China began to develop its own numerical forecast model less than a decade ago.There is a 10-year gap between the Chinese model and advanced foreign models, Duan said.The extreme weather also made it a huge challenge for Chinese meteorologists."It was increasingly difficult to forecast as low-probability extreme weather is occurring more frequently," Qiao Lin, chief weather forecaster of the Central Meteorological Station, said.To enhance the country's defense against extreme weather, China will begin to establish a monitoring and warning system, Jiao said.

Beijing's top official on cross-Straits affairs Monday condemned a referendum pushed by Taiwan leader Chen Shui-bian as a move that is threatening to drag ties into a "high-risk period".Chen Yunlin, minister of the Taiwan Affairs Office of the State Council, called the referendum to join the United Nations under the name of Taiwan as a "scheme" aimed at de jure independence for the island.The Taiwan authorities led by Chen Shui-bian are "attempting to change the cross-Straits status quo that both the mainland and Taiwan belong to one China " Chen Yunlin said in a signed article published Monday in the latest issue of Qiushi (Seeking Truth) journal, a publication of the Central Committee of the Communist Party of China.The article came amid mounting concerns from across the Straits and international community over the proposed referendum, which is expected to strain cross-Straits relations and threaten regional stability.In an interview with a German newspaper published Monday, Chen Shui-bian insisted the referendum for Taiwan's admission to the UN will be slated for March as scheduled, along with the island's "presidential" elections.The Taiwan leader was quoted as saying he has no rights to "veto the referendum".Raymond Burghardt, chairman of the American Institute in Taiwan, rapped Chen Shui-bian in a meeting in Taipei last week, saying the United States is greatly concerned about the referendum and hopes it will be scrapped.He said his remarks represented views from the "highest level in Washington".Once Chen Shui-bian's plot materializes, "it will bring serious consequences cross-Straits relations and peace", Chen Yunlin warned in the article.The minister said the fight against pro-independence forces is becoming more and more intense as their secessionist activities are being intensified.He stressed that "China's sovereignty and territorial integrity brook no division, and any matter in this regard must be decided by the entire Chinese people including our Taiwan compatriots"."The 1.3 billion Chinese people will never swallow the bitter fruit of 'Taiwan independence'," Chen Yunlin said.He reiterated that Beijing will stay on high alert of any desperate moves of the secessionist forces of Taiwan.In the event that "Taiwan independence" secessionist forces should act under any name or by any means to cause Taiwan's secession from China, or that major incidents entailing Taiwan's secession from China should occur, we shall resort to necessary measures without hesitation to safeguard national sovereignty and territorial integrity, our core national interests," he said.

BEIJING, March 12 (Xinhua) -- Financial operations of loan growth in China was steady in February with increasing individual deposits, the People's Bank of China reported on Wednesday.     Outstanding renminbi deposits among the country's financial institutions reached 40.49 trillion yuan (5.70 trillion U.S. dollars) in February, up 17.22 percent in comparison to the same period last year.     The growth was 2.10 percentage points higher than January, the central bank said in a statement.     In February, the outstanding value of all renminbi loans of financial institutions hit 27.22 trillion yuan, up 15.73 percent compared with the same period last year.     The growth was 1.01 percentage points lower than January, the central bank said.     China's M2, the broad measure of money supply, reached 42.10 trillion yuan in February, up 17.48 percent from a year earlier. The increment was 1.46 percentage points lower than the number in January.     The narrow measure of money supply, M1, rose 19.20 percent to 15.02 trillion yuan, but the increment was 1.52 percentage points lower than January.

CHONGQING -- A bus fire that killed 27 people in southwest China's Chongqing Municipality on Tuesday had been an arson attack, local police said on Wednesday.Xiao Yonghua, a former employee of the company that operates the ill-fated Yutong bus, hid gasoline in his baggage before he got on the bus that left Wansheng district for downtown Chongqing at around 5:00 pm on Tuesday, said Wang Yunsheng, deputy head of the municipal public security bureau.In less than 20 minutes, the bus carrying 38 people caught fire. The driver pulled over, and the panic-stricken passengers tried to flee. But the flames started in the front of the bus and blocked the exit.Twenty-seven were killed in the accident, including 17 men and 10 women, and the remaining 11 people were injured.One passenger, Zhang Dazhong, said he had to jump out of the window to survive but was injured on the head.Xiao, 50, was sitting with his wife, 38-year-old Zhang Xiaoya, in the first row on the left side of the bus, right behind the driver, said Wang.Both died in the fire.Lab work has confirmed the presence of gasoline traces on their seats.Until September 20, Xiao was deputy manager of the Wansheng branch of the Guanzhong Public Transport Company that owned the bus.He was suspended from his post because of family disputes, and was unhappy with the punishment, the company said.The Ministry of Public Security sent experts to join the investigation in Chongqing.Hospital sources said the 11 injured are out of danger.By 5:00 pm Wednesday, 26 of the dead have been identified by their families.

BEIJING -- Chinese Foreign Minister Yang Jiechi on Thursday night urged all concerned parties to resume the Iranian nuclear talks as soon as possible."The Iranian nuclear issue is now at a crucial moment. China hopes all concerned parties, including Iran, make joint efforts to resume negotiations as soon as possible in a bid to promote the comprehensive and proper settlement of this issue," Yang told Iranian chief nuclear negotiator Saeed Jalili in their talks in Beijing.Yang reiterated China's consistent position on the Iranian nuclear issue, saying China has always advocated a peaceful solution to the issue through diplomatic negotiations, supported the international non-proliferation system, safeguarded regional peace and stability and made continuous efforts in this regard. Jalili said Iran's nuclear plan is completely of a peaceful nature. He added Iran appreciates China's position of a peaceful solution and the country is ready to strengthen cooperation with the International Atomic Energy Agency (IAEA) and resolve the issue through negotiations.The two sides also exchanged views on bilateral ties. Nanjing - Four people died and 16 were injured when a snow-laden fuel pump shelter in Nanjing suddenly collapsed on Sunday afternoon, according to local sources.The accident took place around 2:30 pm at the Sinopec Wujiang fuel pump station in Pukou District of Nanjing, the Jiangsu Province capital, when one van, one sedan and six motorbikes were refueling.The station ceiling, with a floor area of 1,430 square meters, suddenly gave way to the thick snow that had accumulated on it over the past few days. When it hit the ground, it engulfed all the vehicles and people beneath it, said information from the city government.It was not immediately known whether any station service workers were in the accident.The victims were all rescued from the debris and rushed to hospital immediately. Four later died from their injuries. The others were hospitalized.The accident is under further investigation.

TAIYUAN -- Fifteen miners have been confirmed dead following Saturday's gas explosion in a coal mine in Linfen City, north China's Shanxi Province, rescuers said on Sunday. Rescue operation is still going on. The gas blast occurred around 1:50 p.m. on Saturday at Pudeng Coal Mine in Kecheng Township of Puxian County. About 30 miners were trapped underground, according to preliminary estimates. "The exact number of miners trapped underground is yet to be affirmed," said a spokesman for Shanxi Provincial Bureau of Coal Mine Safety Supervision. The cause of the gas explosion is being investigated. Pudeng Coal Mine, which is in operation with permits, produces 150,000 tons of coal a year. Zhao Tiechui, director of the State Administration for Coal Mine Safety Supervision, together with local officials have rushed to the accident site to direct rescue efforts.

In the competition for Chinese routes, US airlines gather support from politicians and customers to sell their proposals to federal regulators. California is the number one US state in terms of total exports to China and the top exports include computers and electronic products, waste and scrap materials, transportation equipment and heavy machinery.

China's State Council on Friday approved a new regulation designed to make it easier for the public to lodge complaints against what they deem unjust government decisions. According to the Regulation on Implementing Administrative Review Law, the public has the right to ask the government to review its actions and decisions that they believe have infringed upon their rights. "It is an important platform for China's administrative organs to solve disputes, ease social tension and strengthen inner monitoring," said an official with the State Council's legal office. To ensure officials do not pass the buck, the regulation also stipulates that government bodies at all levels must take petitions seriously or their chief officials may be sacked. The regulation is based on the Administrative Review Law China adopted in 1999, the official said. Since then an average of more than 80,000 disputes have been resolved every year. The official said that the new regulation would be a more efficient means for the public to file complaints to the government than compared with filing lawsuits and petitioning. "Many of the disputes are thus settled at grassroots and rudimentary level and do not have to go to courts," the official said. "It tightens the affinity between the government and the public, and helps improve the government image." The regulation will take effect on August 1.
