BEIJING - More than 50 people in the Chinese capital have been fined for spitting during the week-long May Day holidays, according to officials in charge of the city's image. Beijing's management department and civilization promotion office have jointly sent five inspection teams to patrol the downtown Wangfujing pedestrian street, Tian'anmen Square, commercial centers and railway stations to stop people from spitting, littering, random posting of advertisements and scrawling. By Sunday, 56 people were fined for spitting and refusing to correct the bad habit, according to the teams. The officials also handed out more than 10,000 bags to tourists, reminding them not to litter. The government is now anxious to correct the embarrassing habits of Chinese travelers ahead of next year's Olympics Games. The China National Tourism Administration has issued a circular, making travel agencies and tour guides responsible for correcting tourists' bad behavior during the holidays. Jumping the line, spitting, littering and clearing one's throat loudly in public are some of the frequently observed practices among Chinese travelers, according to a guideline prepared and released last year by the Spiritual Civilization Steering Committee (SCSC) of the Chinese Communist Party, the official etiquette watchdog. "We are supposed to remind people constantly throughout the tour, and also lead an etiquette discussion at the end of the tour," said Huang Xiaohui, a travel guide with a Beijing-based travel agency. They were making 12-day trips to their hometowns of Anhui, Jiangxi and Jiangsu provinces last month.Zhang set up the chorus in February last year with an American. It is the first troupe in Shanghai comprising the children of migrant workers.Following an 18-month training course by voluntary teachers they put on performances at venues such as the Shanghai Oriental Art Center and Jinmao Tower, China's second-highest building.On their visits to the countryside the kids held chorus and solo shows, with electric instruments, for the farmers. They also played games with local children and collated information to write reports."Few of these children maintain their affection for their hometowns and they don't like the countryside. I hope these trips will help them remember their early childhood and the rural areas where they were born," Zhang said.For the first few days, he said, the kids kept their distance from farmers, complained about dirty toilets, muddy sidewalks and shabby housing. They even hid the fact they were from rural areas themselves."It's obvious these children liked the feeling of superiority in front of their country fellows," Zhang said."What we can do, however, is help them face up to the fact they were born in rural areas and perhaps then they will be more fond of these places."They are still young and innocent and I believe they will build up a positive life philosophy and make their own contributions to society," chorus volunteer Liu Jing said."Children of migrant workers need more education in all aspects of life. Fifty-two workers were trapped early Sunday when a torrent of mud and water engulfed a rail tunnel under construction in central China. Online computer games and their related services topped the complaint list of Chinese consumers last year, followed by telecom services and mobile phones respectively, the China Electronic Chamber of Commerce (CECC) said here on Saturday.     The website www.315ts.net, which falls under the CECC, received 55,817 complaints in 2007, up 23.2 percent year on year. In total,24,634 cases were related to online products and included online sales fraud, website ID information theft and online games complaints.     The chamber said complaints about refrigerators surged 114.37 percent year on year to 761 cases, the highest annual growth rate among grievances of all electronic product items.     More than 60 companies, including LG, TCL, Haier, Fuji and Canon, were rated as outstanding enterprises in dealing with customer complaints, according to the body.     The CECC also named and shamed 40 companies that did a poor job in handling customer complaints last year. These included industry and retail sales giants such as Philips, Carrefour, Shinco and Hitachi.

Authorities were unable to accurately predict the recent weather conditions due to lack of equipment and an adequate forecast model, the national meteorological agency has said."We underestimated the duration and severity of the weather and failed to pre-evaluate its impact on transport and the power sector," China Meteorological Administration (CMA) spokeswoman Jiao Meiyan said.The CMA had forecast all five rain and snowstorms between Jan 10 and Feb 5 two to five days in advance. But it failed to alert the public to the extreme danger of the storms."One reason why the weather department could not make precise forecasts is because many of the places most affected were located in mountainous areas where meteorological monitors are in short supply," Duan Yihong, deputy director of the National Meteorological Center, said."Another major problem is that China's numerical weather forecasts still fall far behind world standards."Numerical weather forecasts, based on calculations by high-performance computers, are a core part of modern weather bulletins. China began to develop its own numerical forecast model less than a decade ago.There is a 10-year gap between the Chinese model and advanced foreign models, Duan said.The extreme weather also made it a huge challenge for Chinese meteorologists."It was increasingly difficult to forecast as low-probability extreme weather is occurring more frequently," Qiao Lin, chief weather forecaster of the Central Meteorological Station, said.To enhance the country's defense against extreme weather, China will begin to establish a monitoring and warning system, Jiao said.

The strong interest in trading up, which means spending more money for more expensive products, was driven up by consumers' increasing desire for better goods and services and rising concern over safety and quality of cheap products.Chinese consumers put more faith in brand names compared with the US consumers and they believe good brand represents quality, safety, effectiveness and durability, said Hsu.Despite strong trading up desires, Chinese consumers continue to "treasure hunt" - make deliberate trade-offs to maximize "value" of their budgets. They use similar strategies for treasure hunting as their counterparts in other countries except several unusual tactics such as group purchase for volume discount, said the report.The report suggested global suppliers in China should establish strong, branded relationships with China's treasure-hunting consumers, provide the kinds of products that appeal to practical concerns and emotional needs, and be willing to customize their offerings to meet the needs of a geographically diverse population.While the retailers must make sure the categories they carry are the ones that treasure-hunting consumers will seek and focus on a product's technical and emotional benefits, said the report.

BEIJING - The People's Bank of China (PBOC), the central bank, on Thursday asked its local offices to ensure cash supplies amid persistent snow to meet demand for the Spring Festival, which falls on February 7.Snow has disrupted transportation, making it hard to deliver cash to the branches.The central bank, in a circular, urged its local offices to help commercial banks in getting or storing cash.The heavy snow that has fallen since mid-January, the worst in 50 years in much of China, has paralyzed transportation, frozen the power grid and caused serious economic losses.It showed no signs of abating as forecasters warned of three more days of snow and sleet.
