BEIJING, Nov. 5 (Xinhua) -- The vice foreign minister on Thursday hailed Vice Premier Li Keqiang's official visit to Australia, New Zealand and Papua New Guinea as "very fruitful," calling it a major diplomatic activity of China with the South Pacific region.     Li's official visit to the three countries from Oct. 29 to Nov.5 was of great significance to the development of friendly cooperative relations between China and the three nations, He Yafei said.     CONSOLIDATING POLITICAL BASIS OF BILATERAL TIES     He said that, during the visit, Li met with Australian Prime Minister Kevin Rudd and Deputy Prime Minister Julia Gillard, and they reached important consensus on the development of China-Australia ties.     Both sides agreed to view their relationship from a strategic and long-term perspective because the importance of China-Australia cooperation is becoming increasingly prominent.     They also agreed to respect and take into full consideration the core interests and major concerns of each country, properly handle sensitive issues and strive to promote sound, steady growth of bilateral relations, He said.     Australia reiterated its respect for China's sovereignty and territorial integrity, and a joint statement was released by China and Australia to strengthen their practical cooperation for mutual benefits.     During his visit to New Zealand, Li met with Prime Minister John Key and Deputy Prime Minister Bill English. They stressed the strategic significance of developing bilateral ties in an active and comprehensive manner and strengthening pragmatic cooperation in various fields.     The New Zealand leaders reiterated that they respected China's stance on issues concerning China's core interests such as Taiwan, Tibet and Xinjiang.     During his visit to Papua New Guinea, Li held talks with Governor General Paulias Matane, Prime Minister Michael Thomas Somare and Deputy Prime Minister Puka Temu.     They pledged to consolidate the traditional friendship between the two countries, promote bilateral cooperation and support each other to advance their relationship. The leaders of Papua New Guinea reiterated their staunch adherence to the one-China policy. 　　PROMOTING MUTUALLY BENEFICIAL TRADE & ECONOMIC COOPERATION     Li and leaders of the three nations stressed that their economies were highly complementary, and deepening mutually beneficial trade and economic cooperation was in line with the fundamental interests of both sides.     They agreed to adopt a strategic approach in their trade and economic cooperation, pledging to actively expand cooperation in technology, new energy, bio-medicine, and environmental protection while promoting cooperation in traditional areas such as energy, mineral resources and agriculture.     Australia expressed willingness to become China's strategic partner in the areas of resources and energy. Both sides agreed to promote the negotiation process of the Free Trade Agreement based upon the principle of positive cooperation, pragmatism, balance and mutual benefits. During Li's visit, the two countries signed two cooperation agreements in telecommunications.     Before and during Li's visit, Australiat approved the application by China's Yanzhou Coal Mining Co., Ltd to acquire full ownership of Felix Resources Ltd.     Australia also approved China's Baosteel Group's second-version application for investing 285 million Australian dollars to acquire a 15-percent stake in Aquila Resources, an Australian coal and iron ore producer.     During his visit, Li and New Zealand leaders agreed to continue to implement the free trade pact between the two countries, and to expand the scale of cooperation in trade and economy.     The two countries signed a series of cooperation agreements on food security, inspection and quarantine and Chinese workers seeking temporary jobs in the island nation.     The leaders of Papua New Guinea said they were willing to advance cooperation with China in some traditional areas such as agriculture, forestry and fishery as well as in energy and resources.     During Li's visit, the two countries signed agreements on economic and technological cooperation as well as on preferential loans.     ENHANCING CULTURAL EXCHANGES     Li also reached consensus with leaders from the three nations on further enhancing friendly cultural exchanges and cooperation and promoting people-to-people links in such fields as education, culture and tourism.     The Chinese delegation endorsed plans with the Australian side for the Year of Australian culture in China in 2010-2011 and the Year of Chinese Culture in Australia in 2011-2012.     Li also said that China would provide a pair of giant pandas to Australia within the year for research purposes.     China signed MOUs with Australia and New Zealand on education and cooperative training programs during Li's visits, and also established a Confucius Institute with Canterbury University in New Zealand.     The Chinese leader also pledged assistance to the three nations in their participation in Shanghai World Expo in 2010.     PROMOTING MULTILATERAL COOPERATION     All three nations spoke highly of China's positive efforts and constructive role in dealing with major issues such as the global financial crisis and climate change.     Li agreed with the leaders from Australia, New Zealand and Papua New Guinea to further promote negotiation, coordination and cooperation in coping with major issues and in multilateral organizations such as the United Nations and the Asia-Pacific Economic Cooperation.     DEEPENING UNDERSTANDING OF CHINA     In his speech to Australian industrial and business leaders, Li made a comprehensive introduction of China's stand and achievement in countering the global financial crisis.     He made clear China's sticking to a path of peaceful development and its adherence to a strategy of opening up that is mutually beneficial.     Li also advanced a three-point proposal on consolidating the China-Australia relationship, which included observing China-Australia relations from a strategic perspective, promoting pragmatic bilateral cooperation in trade and the economy based upon the two countries' complementary strengths, and advancing cultural exchanges in a harmonious and friendly fashion.     The Chinese leader also conducted extensive exchanges with government leaders, managers from enterprises, institutions of higher education, research bodies and media during his visit.     According to He, Li's visit to Papua New Guinea was a show of China's positive attitude toward strengthening relations with Pacific island nations.     China and the Pacific island nations share many common interests and are firm supporters of each other in various major global and regional issues and in international organizations such as the U.N., He said.     China's relations with the Pacific island nations have developed rapidly in recent years, and constitute an important part of China's relationship with other developing countries, He said, adding that two-way trade volume reached 1.76 billion U.S. dollars in 2008.     He said China has been providing a series of economic and technical assistance to countries having established diplomatic relations with China in the region.     China has helped them in infrastructure construction, sent professionals to the region to help develop their economy and carried out numerous training programs, He said.     All those efforts are strong proof that the development of the relationship between China and the Pacific island nations is beneficial to all and has a promising future, He said.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. BEIJING, Dec. 1 (Xinhua) -- Chinese Premier Wen Jiabao encouraged HIV/AIDS sufferers to live on with hope and confidence during his visit to a Beijing hospital on the World AIDS Day, which falls on Tuesday. At the Beijing Home of Red Ribbon in Ditan Hospital, Wen and Vice Premier Li Keqiang visited two AIDS patients and medical volunteers, experts.     Since China reported its first AIDS case in 1985, the world's most populous nation had recorded 319,877 HIV/AIDS cases and 49,845 deaths by October, according to the Ministry of Health. ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.

WASHINGTON, Dec. 30 (Xinhua) -- The U.S. International Trade Commission (ITC) on Wednesday slapped punitive penalties to imports of some 2.6 billion dollar oil country tubular goods (OCTG) from China, a move might escalate trade disputes between the two countries.     The ITC "has made affirmative determination in its final phase countervailing duty (CVD) investigation" concerning the oil pipes from China, said the ITC in a statement.     The trade agency has determined that "a U.S. industry is materially injured or threatened with material injury by reason of imports of certain oil country tubular goods from China that the U.S. Department Commerce has determined are subsidized," according to the statementThe U.S. Commerce Department made a final determination last month to impose duties between 10.36 percent and 15.78 percent on the pipes, which are mostly used in the oil and gas industries.     The ITC ruling paved the way for the imposition of duties.     The Commerce Department made its preliminary determination of CVD in September.     On Nov. 4, the Commerce also set preliminary antidumping (AD) duties on such imports from China, which is the biggest U.S. trade action against China.     Under that preliminary determination, Commerce set a 36.53 percent antidumping levy on OCTG from 37 Chinese companies, while some other Chinese companies will receive a preliminary dumping rate of 99.14 percent.     Commerce will make its final determination of antidumping duties early next year.     If Commerce makes an affirmative final determination, and the ITC makes an affirmative final determination that imports of oil tubular goods from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The antidumping and countervailing petition case was filed in April this year.     From 2006 to 2008, imports of OCTG from China increased 203 percent by value and amounted to an estimated 2.7 billion dollars in 2008, said the U.S. Commerce Department.     China strongly opposed the U.S. decision, saying that it is a protectionist move.     "China expressed strong dissatisfaction and is resolutely opposed to this," said China's Ministry of Commerce (MOC) spokesman Yao Jian in a statement in September.     "This does not comply with WTO agreements on subsidies. The U.S. used an incorrect method to define and calculate the subsidies, which has resulted in an artificially high subsidy rate, hurting Chinese firms' interests," said Yao.     "We hope the United States can get rid of the bias and admit China's market economy status soon to tackle the double standards thoroughly and give Chinese enterprises equal and fair treatment," Yao also said last month.     The U.S. industries also expressed strong dissatisfaction with the trade case, saying such a protectionist move would hurt U.S. companies.     The trade restrictions would "hurt U.S. using industries by raising their costs and making sources of supply uncertain," Eugene Patrone, executive director of the Consuming Industries Trade Action Coalition (CITAC) told Xinhua in September.     He noted that the tariffs would make oil and gas exploration and production be more expensive, projects be delayed, "which is against our national goal of being less dependent on imported energy."     The onset of the global recession appears to have set off an increase in trade disputes around the world.     Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. Bown, a Brandeis University economics professor.     That increase follows a 44 percent increase in new investigations in 2008.     And China has become the main target of the rising protectionism.     In another steel dispute, the U.S. Commerce Department said on Tuesday that it will impose antidumping tariffs of 14 percent to 145 percent on imports of 91 million dollar steel grating from China. A final determination will be made by the department in April 2010.
