The government announced plans to achieve "leapfrog development" in Tibet in January, including building the region into a "strategic reserve of natural resources" with the aim of reducing poverty among the Tibetan people. Tibet has more than 3,000 proven mineral reserves and it has China's biggest proven chromium and copper deposits. According to the plan, mineral resources will contribute at least 30 percent to the regional GDP over the next 10 years. Tourism will continue to play a significant role in supporting the economy.

BEIJING, Jan. 27 (Xinhua) -- China is scheduled to issue 26 billion yuan (3.82 billion U.S. dollars) of book-entry treasury bonds from Jan. 28, the Ministry of Finance (MOF) announced Wednesday.The two-year bonds, the first batch of treasury bonds this year, will be issued on the national inter-bank bond market and securities exchange market on Jan. 28 and Jan. 29, the MOF said in a statement on its website.The bonds have a fixed annual interest rate of 2.01 percent and will be available for trading from Feb. 2. Interest will be paid annually. The principal will be paid upon maturity on Jan. 28, 2012.

GUANGZHOU, Jan. 21 (Xinhua) -- Southern Guangdong Province launched the pilot real-name ticket system Thursday morning amid China's efforts to curb ticket hoarding by scalpers.China's first real-name ticket was booked at 7:03 a.m. by phone, confirmed the ticket booking system of Guangzhou Railway Group (GRG), operator of the province's railways.The ticket, priced at 423 yuan (61.96 U.S. dollars), was for a hard berth on a train coded K446 scheduled for Jan. 30, running from south China's Shenzhen City to northwestern Xi'an City.The real-name system covers tickets of trains scheduled for the 40-day Spring Festival travel peak starting from Jan. 30. With the code and ID card at hand, the traveller can get his ticket from wickets in railway stations or ticket agencies."This procedure is expected to prevent long queues at the windows because most of the communication is made on phone," said Huang Xin, head of GRG's passenger transport section.The National Development and Reform Commission forecast some 210 million train trips during the Spring Festival rush, a year-on-year rise of 9.5 percent.The real-name system has drawn much attention in China. It still needs to be seen whether the system can effectively curb ticket hoarding. NANNING, March 15 (Xinhua) -- Twelve of the 14 cities in southern China's Guangxi Zhuang Autonomous Region are affected by drought, the regional flood-control and drought relief authority announced Monday.The drought had affected 522,967 hectares of farm land by March 11 and 1.76 million people were denied easy access to drinking water, 232,100 people more than seven days earlier, said a statement from the authority.About 870,900 head of livestock were also suffering a shortage of drinking water.Local meteorologists forecast that in most of Guangxi, temperatures would be 0.1 to 1 degree Celsius higher than average in March and April, and precipitation would be 20 percent less.The authority predicted the drought would worsen, as the peak season for water consumption in spring ploughing would begin soon.
