BEIJING, April 9 (Xinhua) -- Venezuela President Hugo Chavez concluded his working visit to China and left Beijing on Thursday night.     During his two-day stay, Chavez met with Chinese President Hu Jintao and Vice President Xi Jinping respectively, exchanging views on enhancing the bilateral strategic partnership.     Chavez also visited the Party School of the Central Committee of the Communist Party of China (CPC) earlier on Thursday, the highest training institution for CPC officials. Addressing about 100 Chinese officials, he said the two countries witnessed great progress in their cooperation in economy, science and technology areas. ADDIS ABABA, April 6 (Xinhua) -- The Chinese representative to the 120th Assembly of the Inter-Parliamentary Union (IPU) on Monday urged all countries to abandon any form of trade and investment protectionism amid the sweeping financial crisis.     "During times of economic difficulties, the international community should abandon all forms of trade and investment protectionism and work for the progress of the Doha round of negotiations at an early date," Uyunqimg, Vice chairwoman of the Standing Committee of China's National People's Congress, said at the Addis Ababa meeting. BEIJING, April 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Friday that the basic health-care system should be provided as a public service to the people to ensure and improve people's livelihoods.     Li made the remarks during a meeting on deepening the reform of the health-care system, stressing that the public health-care system should be conducted for public good and urging the gradual establishment of a basic health-care system to cover all Chinese citizens.     Carrying out the health-care system reform is of great significance to improving people's livelihoods and promoting social harmony, as well as boosting domestic demand and keeping a sound and rapid economic development, Li said.     The reform of the health-care system is a social systematic project, which is time-consuming, challenging and complicated, he said. By 2020, China should have a basic health-care system that covers urban and rural residents, Li pointed out.     Health-care reform in the next three years should be focused on relieving people from expensive and hard-to-get medical care, he said.     Li also said that reforms should be carried out in five areas, including providing universal access to basic health insurance, introducing an essential medicine system, improving primary healthcare facilities, offering equitable access to basic public health services and establishing pilot reform of state-run hospitals.

BEIJING, April 15 (Xinhua) -- Foreign direct investment (FDI) in China posted a 20.6 percent year-on-year decline in the first quarter to 21.78 billion U.S. dollars, the Ministry of Commerce announced Wednesday.     In March, FDI was 8.4 billion U.S. dollars, the biggest amount since October 2008 which was 8.35 billion U.S. dollars. However, the March figure was down 9.5 percent from a year earlier, ministry spokesman Yao Jian said at a news conference.     March was the sixth consecutive month that FDI fell. The good news is that the decline eased from the 15.81 percent drop in February and a 32.67 percent drop in January.     Zhang Hanya, an economist with the National Development and Reform Commission said a reduced decline indicated overseas investors growing confidence in the country's economic recovery.     Chinese Premier Wen Jiabao said Saturday that the Chinese economy showed signs of positive improvement in the first quarter as a result of the economic stimulus package adopted by China.     Yao added stable investment inflows were important for the country to stabilize exports, enhance employment and boost consumption as the government tries to make China more attractive to investors.     The ministry said in March it was shifting authority for approving certain foreign investments to provincial governments.

BEIJING, March 10 (Xinhua) -- Yi Gang, vice governor of China's central bank, said Tuesday that China still has room to cut interest rates, but such room is "quite limited".     "China still has room to cut interest rates, but not a lot," Yi told Xinhua.     "The room for cuts is quite limited, because a zero interest rate is not the best choice for China at the moment," he said.     The People's Bank of China, the country's central bank, has cut interest rates five times and reduced required reserve ratio for commercial banks four times since last September.     The one-year benchmark deposit rate now stands at 2.25 percent.     Yi pointed out interest rates of China and the United States are actually almost the same.     The 12-month deposit rate in the U.S. stands at around 2 percent, although its key interest rate, or an inter-bank rate, is zero to 0.25, he explained.     The equivalent inter-bank rate in China is at around 0.8 percent, he added.     China's current rate still has room for manoeuvre, Yi said, but if the interest rate falls to zero, there will be no more room for using interest rates to deal with any further world economic downturn.     Su Ning, also vice governor of the central bank, told Xinhua on Monday that China still has plenty of space to manoeuvre in its monetary policy.     Su said the room for further adjustment is "smaller but still exists."     "There's a quite a lot of room for cutting the bank's reserve requirement ratio," he added.

BEIJING, April 14 (Xinhua) -- China's top political advisor Jia Qinglin on Tuesday called for increased efforts of democratic parties and the All-China Federation of Industry and Commerce to promote the development of a poverty-stricken city in southwest China.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the call at a working conference on supporting the construction of Bijie, a city in Guizhou Province.     Bijie was approved by the State Council, China's cabinet, in 1988 as a trial zone featuring ecological environment protection and construction, development and poverty-alleviation.     Jia said the significant economic and social achievement made in Bijie over the past 20 years exemplifies the enormous advantages of the political system of multi-party cooperation and the political consultation system under the leadership of the Communist Party of China (CPC).     Jia outlined three major tasks for Bijie's future development: development and poverty alleviation, ecological construction and population control must be firmly grasped.     He also called for efforts to explore new ways to develop the region.     Efforts should be made to pursue leap-forward development in both economy and society in the region, he said.     In the same meeting, Du Qinglin, head of the United Front Work Department of the CPC Central Committee, said the construction of Bijie trial zone had made significant phase achievements.     The region, where the poor once struggled to have adequate food and clothing, was on its way to becoming a place where the people can generally lead a well-off life, he said.     Over the past two decades, people from the democratic parties offered enormous support to develop the hilly hinterland region that is home to more than 20 ethnic minorities.     They helped to contribute to local education programs, training of migrant workers, building local medical institutions, constructing hydropower stations and helped tackle prevailing ecological problems including desertification.     The CPPCC is a patriotic united front organization of the Chinese people, serving as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC, and a major manifestation of socialist democracy.
