DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.    

BEIJING, Nov. 17 (Xinhua)-- According to the China-US Joint Statement issued here Tuesday, China and the United States recognize common interests in promoting the peaceful use of outer space and agree to enhance security in outer space.     The statement said the two sides believed that China-US cooperation on common global challenges would contribute to a more prosperous and secure world.     "China and the U.S. agree to discuss issues of strategic importance through such channels as the China-US Strategic and Economic Dialogues and the military-to-military exchanges," said the statement.     It said both leaders reaffirmed their commitment made on June 27, 1998 not to target at each other the strategic nuclear weapons under their respective control.     The two sides agreed to handle, through existing channels of consultations and dialogues, military security and maritime issues in keeping with norms of international law and on the basis of respecting each other's jurisdiction and interests, said the statement.     The statement was signed during President Obama' s first official visit to China between November 15 and 18.

UNITED NATIONS, Jan. 1 (Xinhua) -- China on Friday assumed the rotating presidency of the UN Security Council for the month of January.     China will perform its duty as the rotating Council president in an objective and fair way and work with other Council members to maintain international peace and security, said Zhang Yesui, China's permanent representative to the United Nations, in a recent interview.     China will do its utmost to make sure that the Security Council works in a smooth and efficient way, Zhang added.     The Security Council presidency rotates among the Council members in the English alphabetical order of their names. Each president holds office for one calendar month. China previously assumed the presidency in October 2008.     As a permanent member of the Security Council and the largest developing country in the world, China fully participates in the work of the United Nations and plays a constructive role, Zhang said.     Under the UN Charter, the Security Council has the primary responsibility for the maintenance of international peace and security in the world at large.     The Council has 15 members: five permanent members -- China, France, the Russian Federation, the United Kingdom and the United States -- and 10 non-permanent members elected by the UN General Assembly for two-year terms.     Also on Friday, Bosnia and Herzegovina, Brazil, Gabon, Lebanon and Nigeria began their two-year terms on the 15-nation Council.     The five new Security Council members were chosen after running uncontested races for the non-permanent seats, and they were duly elected by the 192-member General Assembly during a secret ballot at the United Nations Headquarters in New York in October 2009.     The five countries joined Austria, Japan, Mexico, Turkey and Uganda, whose terms on the Council end on Dec. 31, 2010.

BEIJING, Oct. 26 -- Shanghai has applied to regulators to launch a free exchange between the yuan and the New Taiwan dollar to enhance financial cooperation, the head of the Shanghai Financial Service Office said Sunday.     "With growing trade between Shanghai and Taiwan in recent years, we hope that a free exchange between the yuan and the New Taiwan dollar can be conducted in Shanghai as a trial," said Fang Xinghai at the 6th China International Finance Forum.     "We have applied to the regulators and expect it will be approved soon," Fang said at the two-day forum which ended Sunday.     Shanghai has recently launched a cross-border currency clearing system and Fang expects that it will be extended to Taiwan soon.     By the end of April, Taiwan had invested 5 billion U.S. dollars in more than 6,000 projects in Shanghai, and trade between the two sides totaled 13.68 billion dollars in the first eight months of this year.     Although the two sides must overcome some barriers in financial cooperation, Fang said they can explore possibilities in innovative products, such as exchange-traded funds that enable investors to buy or sell shares in an entire benchmark portfolio.     "The Shanghai Stock Exchange is making efforts to introduce ETFs based on overseas equity indices (and) we can also expect Taiwan and the mainland to introduce ETFs based on each other's index," Fang said.     The two sides can also cooperate in sectors that are not directly supervised by the central government, such as venture capital.     "Taiwan is very successful in the venture capital sector, while the Chinese mainland is still in the first stage. Policies have now been eased so that Taiwan VC firms can set up branches on the mainland," Fang noted.     The Chinese mainland and Taiwan in April sealed a cooperative financial regulatory mechanism.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao made five proposals on promoting Sino-U.S. relations and tackling delicate issues of common concern while meeting with visiting U.S. President Barack Obama in Beijing Tuesday.     Obama, who is in Beijing for a four-day state visit to China, agreed with Hu on the proposals, reiterating that the United States does not seek to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     FURTHER STRATEGIC MUTUAL TRUST     Hu called on the two countries to continue to increase strategic mutual trust with prerequisite of respect for each other's core interests and major concerns.     He hailed Obama's statement that the United States sticks to the one-China policy and hoped that the United States would "properly handle" the Taiwan issue and forbid "Tibet independence" and "East Turkistan" forces from using U.S. territory to cover their anti-China separatist activities.     In Hu's words, China and the United States should not be opponents, but partners that trust each other and cooperate sincerely.     "The development of China is an opportunity for all nations, including the United States," Hu said. "It is not a challenge, let alone a threat."     MAINTAIN EXCHANGES AT ALL LEVELS     Hu said China and the United States should maintain different levels of communication and consultation on major issues in a timely manner through different channels, including exchange of visits, talks and meetings on multilateral occasions.     The two countries should further substantiate the results of the first round of Sino-U.S. Strategic Economic Dialogue and start soon to prepare for the second round of talks in Beijing next summer, Hu said, calling the dialogue an important platform to enhance exchanges and cooperation between the two countries.     STEP UP MACRO CONTROL     It is "necessary" for China and the United States to step up cooperation on coordinating macro economic and financial policies, pushing forward reforms in the international financial system and improving global economic governance structure, Hu said.     He also raised the issue of trade frictions, voicing hope that the United States would loosen restrictions on its export of hi-tech products to China as soon as possible, while recognizing China's market economy status and facilitating expansion of trade and investment cooperation.     "Under the current circumstances," Hu said, "the two countries should more resolutely oppose and resist trade protectionism in any form."     ADVANCE EXCHANGES, COOPERATION IN VARIOUS AREAS     The other areas proposed by Hu for further cooperation between China and the United States include infrastructure, climate change and clean energy, and exchange of students.     He said China is willing to work with the United States on space exploration and construction of high-speed railways.     The two sides should take the launch of the joint clean energy research center as a turning point and deepen cooperation on energy saving, emissions reduction, renewable energy and treatment of environmental pollution, Hu said.     China is also willing to increase counter-terrorism cooperation with the United Stats on a basis of mutual benefit and hold dialogues with the United States on issues of human rights and religions based on the principle of equality, mutual respect and non-interference with each other's internal affairs, said Hu.     WORK TOGETHER TO MEET GLOBAL, REGIONAL CHALLENGES     Hu proposed that the two countries should continue to work together on global and regional hot issues in light of the benefit gained in recent years by cooperating on climate change, nuclear non-proliferation, crackdown on transnational crimes, disaster relief and prevention and treatment of contagious diseases.
