At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Delegation groups will today meet with government leaders, including Yang Jiechi, the minister of foreign affairs and Jiang Zhenghua, chairman of the Chinese Peasants' and Workers' Democratic Party. The visiting students may even bridge some cultural divides. "I think that young people can play a very important role in securing a peaceful future for the US and China," Levin said. "Today, especially among the older generation, there is a great deal of ignorance about China in the United States, and some ignorance about the United States in China as well." Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". "I think the trip will serve a cultural purpose in that our students will get a deeper understanding of Chinese culture to the extent that this throws into public view the importance of student-to-student exchanges," Levin said. "And that certainly serves a political purpose."

A recent survey found that nearly two in three of 1,500 respondents would like to marry servicemen and women. Personal integrity, marital fidelity, stable jobs and increasing salaries are the top reasons given for the choice, according to the poll conducted by China Youth Daily. "The survey results are perhaps one of the best gifts for the August 1 Army Day," said a 26-year-old soldier surnamed Wu in Nanjing, capital of Jiangsu Province. "It makes me more confident of finding a dream girl." Marrying a soldier was popular before the 1980s, which meant not only a decent job but also glory to the whole family. "Many friends envied me when I married Chen Xia's father. He was a heroic figure in our eyes," said Zhang. But as the country turned more peaceful and prosperous, soldiers now live reclusive lives in camps and campuses. It has also become difficult for them to get a spouse as they are confined to a small social circle and don't enjoy a high pay. Online computer games and their related services topped the complaint list of Chinese consumers last year, followed by telecom services and mobile phones respectively, the China Electronic Chamber of Commerce (CECC) said here on Saturday.     The website www.315ts.net, which falls under the CECC, received 55,817 complaints in 2007, up 23.2 percent year on year. In total,24,634 cases were related to online products and included online sales fraud, website ID information theft and online games complaints.     The chamber said complaints about refrigerators surged 114.37 percent year on year to 761 cases, the highest annual growth rate among grievances of all electronic product items.     More than 60 companies, including LG, TCL, Haier, Fuji and Canon, were rated as outstanding enterprises in dealing with customer complaints, according to the body.     The CECC also named and shamed 40 companies that did a poor job in handling customer complaints last year. These included industry and retail sales giants such as Philips, Carrefour, Shinco and Hitachi.

Shanghai - German luxury car maker DaimlerChrysler AG is recalling 1,443 Chinese-made Chrysler 300C sedans to fix defective transmission cooling systems, China's quality watchdog said on Friday. The cars were produced between March 21 and May 29, the General Administration of Quality Supervision, Inspection and Quarantine said on its Web site. Imported Chrysler 300C cars were not affected, it added. It did not say whether any accidents or personal injuries had been linked to the defect. DaimlerChrysler's Chinese joint venture in Beijing began limited production of the 300C in 2005.

National authorities Thursday urged local governments to deal more firmly with cases of illegal land acquisitions. The move comes at a time when such cases are becoming increasingly common. A joint statement released by the Ministry of Supervision (MOS) and Ministry of Land and Resources said local government leaders should take the lead in protecting arable land. "The work to crack down on illegal land acquisition cases should be put at the top of the agenda," the statement said. The fast pace of economic development and the burgeoning property market have made land deals a lucrative prospect. The soaring land prices are filling local coffers and spurring further cases of illegal land acquisition. Land and Resources Minister Xu Shaoshi said yesterday that China must do everything it can to ensure that its arable land bank remains above the 120 million hectares red line. "Like a high voltage line, it should never be touched," he said. "Anyone encroaching upon arable land illegally will be dealt with harshly." The statement ordered local leaders to "waste no time" in "firmly supporting" the work of local supervision and land and resources officials. It also asked them to "bravely" shoulder the main responsibility in "actively" addressing such problems at the local level. Local supervision and land and resources officials have been ordered to "review" the cases found before last October and to "concentrate strength" to ferret out more, it said. Evidence of concealed deals of ineffective work will trigger an accountability mechanism, under which local leaders will be held accountable for malfeasance. Local supervision and land and resources departments will file monthly reports on the issue.

The government is to increase the level of pensions and housing subsidies for poor families in a bid to bridge the widening income gap. A State Council meeting chaired by Premier Wen Jiabao on Wednesday pledged to increase pensions for more than 40 million retirees from State-owned enterprises over the next three years. The government has already raised their pensions in the past three years by an average of 8 percent a year. But the cabinet considers the present pension level "still quite low". It said the increases over the next three years would exceed the rises made between 2005 and 2007 to "further ease social tensions caused by the income gap". The move is aimed at helping retired senior technology professionals and those who now get a relatively low pension. The cabinet ordered local governments to make sure this year's pensions are paid by the end of the month. While pledging to regularize pension increases, the cabinet also called for the development of other forms of pension rather than solely relying on the budget. It mentioned commercial and enterprise-funded insurance schemes. The average pension of enterprise employees is about 750 yuan (0) per month - the minimum salary set for developed cities, including Beijing. "With my pension, I can just about make ends meet. Consumer prices have kept on rising in the first half of this year," a 72-year-old retiree said. The cabinet also endorsed a plan to provide affordable housing to urban low-income groups. The policy aims to provide rent subsidies or low-rent housing for those who cannot afford commercial housing in the cities. By pledging to set aside more funding and land for the construction and acquisition of such housing, the government hopes to provide low-rent housing for all low-income urban residents - not just the poorest - by the end of 2010. The Ministry of Agriculture on Monday confirmed a bird flu outbreak in South China's Guangzhou, which began with the mass deaths of ducks on September 5.The outbreak was confirmed as a sub-type of H5N1 bird flu by the National Avian Influenza Reference Laboratory, according to the ministry.It said 36,130 ducks had been culled as of September 17, after farmers in Sixian Village and Xinzao Township in the Panyu district of Guangzhou reported the deaths of their ducks on September 5.The agriculture ministry and the Guangdong provincial government immediately implemented an emergency plan to deal with the outbreak and the ministry said the outbreak has been brought under control.It also said no further deaths of fowl have been reported in the Panyu district or nearby areas.The last reported case of H5N1 bird flu in China occurred on May 19 at Shijiping Village in Yiyang City of Hunan Province, which killed more than 11,000 poultry with another 52,800 birds culled.China has reported a total of 25 human cases of bird flu since 2003, which have resulted in 16 deaths.

These days, a growing number of those who relocate to find better jobs in Beijing tend to stay longer or even resettle with their entire families, according to a study by the Renmin University of China. The investigation revealed that this "floating population" in Beijing, currently at 3.57 million, stays an average of 4.8 years in the city. In addition, over 51 percent of those remain for more than five years while over 41 percent bring the whole family. "It is getting trendier for them to come and reside with the whole family," said Zhai Zhenwu, dean of the School of Social and Population Science. Representing 23 percent of local residents, most migrants live in the nearby suburban areas and villages within downtown. The thriving low-skilled labor market in Beijing has been a major source of jobs for unskilled migrants. Zhai said the most basic jobs in the city offer higher wages that far exceed what migrants would have earned in rural areas. But city life also means a poor quality of life and inadequate social services. For example, statistics show that the urban per capita disposable income in Beijing is five times more than the average in rural areas of neighboring Hebei Province and 6.7 times more than that in Anhui Province. China's hukou system, established in the 1950s, divided the Chinese into two categories: rural and non-rural households. The policy was established to control population migration, largely from rural to urban areas. Under the policy, rural people are not granted social security in cities and are restricted from receiving public services such as education, medical care, housing and employment. On the other hand, their urban compatriots have no access to farmland in the countryside. For years, non-rural residency, especially in cities like Beijing and Shanghai, has been a difficult goal for outsiders, particularly rural migrant workers. According to Zhang Chewei, vice-president of the Research Institute of Population Science at the Chinese Academy of Social Sciences in Beijing, the system needs work. He referred to the "unfair treatment in social recourses and justice, also it hinders market development in both rural and urban areas." For example, each migrant worker must fork over 20,000 to 30,000 yuan (,597 to ,896) for a child to enrol in a local primary or middle school. And they're often turned down if they try to buy affordable homes in urban areas. It is estimated that more than 120 million rural workers live in cities throughout China. "Hukou has played a significant role as basic data provider and identification registration in certain historical periods, but it has become neither scientific nor rational," Zhang said. Reform of the hukou system began in 1992, but the policy remains complicated and unfair for many. Last month, the Ministry of Public Security said the country will reform the system, but did not offer any details. Yu Lingyun, a professor with the Law School of Tsinghua University, called for the system to be abolished. "It is not hukou that has robbed the social welfare of the 'floating population,' but the discriminating system itself, and most fundamentally the limited public finance," Yu told China Daily yesterday. "If not for the hukou system, schools can find other reasons to decline a rural student," he said. "Under current conditions, at least we should not bear any prejudice against them," he said.  

WUHAN -- The rainstorm and floods have killed 68 people and 25 others were missing in central China's Hubei Province since the flood season began in June, according to local government. Another 402,200 people have been evacuated from affected areas, said Liu Hui, deputy head of the disaster relief office under the provincial civil affairs department at a press conference on Sunday afternoon. Hubei, which is also called "the province of thousands of lakes", has experienced six major rainstorms since June, which have triggered floods in more than 2,000 rivers, mountain torrents and landslides, causing an economic loss of more than 3,800 million yuan, said Liu. The central and local governments had allocated more than 90.5 million yuan of relief fund to the affected areas and all the evacuated people have been well accommodated, said Liu. "The evacuated residents have been arranged to live in tents, government buildings, schools or at their relatives and local governments have sent medical teams to treat the injured," said Liu. The official with the provincial flood control office warned local government of preparing for new floods as heavy rainstorms were said to hit Hubei from Tuesday to Friday. "Although the large rivers, like the Yangtze and the Hanjiang Rivers, remain calm so far, the water level of 2,000 rivers of smaller size have risen dramatically, posing a serious threat to the flood control in the counties where the dams are poorly maintained," said Guo Zhigao, deputy director of the provincial flood control office. In addition, most of the reservoirs in Hubei have used out its capacity and some were even reported with leakage and overflow, according to Guo.
