President Xi Jinping (R) in Beijing, capital of China, Jan. 12, 2009.     He said he was fortunate to see the relationship flourish and to observe China reinventing and rebuilding herself into a nation that has "changed her mission to the Chinese people and to the world".     "If we are to overcome the challenges of the 21st Century, including global warming and climate change, disease control, terrorism, nuclear proliferation and a global financial crisis, our two nations must maintain the mutual respect that has served us in the past," he said.     "The founding principles of 'understanding, patience and persistence' that began 30 years ago should never be in danger," Carter said, referring to the incoming administration of President-elect Barack Obama.     Carter said he had always adhered to the one-China policy. "I consider it an essential policy priority of the United States that the People's Republic of China be recognized as the sole government of China," he noted.     Xi met with Carter before the reception, applauding the efforts of Carter and other politicians to promote the Sino-U.S. relations. Xi hoped they would continue their work.
