BEIJING, May 15 (Xinhua) -- Chinese Premier Wen Jiabao has ordered the armed forces and civil aviation department to deploy 90 more helicopters for rescue missions in quake-hit Sichuan province.     The decision was made at a late Wednesday evening meeting of the national quake relief headquarters held on a running train from Sichuan provincial capital Chengdu to Guangyuan city about 200 kilometers away. About half of the 20 million population in these areas were directly affected by the quake, according to the meeting. Among them are 1,620 people seriously injured, according to information from the meeting.

BEIJING, May 4 (Xinhua) -- Chinese Premier Wen Jiabao urged Chinese law students to be fair-minded and patriotic in future law enforcement here on Sunday.     A law student should develop a high degree of sense of responsibility for the country, the society and the people. He or she should be fair-minded and above all, love this country, said Wen during his visit to the China University of Political Science and Law on China's Youth Day.     During his trip, Wen first went to the first floor of the university's library, which boasts the country's largest collection of modern law books. Here Wen met senior experts and professors and talked with them about the law history.     "We will better implement the policy of 'administration according to Law'", said Wen, when receiving a collection of law history books from professor Zhang Jinfan, who spent 19 years with some 10 professors to compile these books.     Wen then stepped into the second floor of the library, where he joined the students in the reading room and exchanged views on legal system building.     When asked by Wang Tuo, a PhD candidate majoring in Criminal Law, about his expectations for the concept of "Ruling the Country by Law", Wen said the concept served as a basis for developing economy and maintaining social harmony     To promote democracy, improve the legal system, and rule the country by law is not only a national strategy, but also serves to safeguard the personal rights and freedom of every citizen, he said. BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. BEIJING, Aug. 5 (Xinhua) -- As a 6.1-magnitude aftershock hit southwest China's Sichuan Province, the country's quake relief headquarters held its 24th meeting on reconstruction here on Tuesday, reiterating its dual focuses: livelihoods and the environment.     At the meeting presided over by Premier Wen Jiabao, the headquarters urged giving priority to the basic needs of the survivors of the May 12 earthquake in Sichuan Province. It also promised to improve the local environment step by step, ensuring "fast and sound" reconstruction. On Friday afternoon, an aftershock of the same magnitude hit Pingwu and Beichuan counties in Sichuan, injuring 231 people.

BEIJING, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao and his Australian counterpart Kevin Rudd, in a phone conversation on Monday, exchanged opinions on relations between their two countries as well as the international financial crisis and climate change.     Wen spoke positively of the development of the mutually beneficial cooperation between China and Australia.     He said China is willing to work with Australia to intensify coordination and cooperation, and meet the complicated global challenges in a bid to promote harmonious and sustainable development of the world.     The Australian prime minister lauded China's position and active role in handling the international financial crisis.     Rudd said the international community should strengthen cooperation to establish and improve the mechanism to guarantee the transparency and consistency of the international financial system.     Australia would like to work with China to reinforce exchanges and cooperation in international finance and in multilateral and bilateral fields, he added.

BEIJING, April 13 (Xinhua) -- Chinese companies will no longer need the central bank's approval when issuing short-term bonds on the inter-bank market amidst government efforts to boost direct financing and reduce bank loan risks.     The People's Bank of China (PBOC) announced non-financial companies could issue bonds with maturities of less than one year on the inter-bank market without its approval from April 15.     Instead, they would only need to register at the National Association of Financial Market Institutional Investors set up in September, the PBOC said in a statement issued late on Saturday.     It said other negotiable notes "with a certain maturity" issued by non-financial companies on the inter-bank bond market wouldn't need administrative examination and approval, either. Nor would future innovative financing tools on the market.     China has vowed to develop its capital market and broaden direct financing channels to curb enterprises' heavy reliance on bank credit.     "China's financial structure has long been unbalanced, with its direct financing underdeveloped," said the statement. "Enterprises rely on bank loans too much, bringing them fairly large hidden risks."     To boost innovation in debt offering and raise the share of direct financing could mobilize the transfer of deposits to investment and decrease credit risks of the banking system, it said.     China allowed companies to offer short-term bonds to qualified institutional investors on the inter-bank market in May 2005.     From then to the end of 2007, 316 companies issued 769.3 billion yuan (about 109.9 billion U.S. dollars) of short-term bonds, with 320.3 billion yuan of outstanding debts, statistics showed.     In comparison, short-term loans to non-financial companies and other institutions surged 1.25 trillion yuan in 2007, while middle- and long-term loans jumped 1.65 trillion yuan.

Many of the bodies were never properly interred, and many of the Chinese visiting the memorial on Friday have no graves to visit.     Fuzhou, the capital of Fujian Province in east China, unveiled a monument ln honor of the thousands of firefighters died on duty since 1949. It is the first such monument in the country.

BEIJING, April 5 (Xinhua) -- Chinese President Hu Jintao and other senior leaders took part in a voluntary tree planting activity at the Olympic Forest Park here on Saturday.     China's top legislator Wu Bangguo, Premier Wen Jiabao, top political advisor Jia Qinglin, as well as Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang, and Zhou Yongkang also planted trees at the park next to the national stadium, the main venue of the Beijing Olympic Games.     Covering some 680 hectares in the north of Beijing, the park is a major part of the 2008 Olympics infrastructure, which is expected to improve the city's environment and air quality.     Hu said during the activity that the Beijing Olympics and Paralympics are approaching.
