县长离职感言讲话稿

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday that the key to Sino-U.S. relations was to mutually respect and accomodate each other's core interests and major concerns while differences from different national conditions were normal.     "The China-U.S. relations are very important. Maintaining and promoting such ties is a shared responsibility of both sides," Hu told reporters here after meeting visiting U.S. President Barack Obama.     China is ready to work together with the United States to push forward the continuous, healthy and stable development of Sino-U.S. relations to better serve the interests of the two peoples and the people around the world, said the Chinese leader.     Hu said that the two sides have reaffirmed the "cardinal principle" of "mutually respecting national sovereignty and territorial integrity" and voiced opposition to any attempt by any force that violates this principle.     He said that China appreciates President Obama's support for the one-China policy and the three Sino-U.S. joint communiques, and his respect for China's national sovereignty and territorial integrity on the Taiwan issue and other matters.     "We have both agreed to conduct dialogues and exchanges on issues including human rights and religion, in the spirit of equality, mutual respect and non-interference in each other's internal affairs, so as to boost understanding, mitigate differences and broaden consensus," Hu said.

ROME, Nov. 17 (Xinhua) -- China's experience in eradicating hunger can be learned by other developing countries, the president of the UN International Fund for Agricultural Development (IFAD) said on Tuesday.     Speaking to reporters on the sidelines of the World Summit on Food Security, Kanayo Nwanze said China has done a lot both in increasing national funds for agriculture and in supporting other developing countries through strategic rural investments.     "I have seen firsthand progress," he said. "China was able in 30 years, from 1978 to 2007, to reduce rural poverty from 30 percent to 1.6 percent through massive investments in rural development and rural areas, focusing on women, right policies andl and access."     For Nwanze China can be a role-model for other developing countries.     "Through her own experience China is able to collaborate with others in bringing its knowledge and technology to other parts of the world," he said.     However, "it is then the recipient country's responsibility to ensure that these experiences are properly used," he added.     "China's partnership with developing countries, in particular Africa, is able to assist these countries but it is imperative that the developing countries have themselves the right policies to ensure that the investments reach the rural population," Nwanze said.

BEIJING, Nov. 24 (Xinhua) -- China hopes the upcoming China-EU summit will promote strategic mutual trust, said Vice Foreign Minister Zhang Zhijun on Tuesday.     Zhang said, the summit to be held on Nov. 30 in the eastern Chinese city of Nanjing is the highest level of dialogue mechanism between the two sides, and it has a unique and leading role in the development of China-EU relations.     At the invitation of Chinese Premier Wen Jiabao, European Commission President Jos Manuel Barroso, Swedish Prime Minister Fredrik Reinfeldt, whose country currently holds the rotating EU presidency, and EU High Representative Javier Solana will attend the summit. Both sides will exchange views on bilateral relations, global financial crisis and climate change.     Zhang said China hopes the summit will actively enhance strategic mutual trust and both sides will be more determined to support each other's choice of path of development.     China also hopes the two sides will make a general blueprint for the dialogue and cooperation in various fields and show the world their cooperation on global issues including trade protectionism and climate change, Zhang added.     China and EU have common or similar views on major international issues such as upholding multilateralism and promoting world peace and stability. They enjoy a sound basis of cooperation on promoting reform of international financial system and coping with climate change, Zhang said.     According to the Foreign Ministry, Chinese and EU leaders will attend the signing ceremonies of a series of agreements on science and technology, economic and trade, environment protection and industry, and hold a press conference after the summit.     The upcoming 12th China-EU summit is the second of its kind in 2009 as the first one was held in May, and it is also the third time for the leaders to meet in 2009 since Wen visited Europe at the beginning of this year.

GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.

BEIJING, Dec. 2 (Xinhua) -- Chinese vice premier Li Keqiang has called for efforts to build the South-to-North Water Diversion Project into a water-efficient and environment-friendly project.     Li made the remarks at a meeting held by the State Council on Tuesday, saying the government should stick to policies regarding resource-conservation and environment-protection in the construction work.     Li ordered relevant departments to intensify their efforts on pollution control and eco-environment protection in both the water source area and areas along the project in the course of construction.     Li, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed that a good job on the resettlement of residents is essential.     Addressing the meeting, vice premier Hui Liangyu ordered attaching great importance to quality and safety, strengthening pollution treatment and properly resettling local residents.     Launched in 2002, the South-to-North Water Diversion Project, consisting of eastern, middle and western routes, is designed to divert water from the water-rich south of the country, mainly the Yangtze River, to the dry north.     By the end of October, the government has invested 34 billion yuan (or 4.98 billion U.S. dollars) in the eastern and middle routes, and part of the project has contributed to alleviate the water strain in Beijing.

BEIJING, Jan. 7 (Xinhua) -- Vice Premier Zhang Dejiang urged the country's railway departments to make efforts to promote safe railway transport and build quality railway projects to better serve socio-economic development.     Continuous efforts should be made to relieve railway transport capacity shortage and further expand the country's railways network, Zhang told a national railway conference.     "Although shortage of the country's passenger and goods transportation by railways has been eased to some extent, railways are still a bottleneck restricting economic development," Zhang said.     He stressed railway technology innovation, railway project quality and improvement of services for the convenience of passengers.     Zhang also urged railway departments make full preparations to cope with traffic peak during the upcoming holiday, when millions of people rush back home for the Spring Festival, China's Lunar New Year, which falls on Feb. 14.     In 2009, China's railways saw a passenger flow of 1.52 billion and transported 3.32 billion tonnes of freight, both breaking records. The country's railways are expected to see a record of 1.64 billion passenger trips in 2010, up 7.6 percent from last year.

ROME, Nov. 16 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Monday proposed a four-point action plan aimed at eradicating world hunger in his address to a world summit on food security.     Stressing the fact that the financial crisis has worsened the plight of the poor and the hungry, the Chinese vice premier said the summit, hosted at the UN Food and Agriculture Organization (FAO) headquarters here, was "of special significance to world food security, global economic recovery and sustainable development."     In order to overcome the "dual pressure of an international financial crisis and a global food crisis," the first suggestion of the Chinese government was to increase input and raise food production by investing more in agriculture, build up the capability to resist natural disasters and strive for greater self-sufficiency. Chinese Vice Premier Hui Liangyu makes a speech during the United Nations Food and Agriculture Organization (FAO) Summit in Rome, capital of Italy, Nov. 16, 2009. On behalf of the Chinese Government, Hui Liangyu attended the United Nations Food and Agriculture Organization (FAO) Summit which opened Monday    Both industrialized and developing countries should in the long run forge their own "blood-generating" capacity, Hui said.     He called on developed countries and international organizations to provide developing countries with financial, technological, market and capacity-building assistance.     The second Chinese suggestion presented to world leaders at the FAO summit was to "create a sound market environment for mutual benefit and win-win progress," obtainable through the elimination of all sorts of protectionism, the re-launch of the Doha Round negotiations and the reform of global financial governance.     "All countries should jointly oppose trade protectionism in all its forms and manifestations and push for a positive outcome of the Doha Round negotiations," he said, urging developed countries to slash agricultural subsidies, remove trade barriers and give greater market access to developing countries.     Thirdly, Hui proposed to push forward with the reform of the UN food and agriculture agencies and improve the global governance mechanism in order to rapidly react to crises.     "China supports the creation of a food security safeguard system encompassing early warning, emergency relief and regulation functions," he said.     Lastly, the Chinese government called for a coordinated and global approach in order to ensure a balanced growth.     "Food security is closely related to economic growth, social progress, climate change and energy security," Hui said, adding that global cooperation must be intensified in all sectors because challenges are multiple and interconnected.     This is why all countries "should strive for a positive outcome of the upcoming Copenhagen summit on global warming," the Chinese vice premier said.     The world summit on food security opened in Rome on Monday. During the three-day event more than 60 heads of state and government will gather to discuss measures to eradicate hunger and ensure food security.
