China is willing to discuss with other participants in the summit how to adopt powerful measures to reestablish market confidence as early as possible, how to prevent the global financial crisis from proliferation and spreading, and how to diminish its impact on real economies, in a bid to avert a possible global economic recession, Hu said.     The global financial crisis has led to the exposure of many deep-hidden drawbacks of the global financial system.     The international community should earnestly sum up the lessons from the global financial crisis and launch necessary reforms of the global financial system, on the basis of sufficient consultation among all interested parties, Hu said.     In particular, efforts should be made to explore in an in-depth way solution of such major questions as how to strengthen international financial supervision and regulation, how to improve the system of international financial organizations and how to improve the international monetary system, the Chinese president said.     Obama said that settlement of the global financial crisis requires close cooperation by governments of all countries, expressing the hope that the United States and China will strengthen cooperation at the world economic summit planned for November 15 in Washington.

The talks were reported to be substantive, but the two parties failed to reach a deal on sampling of atomic materials.     "We should participate in the meeting with a flexible and pragmatic attitude. We need joint efforts to narrow differences and lay a solid foundation for promoting talks into next phase," Wu said.     The Chinese host also called on the six nations to continue to adhere to the principles of "word for word, action for action" and” phased implementation."     Monday's talk lasted about one hour, with the issue of verification topping the agenda.     "We discussed fuel oil, the issues of disablement schedule and verification," Hill told reporters at China World Hotel Monday night.     "On fuel oil and disablement, there were no really contentious issues," said Hill.     The difficulty lies in how to verify DPRK's nuclear program.     "The Chinese have some ideas on how to approach the issue. What China is trying to do now is to put together a draft and circulate something tomorrow(Tuesday)," Hill said.     "It has to do with the verification. The key element will be what we did in Pyongyang. As you know we want to see some further definitions of this."     Sunday night, the U.S. envoy said the objective of this round of talks was to produce a verification protocol and a clear road map of what parties need to do to complete the verification.     Under an agreement reached at the six-party talks in February 2007, the DPRK agreed to abandon all nuclear weapons and programs. It promised to declare all its nuclear programs and facilities by the end of 2007. In return, DPRK would get diplomatic and economic incentives.     The six parties agreed to a disarmament schedule in October 2007. The DPRK said it has slowed down that process because of sluggish economic compensation.     On Saturday, DPRK vowed to ignore Japan at the talks, citing Tokyo's refusal to send aid to the country as part of the agreement.     Before Monday's talks began, the Chinese delegation held a series of preliminary bilateral meetings with the other five parties.     Despite recent tensions, the DPRK and ROK delegations also held a rare bilateral meeting before the talks opened.     Launched in 2003, the six-party talks was a vice-minister level mechanism aimed at denuclearizing the Korean Peninsula. BEIJING, Nov. 11 (Xinhua) -- Chinese officials led by President Hu Jintao on Tuesday marked the 110th anniversary of the birth of Liu Shaoqi, late President and Communist leader who was prosecuted and died during the Cultural Revolution.     "We are gathered here with deep respect to remember his contribution to the independence and liberation of China, the development of the country and welfare of the people," said Hu at the ceremony.     State leaders Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang,He Guoqiang and Zhou Yongkang attended the ceremony presided over by Premier Wen Jiabao.     Liu worked hard for the cause of Party and people all his life, making great contribution to the revolution and construction of socialism in China, Hu said.     Born in 1898, Liu joined the Communist Party of China (CPC) at the age of 23 and led several important trade union strikes in the1920s.     He marched with the Red Army in the Long March (1934-1936) but, in the middle of it, he was sent to north China that was ruled by then Kuomintang government and led the underground resistance to the Japanese invasion.     In 1945, Liu was elected a member of the CPC Central Committee Political Bureau and a Central Committee secretary.     When the People's Republic of China was founded in 1949, Liu was elected the vice chairman of the central government. He was president from 1959 to 1968 and introduced many pragmatic economic policies.     Liu was removed from all his positions in 1968 during the Cultural Revolution and died in 1969, denounced as a traitor and an enemy agent. In 1980, his reputation was rehabilitated.     "We shall learn from his thoughts, way of working and virtue that would encourage all Party members and people to have confidence and work hard to carry on the cause of revolutionaries of older generations," said Hu.     He urged people to learn from Liu to be loyal to the Party and the people, to always seek truth from facts, to be open to innovation, to be good at applying Marxist principles in China's reality, to be willing to correct mistakes, to put Party and people first and to serve the people heart and soul.     Hu recalled Liu's great and glorious life and praised his achievements, Wen said. He even compared the Potala Palace, the residence of Tibetan Buddhist leaders, with the bloodiest medieval castles in Europe in the Middle Ages.     The British journalist was so surprised at what he saw in Tibet that he depicted the Tibetan serfdom as unprecedentedly stubborn and dark.     The Communist Party of China (CPC), which represents the fundamental interests of the Chinese of different ethnic groups, is the only power which can lead the one million Tibetan serfs to end the hierarchical serfdom in Tibet, says Hao.     In 1951, the central government signed a 17-article Agreement with the local government of Tibet, which marks the peaceful liberation of Tibet.     In 1954, late Chinese leader Chairman Mao Zedong told the ** Lama, who was then a vice chairman of the Standing Committee of the National People's Congress (NPC), the top legislature, that the central government was not eager to implement the Democratic Reform in Tibet, though the reform had been underway in other minority areas.     "It needs the consent of the Tibetan people and the will of the Han people must not be forcibly given to the Tibetan people," said Mao, who indicated that the central government was patient enough on the issue of Democratic Reform in Tibet, though "some Han officials might be" eager to carry out the reform.     The scholar explains that "some Han officials", who were not as patient as the central government, came to the idea to start the reform at an early time, because they witnessed that the Tibetan people were increasingly eager to end the serfdom, under which, the Tibetan serfs were living in an abyss of suffering.     Between 1952-58, the local government of Tibet had a financial income of 392.9 million yuan (about 52 million U.S. dollars), but 357.17 million yuan, or 91 percent, came from the central government. Meanwhile, the central government had invested a lot of money to build highways in Tibet. By 1957, the length of Tibetan highways topped 6,000 kilometers.     Under serfdom, however, Tibetan serfs could not enjoy the economic achievements in Tibet, which were made with the financial assistance by the central government, the article says.     The Buddhist monks, aristocrats and the local government were frightened by the bulging demand of the Tibetan people for carrying out the reform.     In 1955, a preparatory committee of the Tibet Autonomous Region was set up, with the ** Lama as the chairman and the Banqen Lama as a vice chairman. In the same year, some Tibetan aristocrats began plotting for armed rebellions.     Beginning in 1957, some Tibetan people were organized to lay siege to government organizations, kill government staff workers, and hold armed rebellions. In 1958, a large number of rebellious armed forces were set up in Tibet.     On Mar. 10, 1959, an all-around armed rebellion was launched by the local government of Tibet and the stubborn upper-class forces, and the ** Lama went into exile, in betrayal of the nation and the Tibetan people.     The Tibetan hierarchical ruling forces headed by the ** Lama held the 1959 armed rebellion - an attempt to safeguard the feudalist serfdom and their fundamental interests, oppose all kinds of changes in Tibet, and seek for "Tibetan independence", according to the article.     On Mar. 28, the central government dissolved the local government of Tibet and replaced it with the preparatory committee, while launching the Democratic Reform, which allowed the Tibetan people to step in the process of a modern social development. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.
