However, many have acknowledged that the city has done much to improve its air quality.     This is the fifth time since 2001 for top leaders to take part in planting at the park, where nearly 500,000 trees have been planted.     Hu said voluntary tree planting is an effective way to get everyone involved in improving the environment. "For every tree we plant today, we gain another spot of green in the future," he said.     About 2 million Beijingers took part in planting activities in the capital on Saturday, which is Beijing's 24th voluntary tree planting day. 

BEIJING, Sept. 20 (Xinhua) -- Premier Wen Jiabao said on Saturday China was confident and fully capable of keeping a good momentum of economic growth this year despite domestic difficulties and a global economic slowdown.     Addressing a seminar for the country's ministerial-level official in Beijing, Wen said this year had been the most difficult year as China faced both global challenges and domestic problems in economic operation. All illegal activities should be severely punished to ensure people have safe food.     He also championed the balanced development between the rural and urban areas, saying agricultural issues should be the first priority of government work     The seminar was presided over Vice Premier Li Keqiang. Your spirit has touched all Chinese people. I hope you will soon go back to your normal lives and build a better home."     At Dujiangyan Radio and Television Station, Li urged the technicians to repair the network as soon as possible to ensure that the people in the quake zone could enjoy radio and TV programs. The Chinese national delegation at the Beijing Games will also be the largest in the country's Olympic history.     At the training venues on Wednesday, Hu also visited the athletes' dining hall and rehabilitation center, urging the cooks to continue to prepare delicious meals and the doctors to provide thoughtful services.     He also voiced strong support for anti-doping.     "Anti-doping is a precondition for hosting a successful Games," he said after signing his name on a scroll for anti-doping. He urged the center staff to make greater efforts for the preparations.     Starting in mid-June, the coast of Qingdao was coated with a vast algae coming from the Yellow Sea. A bright green covering of algae smothered beaches and extended out several hundred meters. It once covered 32 percent of the sailing venue at the peak of the outbreak.     Hu expressed satisfaction with the efforts Qingdao had made to clean the seawater and make it qualified for the sailing event, and urged local authorities to continue to keep alert.     He also encouraged Chinese athletes to achieve good results and voiced sincere welcome for foreign athletes.     "The Chinese people are showing their warm welcome to athletes from all over the world. GENEVA -- The Tibet issue is not an ethnic issue, not a religious issue, nor a human rights issue, but an issue either to safeguard national unification or to split the motherland, a Chinese diplomat said in Geneva on Friday."The Tibet issue is entirely an internal issue of China which concerns the country's sovereignty," said Qian Bo, counsellor of the Chinese Mission to the UN Office in Geneva.The diplomat was addressing a regular session of the UN Human Rights Council, during which some delegates made biased comments on the so-called human rights situation in Tibet.Those delegates' comments were "an evident act of politicizing human rights and practicing double standards," said Qian.Qian stressed that the human rights situation in Tibet had improved continuously since its peaceful liberation in 1951.He said Tibetans are now enjoying full religious freedom and their traditional culture has also been carried forward."The progress and achievements made in Tibet are facts that cannot be written off by lies and libels," he said.The diplomat stressed that the violent crimes committed in March in Lhasa, the capital of southwest China's Tibet Autonomous Region, were mastermind and incited by the ** clique aimed at splitting the motherland.The riot has nothing to do with human rights, so China cannot accept any unreasonable accusations, he said.The diplomat also urged the Human Rights Council to avoid politicizing human rights and remove double standards in order to maintain its prestige and credibility.

BEIJING, April 25 -- The key mainland stock index yesterday soared 9.29 percent, the biggest one-day jump in six years, as investor sentiment was boosted by the government lowering of stamp duty.     The slashing of trading tax from 0.3 percent to 0.1 percent, effective yesterday, was widely seen as another government effort to lift the stock market from the doldrums it has been in for six months.     It followed the introduction of trading rules last Sunday to mitigate the impact of an expected flood of previously non-tradable shares after the lock-in period, which could greatly depress the market.
