BEIJING, Feb. 9 (Xinhua) -- Senior Chinese leader He Guoqiang has stressed the country's determination and efforts in fighting corruption in a lengthy report published Tuesday, saying current anti-graft situation was still "grave.""While fully acknowledging the achievements, we should see clearly that many problems still exist in our fight against corruption... the situation is still grave and the task is arduous," He said. He, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, noted that the main missions for the new year included intensified crackdown on cases concerning officials' power abuse, embezzlement, bribery and dereliction of duty.He said the country would also step up campaigns against officials' extravagant behaviors in the new year.Figures from the report show that local party and government departments saved a total of 15.8 billion yuan (2.31 billion U.S. dollars) by reducing expenses in travels, vehicles purchase and food and accommodation.Party and government officials' spending on overseas business trips dropped 37.6 percent compared with the average figure of the past three years. Also, as of November, a total of 22,884 "small coffers" illegally held by Party and government officials worth 10.16 billion yuan (1.49 billion U.S. dollars), had been uncovered since a campaign was launched in last June.He also urged improving the regulations on party members and officials' declaring personal information for the country's upcoming anti-graft moves, saying that housing, investment, employment of their spouses and children should also be included in the information list.He said that officials who refuse to declare their properties should be severely dealt with. The report was first delivered on Jan. 11 at a plenary session held by the Communist Party of China (CPC) Central Commission for Discipline Inspection (CCDI), the party's internal anti-graft body. He, head of commission, urged officials to carefully study and implement President Hu Jintao's speech on anti-corruption at the meeting.Hu said at the session that efforts should be made to investigate cases of power abuse, corruption and embezzlement as well as dereliction of duty.Hu pledged to push forward the construction of anti-corruption procedures, with confidence, determination, forceful measures and a solid working style.

SHARM EL-SHEIKH, Feb. 14 (Xinhua) -- A senior Syrian official underlined on Sunday the importance of cooperation with China, especially in the fields of agriculture and food security.Talking to Xinhua on the sidelines of a joint Afro-Arab ministerial meeting, Nabi Rasheed, an aide to the Syrian minister of agriculture, said his country pays much attention to cooperation with China on agriculture and food security and looks forward to more joint projects in this regard."Syria and China cooperate with each other in the long term through the exchange of delegations and training programs. A high- level Chinese delegation led by the agriculture minister has visited us recently, when we discussed opportunities and means to boost agricultural cooperation. Syria will also take part in the 2010 Shanghai EXPO," the Syrian official said.Rasheed who headed his country's delegation to the Joint Afro- Arab Ministerial Meeting on Agricultural Development and Food Security which kicked off on Sunday in the Egyptian resort of Sharm el-Sheikh, said the current meeting has attached greater importance due to the drought which haunts many Arab and African countries and the global financial crisis. The recent food crisis caused the prices of many food stuff to ratchet up and the global financial crisis forced many countries to cut funds allocated to agricultural development, said the official."I hope the meeting will lay a concrete foundation stone for cooperation between Arab and African states at this vital stage," he said. The Syrian official added that the meetings aim to establish a common Arab-African strategy on agriculture and food security, pointing out that there is a plan to set up a follow-up, steering and coordination body along with a special fund to support the implementation of decisions to be sanctioned by the ministers.Rasheed added that his country has already taken tangible steps on food security, "Syria has successfully made food security years ago thanks to governmental policies and its support for the agricultural sector.""We have achieved this goal," he said, yet adding his country still faces challenges due to the recent drought which is the worst in 50 years.

BEIJING, Jan. 25 (Xinhua) -- China named and shamed more than 10,000 workshops and selling groups in dust and poisonous material-related industries last year in a bid to fight against occupational diseases, according to the Ministry of Health (MOH).The figure was revealed at a national meeting on food safety and sanitation supervision here Monday amid an ongoing campaign on regulating workshops and selling companies in the fields of mining, quartzite processing, gem processing, stone processing, smelting and cement production among others. The campaign, starting in last August, was jointly launched by the State Administration of Work Safety, the Ministry of Health, the Ministry of Human Resources and Social Security and All-China Federation of Labor.Earlier this month, 152 workers at an electrical and lighting company in south China's Guangdong Province were found to have suspected mercury poisoning, showing symptoms such as headaches, hair loss, joint aches and shivers.According to the company, all six production lines of the workshop used liquid mercury, but some workers seldom took the trouble to wear a mask at work.Vice Health Minister Chen Xiaohong said at the meeting that the ministry is currently working with other departments to set up regular meetings at ministerial level on the prevention and control of occupational diseases. The MOH is also aiming to set up a network against occupational diseases at grassroot level while providing basic job-related health services for migrant workers, said Chen.

BEIJING, Feb. 16 (Xinhua) -- China has seen progress in the development of the law profession as it strives to build a country based on the rule of law.According to the Ministry of Justice, the country had more than 15,000 law firms, more than 166,000 lawyers, and more than 220,000 people working in the sector at the end of 2009.By Oct. 2009, foreign law firms from 21 countries had set up 224 representatives offices in China, while law firms from Hong Kong Special Administrative Region had set up 65 offices on the mainland, the ministry said.Sixteen lawyers are deputies in the National People's Congress, China's top legislature, and 22 lawyers are members of the National Committee of the Chinese People's Political Consultative Conference, the nation's top political advisory body.Last year, the country's lawyers handled nearly 2 million lawsuits, and dealt with more than 534,000 non-litigious legal matters, plus more than 184,000 cases of legal aid.Statistics show in 2008, lawyers billed their clients 30.9 billion yuan (4.54 billion U.S. dollars) and paid more than 4 billion yuan in taxes. No corresponding figures for the year of 2009 are available.

BEIJING, Feb. 27 (Xinhua) -- A severe drought has affected 69.6 million Mu (about 4.64 million hectares) of arable land and left 12.7 million people and 8.4 million livestock short of drinking water, said China's drought relief authorities Saturday. The figures nearly doubled the average level for corresponding periods over the past years, according to the State Flood Control and Drought Relief Headquarters. The drought had caused huge losses and serious drinking water shortages in the affected areas, said Liu Ning, vice minister of water resources.Local governments have put 750 million yuan (110 million U.S. dollars) and mobilized nearly 9 million people to cope with the draught, which temporarily helped 7.4 million people and 3.6 million livestock out of drinking water shortages, Liu said.He called for prompt allocation of more relief funds from the central government and more efforts to ensure drinking water safety and spring irrigation. The dry spell started last autumn and has hit southwest, south and part of north China. The seriousness, duration, areas affected and losses are rarely seen in history, said the Ministry of Civil Affairs Friday.Severe drought would continue to ravage the already hard-stricken southwest China as no major rainfalls are expected in the next three days, the China Meteorological Administration warned Saturday.

LONDON, March 15 (Xinhua) -- U.S. President Barack Obama's pressure on China over its currency's exchange rate is a manifestation of hypocrisy from the West and will not work, a British economist has said."The president is playing with fire... Obama really should tread carefully. At the same time, the United States is now at risk of sparking what could be an all-out trade war," said Liam Halligan in an article carried by this week's Sunday Telegraph.Halligan, chief economist at Prosperity Capital Management, predicted that China will not yield to U.S. pressure on the issue."Beijing will eventually allow the yuan to rise, but in its own time and in order to tackle inflation and not because of U.S. pressure."Chinese inflation is now at 2.7 percent, close to the official 3-percent control target, he noted.Halligan argued that the Chinese yuan may not be under-valued as much as Western politicians have perceived.Although Chinese exports rose by 46 percent in the first two months of 2010, the rise is from a very low base -- with February 2009 being the epicenter of the U.S.-sparked sub-prime storm, he noted. He also pointed out the fact that China's trade surplus dropped by 51 percent in the same period. That means China's gain in exports were out-weighed by an import surge."This hardly suggests the yuan, as (U.S. Treasury Secretary Tim) Geithner claims, is 'way too low'," said Halligan.Geithner said in January that Obama believed China was manipulating its currency. On Obama's latest call for China to adopt a more "market-oriented exchange rate," Halligan said Washington is actually the biggest currency manipulator in the world."The reality is that America's 'weak dollar' policy -- its long-standing practice of allowing its currency to depreciate in order to lower the value of its foreign debts -- amounts to the biggest currency manipulation in human history."Halligan also noted that Washington has for years "shamefully stalled" on various rulings of the World Trade Organization that showed America to be breaching global trade rules."America needs to act smarter and get its own economic house in order. Obama has decided instead to lash out at China in a desperate attempt to placate a U.S. electorate increasingly mindful of their president's failings," said Halligan. The economist said Western politicians' blame game against emerging markets over the current global imbalances reflects their hypocrisy and lack of character."It's always easier to blame someone else for your failings... The Western world's response to this self-made 'credit crunch' has highlighted the hypocrisy of our so-called leaders, their refusal to face reality and, above all, their lack of character," he said."The implication (of statements of Western politicians) is that sub-prime, and the deepest Western recession in generations, wasn't our fault. It was entirely unrelated to widespread financial fraud, political myopia and lax regulation," Halligan scorned.

BEIJING, Feb. 24 (Xinhua) -- Chinese lawmakers Wednesday called for improving the country's food safety supervision network after a nationwide law enforcement inspection tour.National lawmakers started the inspection tour last September after the Food Safety Law took effect last June.Lu Yongxiang, vice chairman of the National People's Congress (NPC) Standing Committee, told lawmakers that many regions had not completed reform of the food safety supervision mechanism. Most of the cities and counties had not started the reform yet, Lu said at a three-day bimonthly session of the top legislature that started Wednesday, when presenting a report of the inspection tour.He called for stronger coordination led by health departments. The report suggested establishing a national food safety risk assessment center and a food safety standard management system.Earlier this month, the State Council set up a food safety commission consisting of three vice premiers and a dozen minister-level officials. The lineup of the commission's members includes Vice Premiers Li Keqiang, Hui Liangyu and Wang Qishan, as well as more than ten heads or vice heads of government departments in charge of health, finance, and agriculture among other portfolios. The establishment of the commission followed a string of nationwide crackdowns and arrests in the wake of new melamine-tainted milk products being found in Shanghai as well as Liaoning, Shandong and Shaanxi in recent months.

SHANGHAI, Jan. 24 (Xinhua) -- State Councilor Meng Jianzhu on Sunday called on the armed police to enhance capacities in tackling emergencies and terrorist attacks so as to ensure a safe World Expo.Meng, also Minister of Public Security and first political commissar of the Chinese People's Armed Police Force, made the remarks while watching a drill conducted by the armed police in the World Expo host city Shanghai.Armed police should focus their work on coping with complicated situations at any time and effectively bring under control all sorts of complexities, he said.Armed police should be rigorous, fair and civilized when enforcing the law, and at the same time be rational, even-tempered and conform to their professional standards, Meng said.China's armed police force had made contributions to safeguarding public safety during the 2008 Beijing Olympics and celebrations marking the 60th anniversary of the founding of the People's Republic of China last year, he said. The World Expo, to be hosted by China for the first time, is scheduled for May 1 to Oct. 31. BEIJING, March 4 (Xinhua) -- The 11th Panchen Lama has made debut in China's political arena as a political advisor at the ongoing annual session of the National Committee of Chinese People's Political Consultative Conference (CPPCC) in Beijing."This is the first time for me to attend the CPPCC meeting as a new member, so I will learn from other members," he told Xinhua while joining a panel discussion of the religious circle of the CPPCC National Committee Thursday.A day earlier, he attended the opening meeting of the Third Session of the 11th CPPCC National Committee, the country's top political advisory body.During the two-hour panel discussion from 9 a.m. to 11 a.m. Thursday, he took notes from time to time when other members spoke and sometimes exchanged a few words with others around him, but he did not take the floor.During the break of the panel discussion, many other members came to chat, take photos and shake hands with him, and he kept smiling in a amicable manner."I have shouldered the mission of safeguarding national unity and ethnic solidarity since I was enthroned (in 1995). Now, such a sense of responsibility is becoming even stronger," he told Xinhua.Tenpai Nyima, a CPPCC member from Tibet's Nyingchi Prefecture, said he felt very delighted to see the appearance of the 11th Panchen Lama, although he did not speak at the panel discussion."He is an outstanding leader of Tibetan Buddhism as well as our glory and pride," he said. The 11th Panchen Lama, Bainqen Erdini Qoigyijabu, one of the two most senior living Buddhas in Tibetan Buddhism, became a CPPCC member on Feb. 28. Earlier on Feb. 3, he was elected vice president of the Buddhist Association of China."Although he is young, he is mature and diligent, and he has increasingly profound Buddhist attainments and a growing popularity in Tibetan-inhabited regions," said Padma, a CPPCC member from northwestern Qinghai Province."I believe he can carry forward the fine tradition of the 10th Panchen Lama in loving the nation, the religion and the people, and in safeguarding the national unity and ethnic solidarity," he said. The 11th Panchen Lama, with the secular name Gyaincain Norbu, was born in February 1990 in Lhari County, in northern Tibet's Nagqu Prefecture. He was approved by the central government as the reincarnation of the 10th Panchen Lama in November 1995 after a lot-drawing ceremony among three candidates in the Jokhang Temple in Lhasa.Over the past years, he has given head-touching blesses to hundreds of thousands of believers, and ardently participated in public welfare activities. After the deadly riot broke out in the Tibet's regional capital of Lhasa on March 14, 2008, he strongly condemned the violence, saying that it ran counter to Buddhist tenets. He also presided over a prayer meeting in Beijing on May 21, 2008, in which he prayed for peace in Wenchuan in southwestern Sichuan Province and neighboring areas struck by an 8-magnitude on May 12.On March 28, 2009, he unexpectedly delivered a speech in English at the opening ceremony of the Second World Buddhist Forum in Wuxi City of eastern Jiangsu Province, winning applause and appreciation. In the speech, he used Buddhist sutras to give enlightenment to believers about how to deal with various threats facing modern society -- such as environmental degradation, wealth gap, financial crisis, terrorist attacks, and taught believers to do more deeds beneficial to others."He is very bright and becoming more and more knowledgeable. I believe he is capable of further promoting Buddhism," said Shingtsa Tenzinchodrak, a living Buddha from Tibet's Shannan Prefecture, also a deputy to the National People's Congress, the country's top legislature. To Kelsang Drokar, a villager from the Tarma Village in the suburbs of Lhasa, 11th Panchen Lama's new position as a CPPCC member made him and his fellow villagers very happy."We hope he can bring more blessings and benefits to our people of Tibetan ethnic group," he said.
