WELLINGTON, Nov. 2 (Xinhua) -- Chinese Vice Premier Li Keqiang and New Zealand Prime Minister John Key agreed during a meeting Monday to actively explore new ways to advance cooperation between the two countries. Li said during the meeting that in recent years, China and New Zealand have expanded cooperation in many areas such as politics, economy and culture.     He said they also have kept good communications and coordination on major global and regional issues. The smooth implementation of the China-New Zealand free trade agreement has helped bilateral trade surge, Li said. Chinese Vice Premier Li Keqiang (R) shakes hands with New Zealand Prime Minister John Key in Wellington, New Zealand, Nov. 2. 2009.    New Zealand was the first developed nation to wrap up WTO entrance talks with China, the first developed country to recognize China as a market economy, and the first developed nation to sign a free trade agreement with China.     The development of China-New Zealand comprehensive cooperative relations suits the fundamental and long-term interests of both countries and is conducive to peace, stability and prosperity in the Asia Pacific region, Li said.     He said respecting and caring for each other's core interests and major concerns are key to a stable development of bilateral ties.     Li said China is willing to work with New Zealand to actively explore mutually beneficial cooperation in sustainable development and cultural exchanges and to enhance coordination in multilateral organizations and on major international and regional issues in a bid to bring bilateral ties to a new level.     Key said New Zealand values its comprehensive cooperative relationship with China. He said the smooth implementation of the bilateral free trade agreement has benefited New Zealand a lot.     The prime minister said he looked forward to visiting China and attending the Shanghai Expo next year. New Zealand has spent five times as much on the Shanghai Expo as on the last Aichi Expo, an evidence of New Zealand's high regard and expectations for relations with China, he said.     The New Zealand government respects China's positions on issues concerning its core interests such as Taiwan, Tibet and Xinjiang, and sticks to the one-China policy, Key said.     Li arrived in New Zealand on Sunday after concluding an official visit to Australia. His three-nation tour will also take him to Papua New Guinea.

ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.

TAIPEI, Dec. 14 (Xinhua) -- Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), has called for calm response to the upcoming cross-Strait talks.     The SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS) plan to hold new round of talks in Taiwan's Taichung city on Dec. 22.     Chiang said issues to be discussed during the talks included labor cooperation in the fishing industry, cooperation in inspection and quarantine of agricultural products and standard measurement authentication and avoidance of double taxation.     Those issues were closely related to the health and benefits of people across the Strait, he said, adding that he hoped agreements could be reached to improve the foundation of cross-Strait relations.     It is the fourth round of talks since the SEF and the ARATS resumed negotiations in June last year following a 10-year suspension.

He also announced a decision to increase from 100 to 200 the number of Kazakh students who study in China on Chinese government scholarships every year.     Nazarbayev agreed with Hu's five-point proposal and said the Kazak side was satisfied with the development of the good-neighborly friendship and strategic partnership enjoyed by the two countries.     Hu's visit took place on the eve of the 18th anniversary of Kazakhstan's independence, which Nazarbayev said reflects the importance that China places on its relations with his country.     The two leaders watched the completion of a natural gas pipeline in Kazakhstan earlier Saturday. The pipeline is part of the China-Central Asia gas pipeline that links Turkmenistan, Uzbekistan and Kazakhstan.     Noting that bilateral relations have ushered in a new stage of energy cooperation, Nazarbayev said his country was willing to strengthen pragmatic cooperation with China in the fields of trade, finance, infrastructure, energy and non-energy.     He also agreed with China's handling of the July 5 incident in Urumuqi in northwest China's Xinjiang Uyghur Autonomous Region and reiterated his support for China's efforts to strike against the "three evil forces" of terrorism, separatism and extremism     China's efforts were necessary to maintain stability in Xinjiang, and were good for stability in Kazakhstan, he said.     The president also thanked the Chinese government for increasing the number of Kazak students studying in China and said his country was ready to work with Beijing to smoothly run the two Confucius Institutes in Kazakhstan.     China and Kazakhstan have witnessed sustained, rapid and healthy progress of bilateral ties since establishing diplomatic relations in 1992.     Kazakhstan has become China's largest trading partner in Central Asia. Despite the global financial crisis, two-way trade reached 17.55 billion U.S. dollars in 2008, exceeding the 15-billion-dollar target set by the two countries' governments.     China and Kazakhstan have also made concerted efforts in fighting against the "three evil forces", cracking down on drug trafficking and other cross-border crimes.     Hu arrived in Astana earlier Saturday for a two-day visit to Kazakhstan at the invitation of Nazarbayev.     Kazakhstan is the first leg of Hu's two-nation Central Asia trip. He is expected to leave Kazakhstan on Sunday for Turkmenistan.

HOHHOT, Oct. 20 (Xinhua) -- Police said Tuesday they had shot and killed an escaped prisoner and apprehended three others in north China's Inner Mongolia Autonomous Region.     The four escaped on Saturday from the No. 2 Prison in Hohhot, capital of Inner Mongolia, after killing a prison guard, said a spokesman from the regional public security department.     Acting on information from local residents, police surrounded the men in Helin County early Tuesday, after they had hijacked a motor tricycle and taken the woman driver hostage.     Police shot dead Gao Bo, who resisted arrest and injured a police officer with knife, said the spokesman. Police searched thousands of hotels, nightclubs and Internet bars, questioned 47,500 people and stopped 24,600 vehicles.     The four prisoners were on the run for only 66 hours before they were apprehended.     "We appreciate the local residents' help in hunting the prisoners," said Zhao Liping, head of the public security department of the region."
