CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. MOSCOW, July 30 (Xinhua) -- Chinese merchants will be allowed to retrieve their goods in a closed Moscow market, the head of a Chinese coordination group said on Thursday.     A Chinese coordination group on Thursday discussed with Moscow's consumer department the clearing up of Chinese merchants' stalls in the Cherkizovsky market as well as the transferring of their goods.     The Russian side agreed to take further steps to safeguard the market's order and to work with the Chinese side to crack down on the illegal activities, said Cai Guiru, head of the temporary Chinese coordination group and chairperson of the Chinese Chamber of Commerce in Russia.     It is agreed that Chinese merchants will be allowed to clean up their stalls and ship out their merchandise during a specific period of time every day, Cai said.     The Russian side took "sincere and earnest" attitudes towards the handling of the market closure, in the hope that most of the Chinese merchants will be able to retrieve their goods safely, she said.     This meeting is helpful and the Russian side heard positive opinions from Chinese vendors, said Georgy Smoleyevcky, first deputy head of the Moscow Consumer Market and Services Department.     The Russian side will make conclusions accordingly and give instructions to relevant departments, he said, expressing the hope that complaints from Chinese traders will be less and less in future.     The official also dismissed the speculation that a Chinese shopping mall will be built in the place of the closed Cherkizovsky, Russia's biggest wholesale market.     The coordination group, formed under the auspices of the Chinese embassy in Russia in July, involves heads of China's provincial chambers of commerce.     Russian police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29, after the disclosure of various illegal and irregular operations in the market by the Russian Federal Supervision Service for Consumer Rights Protection and People Welfare.     A Chinese senior delegation, led by Vice Minister of Commerce Gao Hucheng, reached broad consensus with the Russian side on the closure issue.

NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.
