BEIJING, April 28 (Xinhua) -- China and Peru on Tuesday signed a free trade agreement (FTA) in Beijing, capping over-a-year-long negotiations and legal processes. A complementary deal on service trade was signed with Chile in 2008.     "The pact features a high degree of openness," Zhu said, citing phased, free tariffs on more than 90 percent of goods ranging from China's electronic products and machinery to Peru's fish powder and minerals.     Under the deal, both pledged to further open their service sectors and offer national treatment to investors from the other country.     China and Peru also reached agreement on intellectual property, trade rescue, customs procedures and other fields.     The official said the pact would play an important role in helping both nations deal with global financial foes and boosting their own economies.     Trade between the two countries reached 7.5 billion U.S. dollars in 2008, according to Chinese customs authority.     The FTA deal is likely to come into force in early 2010, Zhu said.     Since the beginning of the decade, Beijing has vigorously pursued free trade agreements. So far, China has signed FTA deals with the Association of Southeast Asian Nations (ASEAN), Chile, Pakistan, New Zealand, Singapore and Peru.     China is also in free trade talks with Australia, the Gulf Cooperation Council, Iceland, Norway and Costa Rica, among others.

BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

BEIJING, May 12 (Xinhua) -- On China's first "Disaster Prevention and Reduction Day" on Tuesday, Chinese Vice Premier Hui Liangyu called for enhancing public awareness of disaster reduction.     Tuesday also marked the first anniversary of the massive Wenchuan earthquake that rocked southwestern Sichuan Province on May 12 last year and claimed more than 69,000 lives, leaving nearly 18,000 missing.     Hui, also director of the National Commission for Disaster Reduction (NCDR), told a forum on disaster prevention and reduction that "efforts should be made to strengthen the foundation of disaster reduction and step up disaster monitoring, relief and reconstruction so as to create sound conditions for social stability."     Approved by the State Council, or Cabinet, the NCDR, Ministry of Civil Affairs, China Earthquake Administration and Beijing Municipal Government jointly staged an emergency drill Tuesday in Beijing's Haidian District, participated in by students and some members of the public, in a simulated earthquake situation. They practiced evacuation, aid in the air and medical aid.     Hui said the country's disaster emergency and legal mechanism on disaster reduction is being constantly improved and the comprehensive reaction in disaster relief was getting better.     The emergency response system had played a key role in dealing with the 8-magnitude quake and snow disaster in southern China last year, as well as severe flooding, drought and typhoon, and greatly saved people's life and reduced economic loss, he said.     "However, the disaster reduction situation is still arduous as various natural disasters are frequent in China," Hui said.     He called for enhancing monitoring and early warning so as to quickly respond to disasters, consolidating various infrastructures and rural and urban constructions, bringing the army's disaster relief role to a full play and improving disaster relief capabilities to ensure stability of disaster-hit areas.     Efforts should be made to strengthen material and technological storage, public education and official training, he said.

"The ultimate way out for the Palestinian issue is the realization of two states, Israel and Palestine, living side-by-side in peace."     Therefore, the Chinese ambassador called on parties concerned to continue to act in the spirit enshrined in relevant UN resolutions and adhere to the principle of "the Land for Peace" and "the two-state solution," saying that they should push for the earlier achievement of reconciliation between Israel and Palestine, the establishment of an independent state of Palestine and the peaceful coexistence between Arabs and Jews.     The realization of a comprehensive, just and lasting peace in the Middle East depends on the settlement of all relevant issues in the region, he said.     Describing both the Syria-Israel talks and the Lebanon-Israel negotiations as "important components of the Middle-East peace process," Zhang called for a holistic approach to promote such talks.     Meanwhile, he said other hot-spot issues in the region should also be "properly addressed so as to create a favorable environment for the peace process."     On the other hand, "the Middle East peace process cannot be achieved without the help and support of the international community," Zhang said, calling on the international community to continue to support the development of Palestine and immediately implement its commitment to the reconstruction in Gaza.     "Parties concerned should uphold just and strengthen the mediation efforts and at the same time consider the establishment of a broadly-represented, balanced and effective multilateral mechanism which will provide oversight and support for the peace process in the Middle East," Zhang said.     Zhang said China supports the efforts of the Quartet, a diplomatic group of the United Nations, the European Union, Russia and the United States in search of the Middle East peace, and Russia's proposal to hold an international conference on Middle East in Moscow.     The open council meeting, chaired by Russian Foreign Minister Sergey Lavrov whose country holds the rotating presidency of the 15-nation council this month, came at a time when the new Israeli government was headed by hawkish Prime Minister Benjam Netanyahu.     Netanyhu has so far refused to publicly endorse the creation of an independent Palestine state, the key element of an international plan to bring about a comprehensive, just and lasting peace in the Middle East.     Also present at the open debate are UN Secretary-General Ban Ki-moon, British Foreign Minister David Miliband, French Foreign Minister Bernard Kouchner, Turkish Foreign Minister Ahmet Davutoglu and UN ambassadors from other Council members.     Israel, Palestine and Arab states were not invited to address the meeting.
