BEIJING, April 16 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that government stimulus moves had begun to produce results and the economy was now in "better-than-expected" shape.     Wen's remarks at a cabinet executive meeting came after the government said there had been positive economic changes, even though the economy grew just 6.1 percent in the first quarter, the slowest pace in a decade.     The premier cited pick-ups in investment, consumption and industrial output, abundant liquidity in the banking system, and improved market expectations as signs of those "positive changes."     The National Bureau of Statistics said Thursday that first-quarter industrial output grew 5.1 percent year on year, with a rise of 8.3 percent in March.     It also said fixed asset investment rose 28.8 percent to 2.81 trillion yuan (413.2 billion U.S. dollars), with real growth exceeding 30 percent, while retail sales grew 15 percent to 2.94 trillion yuan.     Such positive changes indicated that the government's macroeconomic policies, taken since the second half of last year, have been "timely, powerful, and effective," said Wen, who presided over the meeting.     China announced a 4-trillion-yuan stimulus package last November to boost domestic demand, slashed interest rates five times since last September, unveiled support plans for 10 key industries, and projected a record fiscal deficit of 950 billion yuan this year.     These measures were prompted by a collapse in exports as the global downturn took its toll on the world's fastest-growing economy.     China's economic growth cooled to a seven-year low of 9 percent last year, ending five years of double-digit expansion.     "However, we must also be clear-headed and understand that grounds for the country's economic recovery are not solid enough yet, as circumstances both at home and abroad remain grim," Wen warned.     He said that global financial turmoil was still spreading, and was exerting a deepening influence on the national economy.     The premier cited continued falling in external demands, oversupply in some sectors that would suppress industrial output growth and worsen corporate earnings, reluctance in private investment, increased difficulty in raising farmers' income, the dwindling fiscal revenue, and the acute pressure to create enough jobs.     He warned against blind optimism and called for unslackened efforts to achieve the country's goals of social and economic development.     China is aiming to achieve an 8-percent growth this year, which has long been held as essential for the populous developing nation.     "We should anticipate more risks and difficulties ahead, expect a longer time frame within which we would be able to overcome the crisis, and get prepared with more satisfying measures."     The government would focus on following moves, according to the premier.     -- To bring into play measures aimed at expanding investment.     The country would soon cash in the third batch of pledged central government investment. BEIJING, April 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Friday that the basic health-care system should be provided as a public service to the people to ensure and improve people's livelihoods.     Li made the remarks during a meeting on deepening the reform of the health-care system, stressing that the public health-care system should be conducted for public good and urging the gradual establishment of a basic health-care system to cover all Chinese citizens.     Carrying out the health-care system reform is of great significance to improving people's livelihoods and promoting social harmony, as well as boosting domestic demand and keeping a sound and rapid economic development, Li said.     The reform of the health-care system is a social systematic project, which is time-consuming, challenging and complicated, he said. SHENZHEN, Feb. 7 (Xinhua) -- China started construction of the eastern segment of the country's second West-East natural gas pipeline in Shenzhen City, Guangdong Province on Saturday.     Chinese Vice Premier Li Keqiang attended the kick-off ceremony announced the start of the construction.     The pipeline, the second after the first West-East natural gas transfer project, will cross 15 regions and carry 30 billion cubic meters of natural gas every year to Zhejiang, Shanghai, Guangdong and Hong Kong, among others.     When visiting the construction site, Li said the pipeline under construction is the country's most expensive energy project in decades and the world's longest natural gas pipeline. It is of great importance to ensuring China's energy security, coordinating regional economic development, deepening the ties between Hong Kong and inland provinces and promoting economic growth.     The 8,704 km pipeline will be made up of one trunk line and eight sub-lines. Construction of the west segment of the pipeline was started in February 2008 and is expected to be completed by the end of the year. The whole line will be operational by the end of 2011.     As China battles the financial crisis and expands its domestic demand, the second West-East gas pipeline project is a landmark project that will boost people's confidence to overcome the crisis, said an official with the National Development and Reform Commission.     The total investment of the second West-East gas pipeline was 142.2 billion yuan (20.82 billion U.S. dollars). The eastern segment stretches 2,472 km, with an investment of 93 billion yuan.     The government approved the east segment project during an executive meeting of the State Council or the Cabinet last November, in a hope to ease natural gas shortage, boost economic development and popularize utilization of clear energy.     Zhou Dadi, a researcher with the Energy Research Institute of National Development and Reform Commission said the construction of the gas pipe is essential for China to increase gas resources and ensure energy security.     It is hoped that construction will boost consumption and increase investment amid a world economic downturn, Zhou added.     It is estimated that investment will top 300 billion yuan in other relevant industries, including machinery production, electric technology, and construction material sectors.     Dong Xiucheng, professor with China University of Petroleum said this project will help China increase clean energy consumption.     In China, coal makes up 70 percent of the total energy consumption, 40 percentage points higher than the world average. Natural gas consumption only accounts for three percent of the total.     The completion of the second pipeline is expected to save 11.06million tonnes of coal every year.     The first West-East gas pipeline was finished in 2004. It has provided 42 billion cubic meters of gas to 3,000 factories and nearly 200 million people over the past five years     Wang Yang, secretary of the Guangdong Provincial Committee of the Communist Party of China, and Donald Tsang, chief executive of the Hong Kong Special Administrative Region, also attended Saturday's ceremony.

BERLIN, Feb. 25 (Xinhua) -- A Chinese business delegation, led by Commerce Minister Chen Deming, signed here on Wednesday a total of 37 procurement deals worth around 11 billion euros (14 billion U.S. dollars) with German companies.     According to Chen, the 37 deals are composed of two parts -- purchasing contracts, and cooperation agreements which need further negotiations.     The deals focus on engineering equipment, electronics and auto vehicles like Mercedes and BMW, Chen told a press conference.     A draft deal obtained by Xinhua showed that the Chinese side agreed to buy around 37,000 BMW cars and Mini worth 2.2 billion U.S. dollars, as well as 27,000 units of Mercedes cars.     Chen revealed that apart from the current 200-member delegation, China would send more entrepreneurs to Germany to discuss further investment in both countries.     Germany is one of China's important trading partners within the European Union (EU). In 2008, the Sino-German trade hit 115 billion U.S. dollars. Despite the world economic crisis, China and Germany have vowed to maintain the trade volume unchanged this year.     Prior to the deal-signing ceremony, more than 450 Chinese and German business representatives attended a forum on exploring cooperation opportunities.     Chen and German Economic Minister Karl-Theodor zu Guttenberg condemned trade protectionism that has cropped out amid the global economic crisis.     Chen said the procurement deals reflect China's sincere objection to trade protectionism, adding that opening the market is the proper approach to address the global economic recession.     Guttenberg lauded China's procurement, and joined Chen to slap trade protectionism.     The 37-year-old minister said Germany and China are top two exporters in the world, noting that trade protectionism is a "wrong answer" to the current global financial crisis.     Germany and China should join hands to facilitate the Doha round talks, he added.     Later on Wednesday, the Chinese delegation, composed of over 200 business representatives, flew to Zurich of Switzerland to continue their procurement tour.

BEIJING, Feb. 26 (Xinhua) -- China on Thursday hit back at a United States report on its human rights with its own report on the U.S. human rights record.     "The U.S. practice of throwing stones at others while living in a glass house is a testimony to the double standards and hypocrisy of the United States in dealing with human rights issues and has undermined its international image," the Information Office of the State Council said in its report on the U.S. human rights record.     The Human Rights Record of the United States in 2008 was in retaliation to the Country Reports on Human Rights Practices for 2008 issued by the U.S. Department of State on Feb. 25.     For years, the United States had positioned itself over other countries and released the Country Reports on Human Rights Practices annually to criticize human rights conditions in other countries, using it as a tool to interfere with and demonize other nations, the report said. The U.S. has turned a blind eye to its own violations of human rights.     "As in previous years, the reports are full of accusations of the human rights situation in more than 190 countries and regions, including China, but mention nothing of the widespread human rights abuses on its own territory," China said in its report.     "The Human Rights Record of the United States in 2008 is prepared to help people around the world understand the real situation of human rights in the United States, and as a reminder for the United States to reflect upon its own issues," China said.     The report reviewed the U.S. human rights record from six perspectives: life and personal security; civil and political rights; economic, social and cultural rights; racial discrimination; rights of women and children; and the United States' violation of human rights in other countries.     The report warned the United States that widespread violent crime posed serious threats to its people's lives and security.     According to a report published in September 2008 by the Federal Bureau of Investigation (FBI), the country reported 1.4 million violent crimes, including 17,000 murders and 9.8 million property crimes in 2007.     More frequent gun killings were a serious threat to the lives of U.S. citizens, the report said.     It quoted the U.S. Center for Disease Control and Prevention assaying that 1.35 million high school students in 2007 were either threatened or injured with a weapon at least once on school property.     The report said an increasing number of restrictions had been imposed on civil rights in the United States.     It cited government surveillance of online activities, new legislation on government wiretapping last July, more cases of police abuse of force and neglect of basic rights of 2.3 million prisoners in the United States.     The United States was facing a number of social problems, including a wide wealth gap, increasing number of homeless, needy people and those suffering hunger, the report said.     It quoted the U.S. Census Bureau as saying in August 2008 that 12.5 percent of Americans, or 37.3 million people, were living in poverty in 2007, up from 36.5 million in 2006.     The unemployment rate increased from 4.6 percent in 2007 to 5.8percent in 2008, the report said.     People in the United States saw their pension plans shrink, health insurance cut and school tuition increase, while drugs, suicide and other social problems prevailed, according to the report.     The report said racial discrimination prevails in "every aspect of social life" in the United States, ranging from income, employment, education, to judicial system, often with African Americans as major victims.     "Nearly one quarter of black American households live below the poverty line, three times that of white households," it said, citing The State of Black America, issued by the National Urban League in March 2008.     The jobless rate for blacks was 10.6 percent in the third quarter of 2008, twice that of the whites, according to the U.S. Department of Labor.     The report said the African American high school graduation and college entry rates still lingered at the level of whites "two or three decades ago", and African American students in public schools were "more likely to get physical punishment than White children."     "African American youths arrested for murder are at least three times more likely than their white peers to receive life imprisonment without the possibility of parole," the report said, quoting a 2008 report of the New York-based Human Rights Watch.     It also mentioned the infringement of basic rights of indigenous Americans, inhumane treatment received by immigrants, and serious racial hostility and rising hate crime in the United States.     On "worrisome" conditions of women and children, the report said gender-based discrimination in employment, and domestic violence and sexual violence toward women were quite serious.     Also, an increasing number of children were living in poverty and danger of being physically or mentally harmed due to abuse and violence.     "The United States is one of the few countries in the world where minors receive the same criminal punishments as adults," the report said. "It is the only country in the world that sentences children to life in prison without possibility of parole or release."     "The United States has a string of records of trampling on the sovereignty of and violating human rights in other countries," the report said.     It listed the Iraq war, prisoner abuse at Guantanamo, the five-decade embargo against Cuba and arm sales.     The war in Iraq had claimed more than 1 million civilian lives and caused the same number of homeless people, it said.     The United States maintained the embargo against Cuba, though the United Nations General Assembly adopted a resolution urging itto end the embargo in last October.     U.S. arm sales reached 32 billion U.S. dollars in 2007 and weapons were sold to more than 174 nations and regions.     The United States was inactive on its international human rights obligations and offered outbound humanitarian aid that was dwarfed by its status as the richest country in the world, the report said.     China in the report advised the U.S. government to "face its own human rights problems with courage, and to stop applying double standards to human rights issues".     This is the 10th consecutive year that the Information Office of China's State Council has issued a report on the human rights record of the United States to answer the U.S. State Department's annual report.     "Respect for and protection of human rights is an important indication of civilization and progress of human society," the report said. "Every government shoulders a common responsibility in committing itself to the improvement of human rights conditions.

BEIJING, April 12 (Xinhua) -- China Pacific Insurance, one of the country's largest insurers, announced Saturday that its net profit dropped 80.6 percent to 1.339 billion yuan (196 million U.S. dollars) in 2008.     The Shanghai-based insurer attributed the profit decrease to the sluggish stock market performance and the large amount of insurance indemnity after several natural disasters last year.     However, the premium income of the company rose 26.6 percent to94.02 billion yuan, said the firm in its 2008 annual report.     Its life insurance premium income increased 30.4 percent to 66.09 billion yuan last year, ranking the third in the domestic market.
