BEIJING, Dec. 9 (Xinhua) -- The Chinese government reiterated Wednesday that to spur "sustainable and fast consumer spending" will be a priority next year, as the world's third-largest economy seeks to break from dependence on export and government pump-priming to drive post-crisis growth.     The government will continue to raise the earnings of the middle and low income groups to boost consumer spending, said a senior official with the nation's top economic planning body.     The government will step up research on optimization the income distribution mechanism to improve residents' purchasing power, Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), made the remarks at a national meeting charting the ministry's work in 2010.     The rare official stance on improving income distribution echoed the unanimous call from experts and the general public to bridge the yawning wealth gap between the rich and poor, which underlined the government's resolution to address the simmering social conflicts and the urgency to rebalance economic growth.     Zhang said the government will exert more efforts to sort out problems that have close bearing on public interests and ensure that all public members share the fruits of the development and reform, so as to safeguard social harmony and stability.     In concrete, the government will raise the pensions for enterprise retirees and improve treatment for those who enjoy special care. Local education, cultural and health-care facilities will also receive greater subsidy for expansion.     To revive the economic growth which lapsed to a decade low amid the global financial crisis, Chinese government unveiled a 4-trillion-yuan stimulus package, which was led by government investment, to counter falling exports, the driving force of the Chinese economy before the crisis took a toll.     As a result, as the GDP growth accelerated to 8.9 percent in the third quarter, investment contributed 7.3 percentage points while consumption devoted 4 percentage points.     "As the Chinese authorities have recognized that the rapid pace of recovery has exacerbated some of the economy structural imbalances, the authorities will focus on rebalancing growth, primarily by supporting consumption and private investment, with many consumer incentives to be carried out in 2010," said Jing Ulrich, managing director and chairman of China Equities and Commodities of J.P. Morgan.     Also on Wednesday, the State Council, or cabinet, decided to renew the preferential policies introduced early this year to boost car and home appliance sales.     "While investment growth should be managed at a reasonable pace, consumer spending should maintain sustainable and relatively fast expansion," Zhang said.     As investment binge and runaway bank lending prompted fears for asset bubble, Zhang said the government will step up efforts to curb speculative property transaction, and provide more affordable housing to middle and low income families.

HONG KONG, Jan. 3 (Xinhua) -- Over 30 flights were canceled or delayed at Hong Kong International Airport on Sunday, due to heavy snow in the country's capital city of Beijing.     By 21:00 (1300 GMT) local time, seven departure flights to Beijing were canceled and 10 delayed. As for arrivals, eight were canceled and nine delayed, said the spokesman of the department of News Relations from the Hong Kong's Airport Authority. Flights to other cities including Dalian and Tianjing were also affected by the bad weather.     The spokesman said so far no special procedures were taken against stranded passengers for the flow stayed normal, and they would work with the airlines to smooth the situation.

COPENHAGEN, Dec. 15 (Xinhua) -- UN Secretary General Ban Ki-Moon said on Tuesday that China, a developing country, has taken important measures in reducing its emission of greenhouse gas.     "China has also taken quite important measures by cutting forty to forty-five percent of energy intensity by 2020," Ban said at a press conference on the sidelines of the UN climate change conference in Copenhagen.     Ban arrived here earlier on Tuesday to open a high-level segment of the conference, which entered its ninth day of negotiations on a new global deal to push forward the fight against climate change.     The UN chief said he was fully aware of particular challenges faced by developing countries, in particular poor countries, calling on rich countries to improve their commitments in climate financing.     The climate change negotiations were now in a critical but difficult situation as developed countries and developing countries remain divided on key issues, including climate financing.     Developed countries have been reluctant to provide financial support to help developing countries mitigate and adapt to climate change. So far, they only indicated to give 10 billion U.S. dollars annually in the three years between 2010 and 2012.     Ban said developed countries should go beyond the fast-start support and also address medium and long-term financing scaled up to needs.     "I have been urging that developed countries should begin discussing the medium and long term financial support packages," he said, calling on all countries to overcome national interests or interests of any particular groups.     "That would be one of the keys in bridging the gap between developed and developing countries," he added.     Speaking at the same press conference, Danish Prime Minister Lars Lokke Rasmussen said he was encouraged by China's move to set national targets of reducing greenhouse gas emission.     "I am very encouraged by the fact that China has proposed, at this stage, nationally binding targets for mitigation which deviates from business as usual," he said.     But he added China should translate those national targets into some kind of international language.

PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. BEIJING, Dec. 16 -- Premier Wen Jiabao will leave for Copenhagen this afternoon, hoping to help seal a fair and effective climate change deal for the planet and secure China's emission rights.     Wen will join world leaders, including US President Barack Obama, at the United Nations climate change conference in Oslo for its crucial last two days. Foreign Ministry spokesperson Jiang Yu Tuesday said he is likely to meet state leaders from India, Brazil and South Africa, among others.     "China, as a developing country, will make its due contribution to the UN conference," said Jiang.     It is not yet known whether Wen and Obama will meet on the fringes of the conference but he has worked the phones relentlessly in the past 10 days, calling as many as 10 world leaders and UN chief Ban Ki-moon in an attempt to secure a workable agreement.     Chinese officials have also had important meetings in recent days with negotiators from many countries, including representatives from the United Kingdom and Germany.     But during the past 10 days, China and the US have not held any official meetings at any level in respect to climate change.     If Wen and Obama do get the chance to meet, they will likely have lots to talk about - the US recently urged China to accept a binding carbon reduction target and said it will not provide financial support to Beijing for climate initiatives.     China, meanwhile, called on the US to set a more ambitious target for emissions reduction after Washington promised to cut them by around 4 percent by 2020 from the 1990 base. Developing countries had urged the US and wealthy countries to slash emissions by 40 percent.     Experts have called on the US and China to narrow their differences in a bid to ensure the conference is a success.     Experts played down the likelihood of the world achieving an ambitious global treaty in Copenhagen but said Wen will defend China's status as a developing country and protect its right to economic expansion in the future.     Jiang said the summit has seen both conflicts and achievements.     She said the main stumbling block to real progress has been the reluctance of developed nations to hand over funding and technical support to developing nations that they promised in earlier agreements.     "If they abandon the principles of the Bali Road Map and the Kyoto Protocol, it will have a negative impact and hamper the conference," Jiang said.     She added that China supports the contention that some smaller developing island countries and African countries are in the most urgent need of funding support and should get help first.     But the spokesperson stressed that developed countries have a legal obligation to help all developing countries.     Huang Shengchu, president of the China Coal Information Institute, said the fact that Wen will be in Copenhagen shows the determination of the Chinese government to secure a good deal.     Zhang Haibin, an environmental politics professor at Peking University, said the presence of leaders such as Wen will inject hope that a deal can be found.     "It demonstrates the leaders' will to take up the responsibility to rescue the whole of human kind," said Zhang. "However, because of the nature of world politics, the chances of reaching an effective and ambitious agreement, in the end, are slim."     John Sayer, director of Oxfam Hong Kong, said many developing countries, including China, India, Brazil and South Africa, have voluntarily offered to cut emissions. China recently said it will reduce its carbon intensity by between 40 and 45 percent by 2020 from the 2005 base level.     However, as Zhang pointed out, some US experts, instead of welcoming such offers, have called on China to let international organizations verify that emissions are indeed falling.     Daniel Dudek, chief economist with the US Environmental Defense Fund, said the world seems to be unsure about whether China is serious about cutting emissions and achieving a good post-Kyoto deal.     "I think that people want to be reassured that China wants to achieve an agreement at Copenhagen and that China values moving forward on climate change more than winning its negotiating positions," he said.

TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. They also said Japan is actively preparing for the participation of Shanghai Expo and believed the Expo will be a success.     Chinese Ambassador to Japan Cui Tiankai was present during the meetings.     Yang's four-day visit to Japan, which started here Thursday, is the first since the country saw a change of government in September.
