BEIJING, Feb. 23 (Xinhua) -- Chinese Vice President Xi Jinping's just-concluded Latin American and European tour has strengthened bilateral ties, broadened consensus and boosted cooperation with these countries, a senior Chinese official said Monday.     Xi's two-week trip to Mexico, Jamaica, Colombia, Venezuela, Brazil and Malta, as well as Fiji, where he made a transit stop, was pragmatic and fruitful, said Chinese Vice Foreign Minister Li Jinzhang.     SIGNIFICANT VISIT WITH FAR-REACHING IMPACT     Xi's visit to Latin America was a major Chinese diplomatic move since President Hu Jintao's trip to the region last year, said Li.     Last November, Hu traveled to Latin America for a visit that produced a broad consensus on forming a partnership of all-round cooperation with the region on the basis of equality, mutual benefit and common development. BEIJING, Feb. 4 (Xinhua) -- The Office of State Flood Control and Drought Relief Headquarters launched an orange alert on Wednesday, urging local authority to be fully aware of the grim situation and give drought-relief work top priority.     The unprecedented drought which started last November, has affected 146 million mu (9.73 million hectares) of crops nationwide by February 4, among which 42.19 million mu are severely affected, according to the latest figure released by the headquarter office.     About 139 million of wheat land in the eight wheat-producing provinces were threatened, comprising 46 percent of the total wheat croplands in the areas. People irrigate the wheat field at Xindian Village in Luoyang, a city in central China's Henan Province, Jan. 4, 2009. Drought has hit most of Henan Province, one of China's key wheat producing regions, due to lack of rainfall since last October.Some 3.98 million people and 1.95 million livestock are short of drinking water.     The headquarter office asked local governments to be accountable for relief work and make every effort to expand irrigation areas.     The local authority should enact integrated plans on water distribution to minimize the risk of the drought, according to an emergency notice by the headquarter office.     Four more working teams were sent to the drought-hit areas on Monday to supervise the relief work.     The Ministry of Finance is expected to arrange more funds, after the previous 100 million yuan (14.6 million U.S. dollars) to support the relief effort.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

BEIJING, April 8 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that "supervision" is one of the key missions in 2009 for government organizations to tackle corruption amid the economic crisis, according to Wen's speech script released Wednesday by the State Council.     "The impact of the global economic crisis was still amplifying. Companies' profits shrinking, financial income reducing, job situation worsening... Under such circumstances, it's of great importance for government organizations to reform and tackle any kind of corruption," Wen said.     Wen said this year supervision would be focused on whether government officials' work was quick and effective, policies and regulations practised properly, projects carried out scientifically, funds used reasonably among others.     He said any kind of fund misappropriation, unqualified buildings and other problems which closely affected people's livelihood should be strictly prevented.     Also, Wen stressed supervision in food and drug industry to avoid any safety issues involving unapproved food additives and fake and unqualified medicines.     Wen initially made those remarks at a conference on clean governance here on March 24. The highlights for his speech on that day were released Wednesday by the State Council.     Wen ordered at the conference that Party and government organizations at all levels should reduce reception expenditures this year by 10 percent over 2008, cut car purchase and maintenance fees by 15 percent on the basis of the average amount in the recent three years, and reduce expenditure for business trips abroad by 20 percent based on the average amount over the past three years.     Wen said, this year efforts will be focused on investigation and handling of corruption cases involving government organs and officials, and hard strikes will be made in cases of "collusion between officials and businesses, power-for-money deals and commercial bribery cases."     He urged tougher scrutiny over funds and projects that were closely related to people's livelihoods, such as medical insurance in rural areas, pensions, payment in arrears for migrant workers, water conservation, railroads and other forms of transportation, and urban construction.     Individuals or groups should be severely punished for making defective or harmful farm products or imposing unreasonable charges on farmers, students and patients, he said.     Wen praised the anti-corruption progress made by various government officials last year, especially in supervising and managing relief funds for the May 12 earthquake and the post-quake construction.     "Only by building a clean and efficient government can we unite everyone as an entire force to cope with the crisis and get over it," he added.     Last year, China investigated 2,687 government officials for graft, malfeasance and infringement of people's rights. Those included four people at the province or ministry level, according to a report delivered by Prosecutor-General Cao Jianming in earlier March.     Also, the government investigated 10,315 cases of commercial bribery cases committed by government workers, involving a total sum of more than 2.1 billion yuan (309 million U.S. dollars).

BEIJING, March 31 (Xinhua) -- Chinese President Hu Jintao has called for strengthened coordination among different nations on economic polices and joint efforts against trade and investment protectionism to help the world economy recover.     The international community as a whole was severely challenged in the course of tackling the global financial crisis and resuming growth in the world economy, Hu told Xinhua on Tuesday ahead of the G20 summit scheduled to open in London on Thursday.     With the impact of the global financial crisis on the real economy unfolding and deepening, priorities should be taken by various countries to adopt economic stimulus measures in line with their own situations and work hand in hand to promote growth and employment and improve the people's lives, according to Hu.     Efforts should also be made as soon as possible to stabilize the global financial market and earnestly give play to the role of finance in spurring the real economy to restore confidence of the people and enterprises, Hu said.     "The international financial system should undergo necessary reforms in an all-round, balanced, gradual and effective manner to prevent a similar crisis in the future," the president noted.     China as a responsible country would work with all the other parties attending the summit to help it yield "positive" and "practical" results, Hu said.     China pledged to give its own contribution to the recovery of world economy. China grew 9 percent in 2008, the slowest pace in seven years.     The global financial crisis and economic slowdown have created many difficulties for China, Hu said, citing the slump of exports and imports, slower industrial production and unemployment.     But a basket of governmental measures to stimulate domestic demand and promote economic growth have begun to take effect, he added.     Beginning in late 2008, the Chinese government has issued a comprehensive economic stimulus package including a 4 trillion yuan (585 billion U.S. dollars) investment plan and support plans for ten key industries.     The country's central bank has cut interest rates five times and lowered deposit reserve ratio four times in an effort to enhance capital fluidity.     "We have confidence, conditions and capabilities to keep a steady and rapid growth," Hu Jintao said.
