SHENZHEN: Companies in the Pearl River Delta area, the country's manufacturing powerhouse, are raising wages to attract migrant workers amid fears of a worsening labor shortage, a survey has shown.The survey was conducted by the service center of Guangzhou human resources markets, which looked at 252 companies with at least 200 employees each.The poll found out that the average monthly salary offered to new staff was up 13 percent from last year at 1,160 yuan (2).The survey also showed that nearly 70 percent of the companies said they will hire new employees this year, up 20 percent from the same period of last year.Still, the number of job-hunters has decreased and are said to be more picky, the Guangzhou Daily reported.The first job fair in Guangzhou after the Spring Festival break on Friday reportedly offered about 7,000 vacancies, but attracted only 4,000 job-seekers.Figures from the Guangzhou labor authority showed that sectors such as the textile, toy-making, construction, catering, electronics and service industries were top of the list for workers.It was particularly difficult for the textile and toy-making industries to hire workers since such companies could offer an average monthly salary of just 960 yuan, far below what is available across the board, the labor authority said.The situation was said to be similar in other cities in the Pearl River Delta region, such as Shenzhen and Dongguan, which has seen industrial restructuring and experienced the impact of the new labor law, researchers said.However, research by the Asian Footwear Association showed that close to 1,000 shoemaking factories closed or moved out of the Pearl River Delta region last year, with 25 percent setting up in Southeast Asian countries, 50 percent in other mainland cities and about 25 percent adopting a wait-and-see approach."The industrial repositioning of the Pearl River Delta region has forced some of the companies in the region, especially those with less competitive edge in the market, to close or move out," Ding Li, a researcher with Guangdong Academy of Social Sciences, said."The flow of migrant labor has been a clear indication of that."The appreciation of the yuan, raw material price hikes and adjustment of export policies have also seen many private firms and companies funded by businesses from Hong Kong, Macao and Taiwan slowing down demand for migrant workers, the Guangdong labor authority said.

A former top official from Beijing is facing prosecution for taking bribes from property developers, advertising companies and other businesses, a local newspaper reported Thursday.Zhou Liangluo, 46, former head of Haidian district, the city's thriving university and hi-tech hub, received bribes totaling 16 million yuan (.2 million) from 10 businesses and individuals, the Beijing Times reported.Caijing magazine said on its website last month that Zhou was apparently uncovered when authorities were investigating Liu Zhihua - the former vice-mayor of Beijing - for alleged corruption and finding out that a real estate developer Liu Jun had been bribing the two.However, there is so far no evidence proving the alleged links.Investigators last month handed Zhou's case to a city court for trial.His wife, Lu Xiaodan, also faces charges of taking more than 8 million yuan in bribes, the paper said.Beijing has enjoyed an influx of investment over recent years, partly spurred by its preparations to host the Olympics Games.Zhou's posts in Haidian, and before that in Chaoyang district, gave him a big say over lucrative projects.The report did not say when Zhou and Lu are to be tried or how they are expected to plead to the possible charges.

BEIJING - China welcomed Sudan's acceptance of a joint African Union- United Nations peacekeeping force for the country's troubled Darfur region. A Sudanese diplomat in Ethiopia confirmed on Wednesday that Sudan has accepted the mission after receiving assurances that a "hybrid" AU-UN force of 17,000 to 19,000 troops will not be open-ended and Sudan will remain in control of its borders. "China welcomes the deployment of a hybrid AU-UN force in Darfur and the joint statement," Foreign Ministry spokesman Qin Gang said in a statement posted on the ministry's Web site late Wednesday. "The facts have shown that dialogue and equal negotiation is an effective approach to political solution of the Darfur issue, and the consultation between AU, UN and Sudan is an effective mechanism," Qin said. China recently appointed a special representative for Africa to focus on Darfur, and has publicly urged Khartoum to give the UN a greater role in trying to resolve the conflict. The Darfur conflict began in 2003 when local rebels took up arms against the Sudanese government, accusing it of decades of neglect. CHENGDU: Halfway up the Longquan Mountain sits a tiny village where Fu Qing used to live with her parents.Each morning, the young girl would get up at 6:30 am and after breakfast, walk for 40 minutes along a winding mountain path to the nearest primary school.In winter, she would often become anxious toward the end of the school day, concerned she might not make it home before sunset.But these days, the 14-year-old no longer has to worry about long lonely walks on dark mountain paths.Along with 3,164 other children from Longquan Mountain, Fu now attends a boarding school in Chengdu's Longquanyi district. Exempt from tuition and lodging fees, each student also receives 130 yuan a month for meals and bus fares, and two new uniforms each year.The youngsters are all part of the Golden Phoenix Project, a pilot program that aims to provide better schooling for children from Chengdu's rural areas. Authorities in the Sichuan capital hope it will also better prepare them for urban life.Longquanyi covers an area of about 500 sq km, two-fifths of which is mountainous. About 60,000 people live in the mountains, most of them farmers.Fu's former primary school was in Chadian, a village located at the very heart of Longquan Mountain. It had just six classrooms and on rainy days, the roof leaked.Once the rain had stopped the students would have to repaint the blackboards with ink, which would get washed off in the downpour. And at the start of every semester, Fu and her classmates had to carry their desks and chairs to school, because there was no money to buy new ones.In the evening, Fu would make dinner for herself and her mother, who spent her days growing beans and fruit on the mountain. Fu's father worked at a construction site in Chengdu.The local government launched the Golden Phoenix Project in 2005 in a bid to bring youngsters like Fu down from the mountain and into middle schools in the towns.As well as providing them with financial support, the authorities allocated 160 million yuan for the construction of a boarding school, which, on its completion next year, will be able to accommodate 5,000 students.Fu is one of 1,840 students from mountain villages currently living and studying at the almost-complete school, which boasts 121 teachers, including 20 who act in loco parentis.And rather than having to repaint the blackboard after each downpour, Fu now enjoys computer studies and physical education classes when she gets to run on the rubberized athletics track, something she had never even seen before.The new school is helping provide Fu not only with an education, but also a real insight into urban living.Since she has been there, she has learned how to use a flush toilet, for example, and understand traffic lights.Her biggest dream is to finish her education and become an office worker in the city.Thanks to the Golden Phoenix Project, all middle-school-aged children from Longquanyi's mountainous areas attend boarding schools in nearby towns.The district government is now planning to spend a further 40 million yuan to establish similar schools for primary students.Zhou Jiping, head of Chengdu's education bureau, said: "The Golden Phoenix Project is just one of the efforts being made here to ensure the balanced development of urban and rural education."Children studying under the project often perform better than their peers from urban areas, he said.Over the past four years, local authorities have spent 1 billion yuan on the construction and renovation of 400 schools in rural areas. BEIJING - The number of commercial bribe cases dealt with by Chinese courts rose to 4,406 in the first seven months, an increase of 8.2 percent over the same period of last year, according to the Supreme People's Court (SPC) on Saturday.Xiong Xuanguo, vice-president of the SPC, said the number of cases featuring corporate wrong-doings rose 37.3 percent and cases relating to individual employees of companies jumped by 52.1 percent.Of the 3,748 commercial bribery cases that have been closed this year, 94.1 percent involved civil servants, Xiong said.A total of 31,119 commercial bribery cases were dealt with in China in the past two years before August 2007, with 7.079 billion yuan (US2.51 million) involved, said Li Yufu, deputy director of the leading group on anti-commercial bribery under the Central Committee of the Communist Party of China.
