BEIJING, April 19 (Xinhua) -- The All-China Journalists Association (ACJA) on Saturday asked U.S.-based. news network CNN and its commentator Jack Cafferty to apologize for his remarks regarding China.     In an interview with Chinese media including Xinhua News Agency, a senior official with the ACJA strongly condemned Cafferty for his "insulting" words in a TV show on April 9 and asked him and CNN to make a formal apology to all Chinese as soon as possible.     Cafferty said in the TV show that Chinese products were "junk" and China was "basically the same bunch of goons and thugs they've been for the last 50 years" when the Olympic torch relay was going on in San Francisco.     Since the Lhasa violence on March 14, some foreign media including CNN had made a number of biased reports about the incident, the official said.     CNN had violated the principle of objective reporting, and "this is not what responsible media should do," he said.     "And Cafferty also disregarded a journalist's professional ethics to attack a country with insulting words," the official said.     Despite having an effective mechanism to deal with false reporting, CNN issued a statement on its website six days after Cafferty's remarks, which not only pleaded for him, but also spearheaded its attack on the Chinese government, he said.     CNN issued a statement on Tuesday saying, "It was not Mr. Cafferty's nor CNN's intent to cause offence to the Chinese people, and CNN would apologize to anyone who has interpreted the comments in this way."     But, the statement said that Cafferty was offering his "strongly held" opinion of the Chinese government, not China's people.     "We hope CNN and Cafferty to realize that they have harmed the feelings of Chinese and apologize with a rational and responsible attitude," the official said.     With the Olympic Games drawing near, the ACJA welcomed all foreign media to cover the event in an objective and balanced way, he said.

BEIJING, July 5 (Xinhua) -- Heavy rainstorms that swept through most parts of China since Tuesday have left at least 12 dead, seven missing and about 3 million affected.     The casualties were reported after the rainstorms and flooding killed 252 people across China in June.     The new wave of rainstorms have caused suspended shipping service in the Three Gorges section of the Yangtze River, blocked traffic in cities, delayed flights, destroyed homes, and flooded farmland.     Central China's Hubei Province and southwestern Yunnan Province on Saturday each reported that six were killed by the torrential rain.     Twenty-five cities and counties in Hubei, where the country's largest river Yangtze runs through, reported a total of 700 million yuan in damages (102 U.S. dollars).     As of 5 p.m. on Saturday, the province saw another four missing, over 26,600 people evacuated and more than 2.58 million others affected, according to the provincial civil affairs department.     The rains also damaged 105,000 hectares of farmland destroyed and toppled1,063 homes in Hubei. The discharging would continue as more heavy rains were expected on the upper reaches of the river.     The shipping services between two dams were suspended for five hours before they were resumed at 2:30 p.m. on Saturday. BEIJING, July 22 (Xinhua) -- From anti-terrorism drills to halt of flights during the opening ceremony, Beijing is taking every possible measure to ward off terrorism and ensure security for next month's Olympic Games.     China Civil Aviation Administration announced on Tuesday a new move for Olympic security that no planes would be allowed to take off or land at Beijing Capital International Airport from 7 p.m. to midnight on Aug. 8, the night of the Games' opening ceremony. BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. Life in the three areas were significantly improved, a government statement said.     Through 2007, those living under absolute poverty in the counties stood at nearly 1.35 million, in comparison to 7.84 million in 1982. Poverty incidence were down from 62 percent in 1982 to 8.3 percent last year.     In Dingxi and Hexi, the annual net income of local farmers jumped to 2,141 yuan per capita through 2007 from 96.3 yuan per capita in 1982. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.

"And the Shanghai listing plan will be further discussed by and is subject to approval from the board and shareholders."     Xie added: "The board may enlarge the A-share issue further to more than 10 percent of the enlarged share capital as we don't know whether we can realize a Hong Kong listing or not, but we expect to finish the Shanghai listing before the Olympic Games."     The bank has postponed inviting strategic investors as concerns are rising that the subprime crisis will worsen the finances of financial institutions, the bank said.     "We will restart the work after the strategic investors release their third-quarter report," said Li Jie, another vice-president of the bank.     The bank is a target for foreign investors given its low share price and large scale. It said earlier it will reserve a 20 percent stake for foreign strategic investors and would like to pick investors that can hold the bank's stakes for a long time.     The bank disclosed that Industrial Bank from France showed interest to invest in it, but the French banking scandal hindered talks.     It will restart inviting strategic investors after its Shanghai listing, the bank said.     The bank is 24.16-percent-owned by China Everbright Group and 21.4-percent-owned by Hong Kong-listed China Everbright Ltd.

CHENGDU, May 24 (Xinhua) -- Chinese Premier Wen Jiabao said Saturday the efforts to search survivors were continuing in the quake-hit areas, but the focus of work would be gradually shifted to the resettlement of residents and post-quake reconstruction.     Wen told Chinese and foreign reporters at a resettlement site in Yingxiu town, a worst-hit area in the May 12 quake, that the biggest difficulty in resettling the quake-affected residents was the lack of tents.     A total of 15 million rooms were damaged or destroyed in the quake and a large number of people are in need of shelter, said the premier, who is paying a second visit to the quake-hit Sichuan Province.     "We have collected the tents nationwide and got aid from international community, but tents are still lacking," Wen said.     The Chinese government has ordered domestic tent manufacturers to produce and transport 30,000 tents to the quake zone each day and 900,000 within a month, Wen said.     The production of movable plank houses should also be accelerated to ensure the quake-affected people resume a normal life within three months, Wen added.     Efforts should also be made to ensure no big epidemic after the disaster, the premier said Chinese Premier Wen Jiabao (R Front) speaks during an interview with journalists from at home and abroad, in Yingxiu Town of Wenchuan County, southwest China's Sichuan Province, May 24, 2008, during his second inspection tour of quake-hit areas in Sichuan after May 12 when the 8.0-magnitude quake happened.     Enough epidemic prevention staff and medicine supply should be ensured, he said.     Wen said another problem confronting quake-relief workers is that the chances of secondary disasters still exist.
