BEIJING, Jan. 30 (Xinhua) -- China's National People's Congress (NPC), the top legislature, on Saturday voiced strong protest against Washington's plan to sell a package of arms worth about 6.4 billion U.S. dollars to Taiwan, urging the U.S. side to immediately withdraw the wrong decision.The U.S. government announced the plan "in disregard of the strong opposition and repeated representations from the Chinese side," said a leading official of the NPC Foreign Affairs Committee."We are firmly opposed to that (the plan), and has lodged severe representations to the U.S. side," the official said.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, in which the United States promised not to seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales to the island.The plan endangers China's national security and efforts for peaceful reunification. It also harms Sino-U.S. relations and peace and stability in the Taiwan Strait. "The Chinese people are strongly indignant about it," the official said.The arms package would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.

HONG KONG, Feb. 5 (Xinhua) -- The relationship between the United States and China has been growing despite potential friction over trade and other issues, said Clark T. Randt Jr., former U.S. ambassador to China, at a lecture in Hong Kong on Friday.Randt said the potential trade friction, which should not be surprising given the dire economic situation and the upcoming mid- term elections in the United States, was more likely to come from the Congress rather than the administration.Randt, who had been U.S. ambassador to China from July 2001 to January 2009, said it was not surprising that the two countries should have disagreements given the differences in history, culture and the values."But the important thing is to keep in mind ... the awareness on both sides of the very important strategic interests we share," he added.The leaders in both Washington and Beijing understand that the two countries share strategic interests on many topics, Randt said, adding that he was "sure that the United States policy towards China has not changed.""More and more Americans are trying to know China, though the Chinese people still know the United States better than the Americans know China. BEIJING, Feb. 25 (Xinhua) -- Chinese police had cracked 210 online gambling crimes and arrested 918 suspects in the 13 days ending Feb. 20, an official with the Ministry of Public Security (MPS) said Wednesday.Gu Jian, vice director of the bureau of cyber security under the ministry, said the ministry also cracked another 122 less severe cases and punished 351 people in the same period.He did not provide further details about the cases.Eight Party departments, government ministries and financial regulatory bodies including the MPS and the People's Bank of China, jointly launched a seven-month-long nationwide campaign to curb online gambling on Feb. 8.The campaign, according to an earlier statement from the MPS, targets "major and severe cases, and would arrest domestic and foreign groups that organize online gambling and severely punish the offenders."Online gambling has seriously disturbed social and economic order, and has drawn strong complaints from the public, Gu said.

BEIJING, Feb. 23 (Xinhua) -- Access to finance for China's small enterprises generally improved in 2009, but still was not good enough, said the country's top banking regulator on Tuesday.Outstanding loans to small Chinese enterprises added to 5.8 trillion yuan (849 billion U.S. dollars) as of the end of 2009, China Banking Regulatory Commission (CBRC) said in a statement posted on its website.The figure accounted for 22 percent of total corporate loans by the end of last year, 1 percentage point higher than a year ago, said the CBRC.The CBRC data showed that the growth rate of new loans to small enterprises in 2009 was 5.5 percentage points higher than that of the total corporate lendings and 0.61 percentage higher than all lendings.China has set a target of keeping the growth rate of new small business loans higher than that of all loans in 2010, and the amount of new loans should be bigger than the previous year, said the CBRC."Small enterprises" in China refers to those with assets worth less than 10 million yuan or annual sales less than 30 million yuan, according to a CBRC document.Last December, China promised to help improve the financing mechanisms to help small and medium enterprises (SMEs), as they were worst hit by the financial crisis and have had difficulty securing loans as commercial lenders preferred state-owned enterprises and large key projects, as the risk was not as great.SMEs refers to enterprises whose annual business revenue is below 300 million yuan.
