BEIJING, Nov. 7 (Xinhua) -- The pursuit of harmony is a basic value and the fundamental spirit of Chinese culture, State Councilor Liu Yandong told representatives of the 2008 Beijing Forum on Friday.     More than 300 scholars from more than 40 countries participated in the forum, with the theme "The Harmony of Civilization and Prosperity for All-The Universal Value and the Development Trend of Civilization."     Liu congratulated the forum, saying its theme was highly significant.     She said the concept of harmony had become a key criterion in many types of relations: among peoples, between individuals and society, among nationalities and states, among cultures and between humans and nature.     "It is especially important for academic and educational institutions to promote multinational cultural communication under globalization," said Liu.     Co-sponsored by Peking University, the Beijing Municipal Commission of Education and the Korea Foundation for Advanced Studies, the Beijing Forum 2008 -- the fifth such annual meeting -- convened on Nov. 7. The forum will focus on the environment, the Olympic spirit and the global financial crisis.

BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

BEIJING, Feb. 1 (Xinhua) -- The Chinese government vowed to beef up vocational training for migrant workers, college graduates and laid-off workers, who were badly hit by the global financial crisis, to help them land jobs, according to a joint circular issued by three ministries.     Local government should offer the migrant workers necessary training to help them find jobs in the railway and infrastructure construction, power sector and rebuilding of the quake-hit areas, according to the joint circular issued by the National Development and Reform Commission, the Ministry of Finance and the Ministry of Human Resources and Social Security.     Vocational schools and technical training institutions should enhance training for people who were affected by the crisis, and work out programs to help them find new jobs, said the Ministry of Human Resources and Social Security on Sunday.     China's urban unemployment rate was 4.2 percent at the end of 2008, up 0.2 percentage points year on year, according to official figures.

BEIJING, Jan. 22 (Xinhua) -- Xinhua News Agency published an article by Hao Shiyuan, an academician of the Chinese Academy of Social Sciences (CASS), on Thursday, to hail that the Democratic Reform is historic stride for social system in Tibet.     Hao, who is also director of the CASS center for the study of Tibetan history and culture, has contributed the article to the Beijing-based Guangming Daily as part of the newspaper's serial articles to mark the establishment of the "Serfs Emancipation Day" by the Tibetan legislature on Monday.     Before the launching in 1959 of the Democratic Reform in Tibet, the highland area was under a hierarchical rule by monks and aristocrats, says the article, citing a book by Edmund Candler, an India-based correspondent of the British newspaper "Daily Mail", who entered Tibet with British army in 1905.     According to the British reporter's "The Unveiling Lhasa", Tibet was then under a feudalist serfdom, where peasants were slaves of lamas. He even compared the Potala Palace, the residence of Tibetan Buddhist leaders, with the bloodiest medieval castles in Europe in the Middle Ages.     The British journalist was so surprised at what he saw in Tibet that he depicted the Tibetan serfdom as unprecedentedly stubborn and dark.     The Communist Party of China (CPC), which represents the fundamental interests of the Chinese of different ethnic groups, is the only power which can lead the one million Tibetan serfs to end the hierarchical serfdom in Tibet, says Hao.     In 1951, the central government signed a 17-article Agreement with the local government of Tibet, which marks the peaceful liberation of Tibet.     In 1954, late Chinese leader Chairman Mao Zedong told the ** Lama, who was then a vice chairman of the Standing Committee of the National People's Congress (NPC), the top legislature, that the central government was not eager to implement the Democratic Reform in Tibet, though the reform had been underway in other minority areas.     "It needs the consent of the Tibetan people and the will of the Han people must not be forcibly given to the Tibetan people," said Mao, who indicated that the central government was patient enough on the issue of Democratic Reform in Tibet, though "some Han officials might be" eager to carry out the reform.     The scholar explains that "some Han officials", who were not as patient as the central government, came to the idea to start the reform at an early time, because they witnessed that the Tibetan people were increasingly eager to end the serfdom, under which, the Tibetan serfs were living in an abyss of suffering.     Between 1952-58, the local government of Tibet had a financial income of 392.9 million yuan (about 52 million U.S. dollars), but 357.17 million yuan, or 91 percent, came from the central government. Meanwhile, the central government had invested a lot of money to build highways in Tibet. By 1957, the length of Tibetan highways topped 6,000 kilometers.     Under serfdom, however, Tibetan serfs could not enjoy the economic achievements in Tibet, which were made with the financial assistance by the central government, the article says.     The Buddhist monks, aristocrats and the local government were frightened by the bulging demand of the Tibetan people for carrying out the reform.     In 1955, a preparatory committee of the Tibet Autonomous Region was set up, with the ** Lama as the chairman and the Banqen Lama as a vice chairman. In the same year, some Tibetan aristocrats began plotting for armed rebellions.     Beginning in 1957, some Tibetan people were organized to lay siege to government organizations, kill government staff workers, and hold armed rebellions. In 1958, a large number of rebellious armed forces were set up in Tibet.     On Mar. 10, 1959, an all-around armed rebellion was launched by the local government of Tibet and the stubborn upper-class forces, and the ** Lama went into exile, in betrayal of the nation and the Tibetan people.     The Tibetan hierarchical ruling forces headed by the ** Lama held the 1959 armed rebellion - an attempt to safeguard the feudalist serfdom and their fundamental interests, oppose all kinds of changes in Tibet, and seek for "Tibetan independence", according to the article.     On Mar. 28, the central government dissolved the local government of Tibet and replaced it with the preparatory committee, while launching the Democratic Reform, which allowed the Tibetan people to step in the process of a modern social development. Since then, a series of reform policies and measures had been issued to abolish the old system and set up a new system.     In 1961, the Democratic Reform was initially completed as the 1million emancipated Tibetan serfs became the master of Tibet and people's governments were set up across the autonomous region.     Thanks to the support of the central government, the Tibetan economy had achieved a big progress. As of 1965, the grain output in Tibet reached 290 million kilograms, an 88.6 percent increase over 1958, while the number of the livestock stood at over 18 million, an increase of 54.1 percent comparing with that of 1958.     On Sept. 1, 1965, the Tibet Autonomous Region was established, which marks the beginning of a socialist drive in Tibet, a historic stride for social system in Tibet, the article says.

UNITED NATIONS, Jan. 13 (Xinhua) -- The Chinese government is actively promoting the relief of tension in Gaza, and China is ready to work with the international community to bring all the parties concerned back to the negotiation table at an early date in a bid to achieve the peaceful, just and durable settlement to the Palestinian-Israeli issue, a Chinese envoy said here Tuesday.     Zhang Yesui, the Chinese permanent representative to the United Nations, made the statement as he was speaking at the closed-door meeting of the UN Security Council on the Gaza conflict, which has left more than 900 Palestinians killed and 4,000 others injured.     Zhang told the Security Council that the Chinese special envoy on the Middle East issue, Sun Bigan, began his visit to Egypt, Israel and Palestine on Sunday for mediation for peace in the region.     China is gravely concerned about the growing escalation of tension in Gaza, and it is regrettable to see that the new Security Council resolution, adopted last Thursday to call for an immediate, durable and fully respected ceasefire, went unheeded by warring parties, he said.     At present, the top priority is to achieve the full implementation of the UN truce resolution -- the immediate ceasefire, the withdrawal of Israeli forces from Gaza, a halt to the firing of rockets into Israel by the armed Palestinian faction, and unimpeded access of Gaza to the humanitarian relief goods, he said.     At the Tuesday council meeting, UN Secretary-General Ban Ki-moon briefed 15 council members on his upcoming visit to the Middle East, which will take him to Egypt, Jordan, Israel, Turkey, Lebanon, Syria and Kuwait. 

BEIJING, Oct. 23 (Xinhua) -- China voiced its strong dissatisfaction and stern opposition to an award from the European Union (EU) to a Chinese criminal.     "We express strong dissatisfaction and stern opposition (to the award)," Chinese Foreign Ministry spokesman Qin Gang said in a written statement in response to the award on Thursday evening.     The European Parliament (EP), a supervisory and consultative organ of the EU, announced on Thursday it would select Hu for the Sakharov Prize.     On April 3, Hu was sentenced by the Beijing No. 1 Intermediate People's Court to 3.5 years imprisonment, with one year's deprivation of political rights.     The verdict said Hu, an unemployed father aged 34 and the holder of a college degree, libeled the Chinese political and social systems, and instigated subversion of the state, which is a crime under Chinese law.     "Hu is a convicted criminal who is now in jail for subverting the state", Qin said, noting the award to Hu, in disguise of "protecting the human rights," is fabricating facts and confusing truth and has fully exposed its political attempt to interfere in China's internal affairs and infringe upon the country's judicial sovereignty.     "The fact has already proved and will continue to prove that such an act can neither change the fact of China's social development, nor deceive the European people," Qin said.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

HANGZHOU, Nov. 16 (Xinhua) -- Rescuers have confirmed four people were killed and 17 others missing following Saturday's collapse at a subway construction site in east China's Zhejiang Province.     Search is continuing for the 17 trapped in the provincial capital Hangzhou, said the rescue headquarters chief Wang Guangrong. Rescuers work at the collapsed road where a subway tunnel was under construction in Hangzhou, capital of east China's Zhejiang Province, Nov. 15, 2008. Rescuers had updated the number of the missing workers from the previous 18 to 17 after they recovered another body at about 10 p.m. on Sunday, which brought the death toll from three to four.     The accident happened at 3:20 p.m. on Saturday when a 75-meter-long section of the subway tunnel under construction collapsed at the Fengqing Avenue in Xiaoshan District, trapping at least 50 workers and creating a huge crater where 11 vehicles were trapped.     Most of the trapped workers were taken out safely and 26 injured workers were hospitalized. Nine of the injured had been discharged from hospital and the other 15 are still receiving treatment.     More than 1,000 policemen and fire fighters participated in the rescue work. They are pumping water from the tunnel as water from a nearby river flowed into the tunnel soon after the cave-in. Rescuers work at the collapsed road where a subway tunnel was under construction in Hangzhou, capital of east China's Zhejiang Province, Nov. 15, 2008. "There is a slim chance for the trapped workers to survive because of heavy flooding in the crater," said Wang, adding that the water level once reached six meters at its highest.     The construction undertaker, China Railway Construction Group Co., Ltd., has halted all the subway construction works in the city for safety checks, said the group's vice president Bai Zhongren.     The provincial work safety bureau and construction bureau have set up an investigation group to find out cause of the accident.     And a panel, composed of experts from Beijing Jiaotong University, Beijing Urban Engineering Design and Research Institute Co., Ltd. and Zhejiang University, is working on the rescue operation scheme.     Under the expert panel's advise, authorities have evacuated three households living near the cave-in site. Their houses will be dismantled to make way for the mechanical operation in rescue and repair work, Bai said.     The families of the dead and the trapped workers are heading to the rescue site.
