GUANGZHOU, July 5 (Xinhua) -- Chinese Vice President Xi Jinping has praised Guangdong's pioneer role in the 30-year reform and opening drive and urged the south China province to continue promote cooperation with Hong Kong and Macao special administrative regions (SARs).     Guangdong played the role as a window, laboratory and pioneer in the construction and development of socialism with Chinese characteristics, said Xi during a study tour of the south China province on July 4 and 5.     Xi, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited towns, enterprises, communities, ports and research institutions, with Guangdong Party chief Wang Yang and governor Huang Huahua.     Xi hailed Guangdong's economic and social development, highlighting the fact that only socialism could save China, only the reforms and opening up to the outside world could develop China, socialism and Marxism. BEIJING, July 13 (Xinhua) -- The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams. A notice issued by the municipal government said that, except for schools and institutions that provide essential services, SOEs should operate from 9 a.m. to 5 p.m. The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams    Large shopping centers should open at 10 a.m. and stay open later in the evening.     Other institutions should operate from 9:30 a.m. to 5:30 p.m.     Government departments won't alter their hours, the notice said.     The notice also encouraged institutions to handle business online if possible and arrange flex-time arrangements where feasible.

MACAO, Oct. 1 (Xinhua) -- The year of 2008 saw China make several great achievements in various fields, which is a testimony to the nation's improving comprehensive national strength, the chief of Macao said at a reception held here on Wednesday to celebrate the 59th anniversary of the People's Republic of China (PRC).     Attracting worldwide attention, the Chinese mainland successfully held the Beijing Olympics and the Paralympics in the past two months, while taking great steps in its space exploration history by accomplishing the Shenzhou VII mission that saw the first spacewalk by a Chinese astronaut, Ho Hau Wah, chief executive of the Special Administration Region (SAR), said when addressing over 1,000 officials and luminaries at the cocktail party.     He also pointed out that China showed profound and strong vigorand demonstrated its national spirit, when the whole nation mustered up its concerted effort to brave the challenge of massive snowstorms that swept several provinces and the powerful earthquake occurred in the Sichuan province that led to a large number of deaths.     The party was part of the annual events held on China's National Day every year. The chief executive officiated a flag-raising ceremony at the city's Lotus Flower Square early Wednesday morning, and later met more than 40 young people from the quake-hit Sichuan province, who assisted the rescue of victims in the disaster area.     Since this year will also witness the 30th anniversary of China' s reform and opening-up, Ho noted that after undergoing numerous challenges and overcoming various difficulties in the past three decades, the nation entered a new era of its development. "Being a Chinese, we all take great pride in it," he said     Regarding the nine years after the SAR's establishment, Ho concluded that behind every step of the SAR's development, there was the all-out support from the central government, and the SAR also closely kept pace with the development and construction of the mainland, in a bid to strengthen its ties with the mainland people.     Next year will not only witness the 60th founding anniversary of PRC, but the 10th anniversary of the SAR. BEIJING, Aug. 16 (Xinhua) -- For a second day, the Olympic host city reported Grade I -- or excellent -- air quality on Saturday, the eighth day of the Olympics. In most of the day, the city basked in sunshine.    Figures released by the China Environmental Monitoring Center (CEMC) revealed that Beijing's Air Pollution Index (API) showed a reading of 23 on Saturday, which fell into Grade I, whose API reading ranges between 1 and 50. On Friday, CEMC's figures showed an API reading of 17.    China uses the API system to report the country's air quality. An API reading between 51 and 100, or Grade II, means the air quality is fairly good. An API reading between 101 and 150, or Grade III, entails the air quality is slightly polluted.Also on Saturday, deputy director of the Beijing Municipal Bureau of Environmental Protection Du Shaozhong said the city reported seven days with Grade I air quality in the first half month in August, which was the highest since 1998.    In the other eight days, Beijing's air quality was in Grade II, which was within the standards to host the Olympics.    "Beijing often reports more days with Grade I air quality during the autumn and winter in comparison with the summer. But this August, the number of days with excellent air quality is unusually high," he said.    Since 1998, the highest monthly number of days with excellent air quality in the summer was five, in July of 2006, he said. Last August only two days reported excellent air quality.    Du forecast that Beijing's air quality would be excellent or fairly good during the Olympics and Paralympics. "Should weather conditions be favorable, Beijing's air quality would be excellent. Should weather be unfavorable, the air quality would be in Grade II," he saidWang Zifang, a Beijing-based expert on weather forecasting, said Beijing's air quality would be excellent until Monday.    "During Aug. 19-21, the wind is forecast to change direction and may bring pollutants from cities to the southeast of Beijing, such as Tianjin and Langfang," Wang said.    Du attributed good air quality to efforts made by Beijing to curb air pollution over the last nine years, especially this year.    Beijing municipal government said it had poured more than 140 billion yuan (20.5 billion U.S. dollars) since 1998 into more than 200 projects dedicated to improving the city's air quality.    In the run-up to the Beijing Games, the host city implemented some drastic measures to reduce pollution.    In one of these measures, Beijing has imposed an odd-even restriction system based on licence plate numbers that would keep vehicles off the road on alternate days from July 20 to Sept. 20.

CHENGDU, May 16 (Xinhua) -- Rescue operation and disaster relief for victims in the worst earthquake over decades are of top priority of the nation, and thus require concerted efforts from the whole country, Chinese Premier Wen Jiabao said Thursday night.     Monday's 7.8-magnitude earthquake that ravaged southwestern Sichuan Province and was felt in most parts of the country was the "most destructive" tremor and had the "most wide-spreading impact" since New China was founded in 1949, Wen said on a meeting of the rescue headquarters under the State Council headed by himself. BEIJING, June 20 (Xinhua) -- The Ministry of Finance said late Friday it allocated another 3.78 billion yuan (548 million U.S. dollars) in subsidies to help low-income families against the latest fuel price hikes announced a day earlier.     Of the total, 1.85 billion yuan will go to urban low-income families, and the rest will be offered to such families in rural areas, the ministry said.     Low-income families in cities would get an extra 15 yuan for each person every month starting from July, 10 yuan for rural families, according to the announcement on Thursday. BEIJING, Sept. 11 (Xinhua) -- With the Beijing Paralympic Games under way, Chinese President Hu Jintao and other top leaders watched a musical and dancing performance staged by disabled artists in Beijing on Thursday night.     The grand show, titled "My Dream," was presented by the China Disabled People's Performing Art Troupe (CDPPAT) in the Poly Theatre in downtown Beijing. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues.
